- Part 1: General rules;
- Part 2: Optimization of the packaging system;
- Part 3: Reuse;
- Part 4: Material recycling;
- Part 5: Energy recovery;
- Part 6: Organic recycling.
This Part is Part 3 of GB/T 16716.
This Part is drafted in accordance with the rules given in GB/T 1.1-2009.
This Part replaces GB/T 16716.4-2010 "Packaging and packaging waste - Part 4:
Reuse".
Compared with GB/T 16716.4-2010, this Part has structural changes. GB/T 16716.4-
2010 Annex C is adjusted to Annex D of this Part. GB/T 16716.4-2010 Annex NA is
adjusted to Annex C of this Part. Clause 4 and Clause 6 of GB/T 16716.4-2010 are
adjusted to Clause 6 and Clause 4 of this Part.
Compared with GB/T 16716.4-2010, the main technical changes in this Part are as
follows:
- Change the standard name to "Packaging and the environment - Part 3: Reuse";
- Add notes to the terms and definitions of "Trip" and "Rotation" (see 3.3 and 3.4);
- Editorially change the term and definition of "Hybrid system"; add "Note 1" and
"Note 2" (see 3.9; 3.9 of GB/T 16716.4-2010);
- Editorially change the term and definition of "Auxiliary product"; delete "Note 3"
(see 3.10; 3.10 of GB/T 16716.4-2010);
- Add term and definition of "Supplier" (see 3.12);
- Add term and definition of "Emptier" (see 3.13);
- Editorially change and adjust part of the content of assessment of feasible
conditions, assessment confirmation and environmental conditions in GB/T
16716.4-2010; add the assessment basis (see Clause 6; Clause 4 of GB/T 16716.4-
2010);
- Editorially change and adjust part of the content of conditions, confirmation and
application of GB/T 16716.4-2010. Add the technical requirements that
"Packaging no longer to be reused and therefore removed from the system shall be
recoverable in meeting the requirements of the standards" AND "Relevant parties
should record the minimum number of rotations (or reuse rate) of reusable
packaging in its life cycle". Adjust the requirements on "assessment statement" to
the assessment method (see Clause 5, 6.2.1, and Annex D.1; Clause 5 of GB/T
16716.4-2010);
- In order to adapt to the development of packaging industry, add the technical
requirement that "encourage the establishment and operation of identifiable
systems" [see 4.2i), 4.3i), 4.4g)];
- Change Annex A of GB/T 16716.4-2010 to "Flow chart of systems for reuse" (see
Annex A; Annex A of GB/T 16716.4-2010);
- Adjust the content of Notes in Annex B of GB/T 16716.4-2010; add Note 4 (see
Annex B; Annex B of GB/T 16716.4-2010).
This Part uses the redraft law to modify and adopt ISO 18603:2013 "Packaging and the
environment - Reuse".
Compared with ISO 18603:2013, there are structural changes in this Part. Annex C of
ISO 18603:2013 is adjusted to Annex D of this Part. Delete Table C.1 "Example of
statement of meeting the requirements" of ISO 18603:2013. Add Annex C "Packaging
reuse mark". Clauses 4 and 6 of ISO 18603:2013 are adjusted to Clauses 6 and 4 of this
Part. 3.6.1, 3.6.2, 3.6.3 of Clause 3 of ISO 18603:2013 are adjusted to 3.7, 3.8, 3.9 of
this Part. The subsequent serial numbers have been adjusted in turn.
The technical differences between this Part and ISO 18603:2013 and their reasons are
as follows:
- As for the normative references, this Part has made adjustments with technical
differences, to adapt to the technical conditions of China. The adjustments are
mainly reflected in Clause 2 “Normative references”. The specific adjustments are
as follows:
 Replace ISO 18601 with GB/T 16716.1 which modifies and adopts the
international standard;
 Replace ISO 21067 with GB/T 23156;
 Add reference to GB/T 16716.4;
 Add reference to ISO 18605;
 Add reference to ISO 18606;
- Add examples about the term and definition of "Packaging used for the same
purpose" (see 3.5);
- Add the technical requirement that "encourage the establishment and operation of
identifiable systems" [see 4.2i), 4.3i), 4.4g)];
- Editorially change and adjust the content of Clause 5 of ISO 18603:2013. Add the
technical requirement that "Relevant parties should record the minimum number
of rotations (or reuse rate) of reusable packaging in its life cycle". Adjust "5.3
Application" to "5.3 Marking" (see Clause 5 and Table D.1; Clause 5 of ISO
18603:2013);
- Editorially change and adjust the technical content applicable to Clause 4 of ISO
18603:2013; add the assessment basis (see Clause 6);
- Adjust the example in Annex B of ISO 18603:2013 to Note 1 (see Annex B; Annex
B of ISO 18603:2013).
This Part is editorially revised: In order to be consistent with the existing standard
system, the name of this Standard is changed to "Packaging and the environment - Part
3: Reuse".
This Part was proposed by and shall be under the jurisdiction of National Technical
Committee 49 on Packaging of Standardization Administration of China (SAC/TC 49).
