Electrically powered wheelchair
1 Scope
This standard specifies the terminology and model naming-principle, surface
requirements, assembly requirements, dimensional requirements, performance
requirements, strength requirements, flame retardancy, climate, requirements
of power and control system, corresponding test methods and inspection rules
for electrically powered wheelchairs, requirements for the publication, marking
and packaging of documentation data on wheelchairs.
This standard is applicable to all kinds of electrically powered wheelchairs
(including scooters) driven by electric energy, which are used by disabled
persons or elderly people, only accommodates one passenger whose mass
does not exceed 100 kg, that is, the following electrically powered wheelchairs
as classified according to GB/T 16432.
Manually-steering electrically powered wheelchairs (such as scooters);
Power-steering electrically powered wheelchair.
This standard does not apply to electrically powered manual wheelchair.

3 Terms and definitions
The terms and definitions as defined in GB/T 14729, GB/T 18029.7-2009, GB/T
18029.8-2008, GB/T 18029.11-2008 and GB/T 18029.15-2008 as well as the
following terms and definitions apply to this document.
3.1
Electrically powered wheelchair
A wheeled personal mobility device with seat support that can be operated
by an occupant or caregiver, driven by one or more motors, with electrically

4 Classification and model naming-principle
4.1 Electrically powered wheelchairs are divided into three categories according
to the use requirements.
Electrically powered wheelchair for indoor use is represented by the
uppercase Chinese pinyin letter N.
Electrically powered wheelchair for outdoor use is represented by the
uppercase Chinese pinyin letter W.
Electrically powered wheelchair for road use is represented by the
uppercase Chinese pinyin letter L.
Note. The scooter also includes the above three categories.
4.2 Model naming-principle can be carried out according to the manufacturer's
corporate technical specifications, but the principles for model naming-principle
must be stated in its product specification (see 3.7).
4.3 It shall indicate the type of product (indoor, outdoor or road type) in the
model.
5 Requirements
5.1 Surface requirements
5.1.1 The outer surface of the wheelchair’s parts and all the parts that can be
touched by the hand shall be flat and smooth, free from sharp edges, burrs,
sharp corners, etc.
5.1.2 All soft packed parts of wheelchairs shall be soft and elastic, the seams
shall be firm and tidy. There shall be no defects such as wrinkles, fading,
jumpers and breakage on the outer surface.
5.2 Assembly requirements
5.2.1 After the wheelchair is assembled, its functions shall be able to be used
normally according to the manufacturer’s instructions. All rotating and moving

5.6.7 Protection of motor stalling
Once the wheelchair is hitting an obstacle in the driving process (such as a
higher curb stone of the sidewalk), the drive motor will stall. Therefore,
wheelchairs shall have protective measures to prevent motor from overheating
or permanent damage.
5.6.8 Insulation
The wheelchair’s frame, motor’s housing, battery’s housing and controller’s
housing shall not be connected to any other live parts of the battery pack or
electrical system. The DC current between them shall be not more than 5 mA.
5.6.9 Protection of non-insulated electrical components
Users and caregivers shall not be shocked or burnt by contact with non-
insulated parts when using a wheelchair, meanwhile the wheelchair shall not
malfunction due to this.
5.6.10 Circuit protection
All wires and connections of the wheelchair shall be properly protected from the
overcurrent of the wheelchair’s power supply or the externally connected power
source.
5.6.11 Test of power consumption
The power consumption of wheelchairs is not allowed to exceed 15% of the
manufacturer’s specified indicators.
5.6.12 Signaling device
The electrically powered wheelchairs for road use shall have various specified
signaling devices such as horn, steering, lighting, braking.
5.7 Fatigue strength of parking brake
When tested according to the provisions of 7.6, it shall not produce brake
displacement or change of brake performance.
5.8 Flame-retardancy of seat (back) cushion
When tested according to the provisions of 7.7, the seat cushion of the
wheelchair shall not undergo progressive smoldering and flame burning during

the electrically powered wheelchair is forced to stop. Measure and record the
distance from the point where the maximum braking effect is generated by the
brake of the wheelchair to the point of final parking, rounded to 100 mm. Repeat
the test for three times, calculate the average.
7.4.3 Slope-parking performance
The slope-parking performance of the wheelchair shall be determined in
accordance with the provisions of 7.2 of GB/T 18029.3-2008.
7.4.4 Determination of static stability
7.4.4.1 Longitudinal forward-tilting
The static stability of the longitudinal forward-tilting of the wheelchair shall be
tested in accordance with the provisions of clause 9 of GB/T 18029.1-2008.
7.4.4.2 Longitudinal backward-tilting
The static stability of the longitudinal backward-tilting of the wheelchair shall be
tested in accordance with the provisions of clause 10 and clause 11 of GB/T
18029.1-2008.
7.4.4.3 Lateral-tiling
The static stability of the lateral-tilting of the wheelchair shall be tested in
accordance with the provisions of clause 12 of GB/T 18029.1-2008.
7.4.5 Determination of dynamic stability
7.4.5.1 Backward
The backward dynamic stability of the wheelchair shall be tested in accordance
with the provisions of 8.1 ~ 8.4 of GB/T 18029.2-2009.There shall be no tilt on
continuous driving distance shall be not less than 5 m. If the wheelchair stops
in the driving process due to electrical appliances or other causes, it shall be
deemed that the wheelchair cannot climb the slope of this angle.
7.4.9 Determination of the minimum radius of gyration
The minimum radius of gyration of a wheelchair shall be determined in
accordance with 7.1 of GB/T 18029.5-2008.
7.4.10 Theoretical driving distance
The theoretical driving distance of the wheelchair shall be tested in accordance
with the provisions of clause 7 of GB/T 18029.4-2009.
7.5 Test of power and control systems
7.5.1 Test method of control switch
Place the wheelchair on the inclined test track, face downhill, turn off the
wheelchair’s power, then try to drive the wheelchair, to see whether the
wheelchair is moving.
7.5.2 Colors and signs of wires connected to battery
Use the visual inspection and observation methods to determine whether the
requirements of 5.6.2 are met.
7.5.3 Charger
Use the visual inspection and observation methods to determine whether the
requirements of 5.6.3 are met.
7.5.4 Test of driving-suppression during charging
It is tested according to the provisions of 8.9.3 of GB/T 18029.14-2012.
7.5.5 Control signal when the power is turned on
It is tested according to the provisions of 8.3.2 of GB/T 18029.14-2012.
7.5.6 Overvoltage protection of controller
It is tested according to the provisions of 8.6 of GB/T 18029.14-2012.
7.5.7 Protection of motor stalling
On the level ground, make the wheelchair facing the wall, make sure that the
wheelchair’s drive wheel does not rotate, drive forward at full power for 3
minutes, the components are not damaged, the motor is not damaged.
GB/T 18029.8-2008, the type electrically powered wheelchair for indoor use
may be exempted of the drop test.
7.9 Test of climate requirements
The climate test of wheelchairs shall be carried out in accordance with the
requirements of GB/T 18029.9-2008.
8 Inspection report
The inspection report shall include the following.
a) The type, model and name of the product, the exit-factory number of
product;
b) The name and address of the manufacturer;
c) A picture of the wheelchair being tested;
d) The name and address of the inspection agency;
e) The reference value of the test item in clause 5;
f) The mass of the test dummy used;
g) The date of test and the signature of the testing personnel;
h) Conclusions on whether the wheelchair tested meets the requirements of
this standard.
9 Inspection rules
9.1 Exit-factory inspection
9.1.1 Each wheelchair shall pass the inspection of the manufacturer's quality
inspection department and be accompanied by a certificate before exit-factory.
9.1.2 The exit-factory inspection is carried out as follows.
a) Surface requirements (inspected in accordance with 5.1).
b) Assembly requirements (inspected in accordance with 5.2).
c) Performance requirements (inspected in accordance with 5.5).
