1 Scope
This document provides the general principles for public defense against typhoon disasters and the guidelines for defensive behaviors in the three stages before, during and after a typhoon disaster.

3 Terms and definitions

4 General principles
4.1 Prepare in advance to take precautions before they happen. Before the typhoon affects, understand important information related to disaster preparedness and how to obtain it, and formulate family-based plans.
Disaster prevention plans and emergency supplies will help improve defense capabilities and reduce disaster response costs.
4.2 Hierarchical defense and scientific response. Based on the early warning signals of different levels of typhoons, measures can be taken to protect life, property, public safety, etc.
Scientific and appropriate response measures should be adopted to expand the linkage and cooperation between individuals and others to improve the efficiency of disaster avoidance and relief.
4.3 Put people first and life first. The most important thing in defense is to ensure personal safety. If necessary, the level of defense can be increased according to the situation, and it is advisable to obey

5 Preparations before disaster
5.1 Information acquisition
5.1.1 Learn the typhoon disaster risk level in your area by consulting relevant information or asking the local government or meteorological department.
Note. The typhoon disaster risk level is generally determined by the frequency and intensity of typhoon disasters encountered in a certain place, combined with the local disaster-prone environment, disaster-bearing bodies, defense capabilities, etc.
Calculated risk level. High-risk areas are often more susceptible to typhoons and cause relatively serious disasters.
5.1.2 Know the meaning of typhoon warning signals issued by the local meteorological department. Typhoon warning signal icons comply with GB/T 27962-2011
