Foreword
This document is drafted in accordance with GB/T 1.1-2020 "Directives for
standardization - Part 1.Rules for the structure and drafting of standardizing
documents".
The document is Part 2 of GB/T 27748 "Stationary fuel cell power system". GB/T
27748 has issued the following parts.
- Part 1.Safety;
- Part 2.Performance test methods;
- Part 3.Installation;
- Part 4.Performance test methods for small fuel cell power systems.
This document replaces GB/T 27748.2-2013 "Stationary fuel cell power systems - Part
2.Performance test methods". Compared with GB/T 27748.2-2013, in addition to
structural adjustment and editorial changes, the main technical changes are as follows.
- Delete the terms and definitions of "Audible noise level", "Emission
characteristics", "Parasitic load", "Pressure", "Secondary thermal power", and
"Standby state (idle state)" (see 3.1.1, 3.1.8, 3.1.18, 3.1.21, 3.1.25, and 3.1.29 of
the 2013 edition);
- Add terms and definitions of "External thermal energy", "Noise level", "Pre-
generation state", "Rated power", "Total power input", and "Waste water" (see
3.1.7, 3.1.14, 3.1.20, 3.1.22, 3.1.33, and 3.1.35);
- Add the content of operating process (see 3.2);
- Modify some test contents in Table 2 (see Table 2; Table 2 of the 2013 edition);
- Delete "Exhaust gas flow measurement" and "Hydrogen concentration
measurement" (see 7.3.7 and 7.3.7.9 of the 2013 edition);
- Add requirements for gas sampling (see 7.3.7.1);
- Modify "Audible noise level measurement" to "Noise level test" (see 7.3.9; 7.3.9
of the 2013 edition);
- Add criteria for attaining the steady-state set value (see 9.3.2);
- Add requirements for maximum acceptable instantaneous power output transient
(see Annex D).
This document is identical to IEC 62282-3-200.2015 "Fuel cell technologies - Part 3-
200.Stationary fuel cell power systems - Performance test methods".

1 Scope
This document covers operational and environmental aspects of the stationary fuel cell
power systems (hereinafter referred to as "power systems") performance.
This document applies to the following test methods.
2 Normative references
The contents of the following documents, through normative references in this text,
constitute indispensable provisions of this document. Among them, for dated references,
only the edition corresponding to that date applies to this document. For undated
references, the latest edition (including all amendments) applies to this document.

3 Terms, definitions, operating process and symbols
For the purposes of this document, the following terms and definitions apply.
Mechanical oscillations caused by the environment that affect vibration level readings.
4 Reference conditions
The heating value of fuel is based on the lower heating value (LHV) in principle. Energy
efficiency is expressed as follows.
5 Item of performance test
The performance assessment of the power systems shall be considered from the
following two points of view.
6 Test preparation
An uncertainty analysis shall be performed on the four test items below to indicate the
reliability of the test results and to comply with customer requests. The following test
results shall be analysed to determine the absolute and relative uncertainty. A test shall
be planned so that the reliability of the results can be evaluated for the following items.
7 Measurement instruments and measurement methods
The electric power measurement may be used to calculate the electric energy over the
test duration.
8 Test plan
The maximum permissible variations over the test duration are given in Table 4.
The maximum permissible variations in Table 4 do not apply for start-up and shutdown
testing.
The appropriate duration and frequency of readings are determined according to the
type of power system tested. A sufficient number of measurements and number of
measurement sets shall be established on the basis of requirements for data fluctuations,
stability of average values and the uncertainty analysis of this document.
9 Test methods and computation of test results
The average gaseous fuel input may be described either as the volumetric flow rate of
fuel, qVf0 in m3/s, or as the mass flow rate of fuel, qmf in kg/s.
Vibration produced by the power system shall be measured through the operating
sequence (from start-up, rated load to shutdown) in accordance with 7.3.10 to find the
maximum vibration level.
