Foreword
This Standard replaced GB/T 17519.1-1998 Safety Data Sheet for Chemical Products
- Part 1: Content and Order of Sections, and GB 16483-2000 General Rules for
Preparation of Chemical Safety Data Sheet.
Compared with GB/T 17519.1-1998 and GB 16483-2000, this Standard has the major
differences as follows:
--- The information order in 16 sections is different;
--- Add the definition of substance;
--- The hazard overview in the Item 2 of A.3 in Appendix A is consistent with the
hazard classification in the Globally Harmonized System of Classification and
Labelling of Chemicals (GHS).
The Appendix A in this Standard is normative.
This Standard was proposed by China Petroleum and Chemical Industry Association.
This Standard shall be under the jurisdiction of National Technical Committee for
Standardization of Chemistry.
Drafting organizations of this Standard: Chemical Registration Center of the State
Administration of Work Safety; Sinochem Chemical Standardization Institute;
Shanghai Research Institute of Chemical Industry; Chinese Chemical Economic

Content and Order of Sections
1 Scope
This Standard specifies the structure, content and general form of the safety data sheet
for chemical products (SDS).
This Standard is applicable to the preparation of the SDS.
This Standard neither specifies the fixed format of SDS, nor provides the practical
example of SDS.
2 Terms and Definitions
For the purpose of this document, the following terms and definitions apply.
2.1 Chemical product
It indicates the substance or mixture.
2.2 Substance
Chemical elements or their compounds obtained under natural conditions or by any
manufacturing process, including any additives necessary to maintain their stability
and any impurities produced during processing, but excluding the separable solvents
that does not affect the stability of the substance or change its composition.
2.3 Exposure control
A set of precautions taken to protect the staffs exposing to the chemicals.
2.4 GHS classification
Classification of the hazard of the substance according to the classification criteria of
the Globally Harmonized System of Classification and Labelling of Chemicals (GHS)
based on the physical, health and environmental hazard characteristics of the
substance and mixture.
2.5 Harm
It is not within the scope of the use of the products, processes and services provided
by the supplier, but in the actual use, the probability of misuse is very high.
2.16 Recipient
An intermediary or final user who accepts chemicals from a supplier for industrial or
professional use, such as storage, handling, processing and packaging.
2.17 Risk
The probability that may cause the harm and the severity of the harm.
2.18 Safety
Exempt unacceptable risks.
2.19 Signal word
The word on the label that indicates the relative severity of the chemical hazard and
alerts the contactor to the potential hazard. For example, GHS specifies, “signal word”
uses “Danger” and “Warning”.
2.20 Supplier
The group that supplies certain chemical product to the recipient.
2.21 Symbol
The graphic element that briefly delivers the safety information.
3 Overview
In general, a chemical product s hall be prepared with an SDS.
3.1 For the information contained in the SDS and the non-confidential information
related to the composition, its ingredient can be provided by different modes according
to the provisions of Section 3 in A.1 of Appendix A.
3.2 The supplier shall provide the recipient with a complete SDS, so that provide
information related to safety, health and environment. The supplier assumes the
responsibility to update the SDS; and provide the latest version of SDS to the recipient.
3.3 When using the SDS, the recipient of SDS shall also fully consider the risk
assessment results of chemical products under specific conditions, and take
necessary precautions. The recipient of SDS shall pass the dangerous information to
the users of different workplaces through appropriate channels. When making specific

NOTE: To facilitate the SDS compiler to identify SDS for different chemical products; the SDS
shall be numbered.
4.2 Fill in the relevant information under the 16 sections; if there is no data under any
section, please indicate the reasons for no data. In the 16 sections, except for the
“other information” in Section 16, the remaining sections can’t be left blank. The source
of the information in the SDS is generally not specified.
NOTE: It is better to provide a source of information to clarify the basis.
4.3 The content corresponding to 16 sections shall be completed in accordance with
the recommendations and requirements of Appendix A.
4.4 Sub-sections can be divided into against the 16 sections according to the contents.
The difference with the 16 sections is that these sub-sections shall not be numbered.
4.5 The 16 sections shall be clearly separated; the layout of the big and small headings
shall be conspicuous.
4.6 When using the subtitle headings, they shall be arranged in the order specified in
Appendix A.
4.7 Each page of the SDS shall indicate the name of the chemical product, which shall
be consistent with the name on the label; meanwhile indicate the date and SDS number.
The date indicates the last revision of date. The page number shall include the total
number of the pages, or last page of the total number of pages.
NOTE 1: The name of the chemical product shall be the chemical name or the name of the
chemical product on the label. If the chemical name is too long, the abbreviated name shall be
described in Sections 1 and 3.
NOTE 2: The SDS number and revision date (version number) shall be written on the front page
of the SDS. Each page can be filled with the SDS number and page number.
NOTE 3: The date of first-time revision and the date of initial preparation shall be written on the
front page of the SDS.
4.8 The writing of the SDS text shall be concise, brief and easy to understand.
Common words are recommended. SDS shall be written in a language acceptable to
the user.
If possible, list the release date of the allowable concentration, source of data, test
method, and source of method.
List the recommended personal protective equipment, such as:
--- Respiratory protection;
--- Hand protection;
--- Eye protection;
--- Skin and body protection.
Indicate the type and material of the protective equipment.
The chemical products are only hazardous under certain special conditions, such as
large quantities, high concentration, high temperature, high pressure, etc.; special
protective measures under these conditions shall be indicated.
A.10 Section 9 – Physical and chemical properties
This section shall provide the following information:
--- Appearance and trait of chemical product, e.g.: physical state, shape and color;
--- Odor;
--- pH value, indicate the concentration;
--- Melting/freezing point;
--- Boiling point, initial boiling point and boiling range;
--- Flash point;
--- Upper and lower limits for burning and explosion limit;
--- Vapor pressure;
--- Vapor density;
--- Density/relative density;
--- Solubility;
--- n-octanol/water partition coefficient;
--- Auto-ignition temperature;
--- Eye irritation or corrosion;
--- Breathing or skin allergy;
--- germ cell mutagenicity;
--- Carcinogenicity;
--- Reproductive toxicity;
--- Specific target organ system toxicity - one-time contact;
--- Specific target organ system toxicity - repeated contact;
--- Inhalation hazard.
It can also provide the following information:
--- Toxic kinetics, metabolism and distribution information.
NOTE: In vitro mutagenicity test data, such as Ames test data, are described in the germ cell
mutagenesis entry.
If possible, separately describe the toxic effects of one-time contact, repeated contact
and continuous contact; the late effects and immediate effects shall be described,
respectively.
Potential harmful effects shall include relevant symptoms, physicochemical and
toxicological properties observed in tests with toxicity values (e.g.: estimate of acute
toxicity).
Information shall be provided in accordance with different methods of contact (such as
inhalation, skin contact, eye contact, ingestion).
If possible, provide more data or results from scientific experiments and indicate the
source of citations.
If the mixture is not tested as a whole for toxicity, information on each composition shall
be provided.
A.13 Section 12 -- Ecological information
This section provides information on the environmental impacts, environmental
behavior and fate of the chemical product, such as:
--- The expected behavior of chemical product in the environment, possible impact
on the environment/ecotoxicity;
