Foreword
All technical contents of this standard are mandatory.
This Standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard replaces GB 20300-2006 "Safety specifications for road
transportation vehicle of explosive substance and chemical toxic substance".
Except for editorial modification, the main technical differences of this standard
in comparison with GB 20300-2006 are as follows.
- Modified the definition of explosive substance in Chapter 3 Terms and
definitions (see 3.1);
- Modified of the definition of highly toxic chemicals in Chapter 3 Terms and
definitions (see 3.2);
- The effective volume of the tank was changed to the volume of the tank, in
Chapter 3 Terms and definitions; the definition is unchanged (see 3.3);
- Modified requirements for exhaust system (see 4.1.3);
- Modified the requirements of tires (see 4.1.4);
- Modified the requirements of the speed limit device, adding the requirement
of compliance with GB/T 24545 for speed limiting function or the speed limit
device. Modified and set the maximum speed at 80 km/ h (see 4.1.5);
- Modified the requirements of the braking device, deleting the requirement
that all the vehicles which must be equipped with the brake automatic
clearance adjusting arm (see 4.1.6);
- Modified the requirements for the electrical device, adding that the electrical
device shall comply with the requirements of GB 21668 (see 4.1.7);
- Deleted the requirement for the height of center of mass in the dimension
parameter(see 4.2.2);
- Added requirements for vehicle side tilt angle (see 4.2.3);
- Modified tank volume requirements (see 4.2.5);
- Modified requirements for the protection of tanks and accessories (see
4.2.6.1);
- Added requirements for the fifth wheel and the coupling of tractors and full
trailers (see 4.2.8);

1 Scope
This standard specifies the terms and definitions, requirements, signs and
accompanying documents of road transportation vehicle of explosive substance
and chemical toxic substance.
This standard is applicable to the road transportation motor vehicle and trailer
vehicle of explosive substance and chemical toxic substance.
2 Normative references

4.2.5 Capacity of tank
The capacity of tank vehicle carrying explosive substance shall not exceed 20
m3. The capacity of tank vehicle carrying chemical toxic substance shall not
exceed 10 m3.
4.2.6 Protective requirements for tanks and accessories
4.2.6.1 The pipes and fittings on tank and the tank itself shall not exceed the
side protection devices and lower rear protective devices of the vehicle. The
distance between the outer side of the pipes and fittings on the tank rear seals
and the tank rear seals and vertical projection of the inner side of the rear and
lower side of the protective device in the direction of the vehicle length shall be
greater than or equal to 150 mm.
4.2.6.2 The top of the tank shall be provided with a capsizing protection of
sufficient strength, which shall contain a discharge valve capable of discharging
the liquid accumulated in the tank. The top points of fittings, valves and other
accessories in the tank shall be at least 20 mm below the highest point of the
capsizing protection.
4.2.7 Basic requirements of cargo compartment
4.2.7.1 The cargo compartment structure is closed with fire-proof, rain-proof,
anti-theft function and certain strength and rigidity. The inside skin of the cargo
compartment shall be made of non-ferrous metal or non-metallic material which
is not easy to ignite. The space between the outer skin and the inner skin on
the wall of the cargo compartment shall be filled with flame-resistant and heat
insulation material. Ventilation windows with rain-proof function shall be
provided for the side wall or front and rear walls of the cargo compartment.
4.2.7.2 The cargo compartment doors shall be fitted with sealing strips. The
sealing strips shall be firm and reliable, rain-proof and dust-proof.
4.2.7.3 The door hinges of the cargo compartment shall be fixed and rotating
freely. The latching mechanism shall be safe and reliable.
4.2.7.4 No lighting or electrical wiring shall be installed in the cargo
compartment.
4.2.7.5 The cargo compartment shall be equipped with cargo fixing and
fastening devices. A certain number of fixed rope hooks shall be arranged on
the front wall and side wall of the cargo compartment.
4.2.7.6 The cargo fire alarm shall be equipped in the cargo compartment. The
anti-theft alarm shall be set up on the door of the cargo compartment. the total
quantity shall be large. For vehicles with the total mass higher than or equal to
A dry powder fire extinguisher shall be provided in the cab. Each side of the
vehicle shall be fitted with one fire extinguisher in accordance with the
performance of the loaded medium. The fire extinguisher shall be fixed firmly
and easily accessible.
4.2.11 Driving recorder
4.2.11.1 The installation of driving recorders for vehicles shall comply with the
relevant requirement of 8.6.5 in GB 7258-2012.
4.2.11.2 Driving recorders shall be installed inside the cab where data can be
viewed and extracted by the user.
4.2.11.3 The main power source of driving recorder shall be the vehicle power.
All wires shall be properly protected so as to ensure that these wires do not
touch the components that may cause insulation damage. They shall be
arranged neatly and reliably.
4.2.12 Vehicle terminal of monitor
4.2.12.1 The vehicle shall be fitted with a vehicle terminal of Global Positioning
System (GPS) complying with the requirements of JT/T 794.
4.2.12.2 The GPS vehicle terminals shall be installed in the cab or in the
appropriate location of the trailer as required.
4.2.12.3 The main power source for the GPS vehicle terminal shall be the
vehicle power supply. When the vehicle power supply is not available, it can be
supplied by the spare battery pack of the vehicle terminal, which can support
normal working for 8 hours. The wire of power supply shall be clearly identified
by different colors or marks (marked at equal intervals). The wiring shall be
neatly arranged and fixed reliably. The antenna shall be away from other
sensitive electronic equipment. The ground wire of the vehicle terminal shall be
connected to the chassis of the vehicle.
4.2.13 Other requirements
There shall be space for emergency facilities and appliance to place emergency
facilities within the cab.
5 Marks
5.1 The vehicle shall be fitted with signs (see Appendix A for pattern) and lamps
that conform to the requirements of GB 13392.
