Foreword
This Standard replaced GB/T 17519.1-1998 Safety Data Sheet for Chemical Products
- Part 1.Content and Order of Sections, and GB 16483-2000 General Rules for
Preparation of Chemical Safety Data Sheet.
Compared with GB/T 17519.1-1998 and GB 16483-2000, this Standard has the major
differences as follows.
--- The information order in 16 sections is different;
--- Add the definition of substance;
--- The hazard overview in the Item 2 of A.3 in Appendix A is consistent with the
hazard classification in the Globally Harmonized System of Classification and
Labelling of Chemicals (GHS).
The Appendix A in this Standard is normative.
This Standard was proposed by China Petroleum and Chemical Industry Association.
This Standard shall be under the jurisdiction of National Technical Committee for
Standardization of Chemistry.
Drafting organizations of this Standard. Chemical Registration Center of the State
Administration of Work Safety; Sinochem Chemical Standardization Institute;
Shanghai Research Institute of Chemical Industry; Chinese Chemical Economic

1 Scope
This Standard specifies the structure, content and general form of the safety data sheet
for chemical products (SDS).
This Standard is applicable to the preparation of the SDS.
This Standard neither specifies the fixed format of SDS, nor provides the practical
example of SDS.
2 Terms and Definitions
For the purpose of this document, the following terms and definitions apply.
2.1 Chemical product
It indicates the substance or mixture.
2.2 Substance
Chemical elements or their compounds obtained under natural conditions or by any
manufacturing process, including any additives necessary to maintain their stability
and any impurities produced during processing, but excluding the separable solvents
that does not affect the stability of the substance or change its composition.
2.3 Exposure control
A set of precautions taken to protect the staffs exposing to the chemicals.
2.4 GHS classification
Classification of the hazard of the substance according to the classification criteria of
the Globally Harmonized System of Classification and Labelling of Chemicals (GHS)
based on the physical, health and environmental hazard characteristics of the
substance and mixture.
2.5 Harm
It indicates the physical injuries or damages to human health; and damage to the
property or the environment.
2.6 Hazard
Potential source of harm.
2.7 Hazard statement
A description of the hazard type and category; describe the inherent hazard of certain
chemical; including the degree of hazard if necessary.
2.8 Ingredient
Component that makes up a chemical product.
2.9 Intended use
Clearly available uses in the information provided by the supplier regarding products,
processes and services.
3 Overview
In general, a chemical product s hall be prepared with an SDS.
3.1 For the information contained in the SDS and the non-confidential information
related to the composition, its ingredient can be provided by different modes according
to the provisions of Section 3 in A.1 of Appendix A.
3.2 The supplier shall provide the recipient with a complete SDS, so that provide
information related to safety, health and environment. The supplier assumes the
responsibility to update the SDS; and provide the latest version of SDS to the recipient.
3.4 Since SDS is only related to a certain chemical product, it is impossible to consider
what may happen in all workplaces, so SDS only contains some of the information
necessary to ensure the safe operation.
3.5 SDS shall, according to general requirements for the control regulations in the
workplace where the chemical product is used, provide comprehensive information
about a substance or mixture.
4 SDS Content and General Form
4.1 The SDS shall provide information on the chemical products in accordance with
the following 16 sections. The title, number and order of each section shall not be
changed at will.
4.2 Fill in the relevant information under the 16 sections; if there is no data under any
section, please indicate the reasons for no data. In the 16 sections, except for the
“other information” in Section 16, the remaining sections can’t be left blank. The source
of the information in the SDS is generally not specified.
4.3 The content corresponding to 16 sections shall be completed in accordance with
the recommendations and requirements of Appendix A.
4.4 Sub-sections can be divided into against the 16 sections according to the contents.
The difference with the 16 sections is that these sub-sections shall not be numbered.
4.7 Each page of the SDS shall indicate the name of the chemical product, which shall
be consistent with the name on the label; meanwhile indicate the date and SDS number.
The date indicates the last revision of date. The page number shall include the total
number of the pages, or last page of the total number of pages.
Appendix A
(Normative)
SDS Preparation Guideline
A.1 Overview
This Guideline is used to guide the preparation of SDS for chemical product, so that
ensure each item in the SDS enables the recipients to take necessary protective
measures against safety, health and environment.
A.2 Section 1 – Chemical product and corporate identity
Mainly indicate the name of the chemical product, which is consistent with the name
on the safety label. It is recommended to also indicate the supplier’s product code.
Indicate the supplier’s name, address, telephone, emergency telephone, fax and email
address.
A.3 Section 2 – An overview of the hazard
This section shall indicate the main physical and chemical hazard information of the
chemical product; as well as the information affecting the human health and
environment. If the chemical product has certain special hazardous properties, it shall
be described here.
A.4 Section 3 – Ingredient/composition information
This section shall indicate whether the chemical product is substance or mixture. If it
is a substance, it shall provide chemical name or generic name, US Chemical Abstracts
Registration Number (CAS number), and other identifiers.
A.5 Section 4 – First aid measures
This section shall describe first aid measures and actions to be avoided when
necessary; the text entered here shall be easily understood by the victim and/or
rescuer.
A.6 Section 5 – Fire-fighting measures
This section shall describe suitable extinguishing methods and extinguishing agents.
If there is any inappropriate extinguishing agent, it shall be indicated here.
The specific hazard of the chemical product shall be indicated (such as the hazardous
flammable product).
A.8 Section 7 – Operation handling and storage
A.9 Section 8 – Exposure control and personal protection
List allowable concentration, such as occupational exposure limits or biological limits.
List the engineering control method for reducing exposure; such information is a further
supplement to the contents of Section 7.
