1 Application scope
This Rules is applicable to frame, fork and handle of electric bicycle.
2 Certification basis and standards
GB 17761-2018, Safety Technical Specification for Electric Bicycle
GB 3565-2005, Safety Requirements for Bicycles
QB/T 1880-2008, Front Forks for Bicycles
QB/T 1881-2008, Front Forks for Bicycles
QB/T 1715-1993, Handles for Bicycles
In principle, the above standards shall be the latest version issued by the national
standardization administrative department. When other versions of the standards are to
be used, they shall be in accordance with the announcement, which is applicable to
relevant standards issued by CCAP.
3 Certification mode selection and relevant requirements
3.1 Basic certification modes
Basic certification mode of CCAP mark certification for the frame, fork and handle of
electric bicycle is.
Type test + initial factory inspection + post-certification supervision
In the above basic certification mode, post-certification supervision includes two modes.
post-certification follow-up inspection and supervision sampling test. In which,
supervision sampling test includes production on-site sampling test or inspection and
market sampling test or inspection.
3.2 Applicability of certification mode
CCAP shall discretionally increase / decrease the certification elements for various
types of enterprises based on the basic certification mode, including.
Class A. Post-certification follow-up inspection, or production on-site sampling test or
inspection, or market sampling test or inspection, or any combination of the three
methods can be taken as post-certification supervision methods.
4 Classification of certification unit
In principle, the frame, fork and handle of electric bicycle produced by the same-
producer (manufacturer) and same producing enterprise (location), and having no
significant difference in the following aspects could be classified as one certification
unit.

5 Certification entrusting
5.1 Proposal and acceptance of certification entrusting
The certification client shall submit a certification entrusting to CCAP in an appropriate
mode in accordance with CCAP��s certification process and requirements, and shall be
responsible for the authenticity and legality of the certification entrusting materials
submitted. The certification client shall be able to assume relevant quality and legal
responsibilities. Producers (manufacturers) and producing enterprises of the frame, fork
and handle of electric bicycle entrusted with certification shall be able to normally
produce, and comply with the requirements of national laws, regulations and relevant
industry policies.
5.2 Certification entrusting materials
The certification client shall provide the materials required for the certification
entrusting in accordance with the following requirements.
5.3 Implementation arrangements
The certification client submits the certification entrusting application to CCAP
(completed on the CCAP certification platform for clients. http.//3c.cccap.org.cn).
The normal certification process is as follows.
6 Certification implementations
6.1 Type test
6.1.1 Type test plan
CCAP shall formulate the type test plan after reviewing the materials and inform the
certification client. The certification client may select the contracted laboratory on its
own. Once the laboratory is selected, in principle, no adjustments will be made. The
certification client may propose opinions on the type test plan. If the contracted
laboratory has any objection to the type test plan, it shall explain the situation to CCAP.
The type test plan includes requirements and quantity of all samples, the inspection
standard, inspection items, and information of the contracted laboratory, etc. (including
differential test requirements).
6.1.2 Sample requirements of type test
Normally, the certification client shall choose representative samples for the type test
and send them to the contracted laboratory for testing in accordance with CCAP
requirements. When necessary, CCAP can also obtain samples through on-site sampling
/ sample sealing.
6.1.2.1 Quantity of type test samples
(1) Frame of electric bicycle. 7 PCS;
(2) Fork of electric bicycle. 12 PCS;
(3) Handle of electric bicycle. 13 PCS.
6.1.3 Type test items and testing basis
The type test items and testing basis are shown in the applicable clauses and items of
the standards in Article 2 of this Rules. See Attachment 3 for details.
6.1.4 Selection and confirmation of the contracted laboratory
The certification client may select and confirm a testing laboratory within the range
of laboratories provided by CCAP for the certification products. According to the
client��s confirmation, CCAP shall give inspection commission to the contracted
laboratory to conduct type test.
6.1.5 Implementation of type test
Type test shall be completed by the contracted laboratory entrusted by CCAP. The
contracted laboratory shall complete the sample test within the stipulated time
according to relevant stipulations of CCAP. The laboratory shall make a complete
record of the whole test process and put it on file in order to ensure traceability of the
test process and results.
6.1.6 Type test report
CCAP stipulates a uniform format for the type test report.
After the type test finishes, the laboratory shall issue a type test report to CCAP. The
test report shall be accurate, clear and complete, and include product description within
the application unit, and relevant certification information. After the certification
completes, CCAP shall send the type test report, together with the certificate (or
certification decision), to the certification client. The certification client shall ensure to
provide the complete and effective type test report to CCAP and law-enforcement
agencies during post-certification supervision.
6.2 Initial factory inspection
Initial factory inspection is an assessment conducted by CCAP on whether the
enterprise��s production conformity control system meets the certification requirements.
It is conducted in the mode of ��production conformity control plan inspection +
production conformity factory on-site inspection��.
6.2.1 Basic principle
The producer and producing enterprise shall establish, implement and maintain the
production conformity control system according to requirements specified in
Attachment 4 and Attachment 5, so as to ensure that the certification products can
continuously meet the certification requirements.
6.2.2 Production conformity control plan auditing
The factory shall formulate the production conformity control plan in accordance with
the requirements of Attachment 4 and Attachment 5 and submit it to CCAP for auditing.
After the review is completed, CCAP shall inform the certification client of the review
results. If the production conformity control plan can meet the requirements, the audit
is PASS. If CCAP considers that the production conformity control plan is not up to
standard, the client shall make rectifications and submit again. After completing the
new review, CCAP shall inform the client of the audit results.
6.2.3 Production conformity factory on-site inspection
In general, after the type test and the production conformity control plan auditing are
qualified, CCAP shall conduct the production conformity inspection. If required, the
type test and factory on-site inspection of conformity can be simultaneously conducted.
6.3 Certification evaluation and decision
CCAP conducts comprehensive assessment of the type test results, the initial factory
inspection results and relevant materials / information. If the evaluation is PASS, the
certificate shall be granted according to certification unit. If not, the certification is
terminated.
6.4 Time-limit of certification
Time-limit of certification refers to the period FROM the date when CCAP formally
accepts the entrusting TO the date when the certificate is issued.
Usually, FROM the date when CCAP accepts the entrusting TO the date when the
certificate is issued, the time is not more than 90 days. In which, it includes type test
time, factory inspection time, test report submission time, evaluation and approval time
of the certification results, and the certificate-making time.
7 Post-certification supervision
Post-certification supervision refers to that CCAP conducts supervision to the certified
products and their producing enterprise. The supervision mode is one of or combination
of the following three modes. post-certification follow-up factory inspection,
production on-site sampling test, and market sampling test.
7.1 Post-certification follow-up inspection
7.1.1 Principles of post-certification follow-up inspection
CCAP shall conduct effective follow-up inspection to the certified products and their
producing enterprise based on the producing enterprise classification management, so
as to verify that producing enterprise��s quality assurance capacity continuously meets
the certification requirements; ensure that the certified products continuously meet the
certification requirements; and maintain the conformity with type test samples.
7.1.2 Content of post-certification follow-up inspection
Under the principle of ensuring that the certification risks are controllable, the post-
certification follow-up inspection mainly includes the following contents.
7.2 Production on-site sampling test or inspection
7.2.1 Principles of production on-site sampling test or inspection
If the mode of production on-site sampling test or inspection is adopted for post-
certification supervision, then, the certification client, producer and producing
enterprise shall cooperate.
7.2.2 Content of production on-site sampling test or inspection
In principle, different units / models of products shall be drawn as samples for each
time of supervision. CCAP formulates the sampling inspection plan according to the
producing enterprise classification principles and features of the products. For the
inspection items, all or several of the type test inspection items shall be inspected, and
at least the photometric requirements shall be covered.
7.2.3 Utilization of self-test resources of enterprise
If the producing enterprise has the test conditions that meet the certification standard
requirements and complies with the requirements specified in Attachment 7 of this
Rules, then, it may utilize the test resources of the producing enterprise to conduct
production on-site sampling test (or visual test).
7.3 Market sampling test or inspection
According to situations of the producing enterprise classification management and the
certification risk, when necessary, CCAP shall draw up a market sampling test (or
inspection) plan for certified products of the enterprise to conduct market sampling test
or inspection.
7.4 Frequency and time of post-certification supervision
See Table 1 for the frequency of post-certification supervision. In non-continuous
production, the certification client and the producing enterprise shall actively submit
the production plan to CCAP in order to ensure effective implementation of the post-
certification supervision.
7.5 Record of post-certification supervision
CCAP shall make appropriate record of the whole process of post-certification
supervision and archive it on file in order to ensure the traceability of the certification
process and the results.
7.6 Evaluation of post-certification supervision results
CCAP shall conduct a comprehensive assessment to the follow-up inspection results,
the sampling inspection results and relevant materials.
8 Certificate
8.1 Maintenance of certificate
This Rules covers the 5-year valid period of product certificate. Within the valid period,
the validity of the certificate is maintained by depending on the ��post-certification
supervision�� of CCAP.
8.2 Content of certificate
If the certified product and selling package are marked with the content contained in
the certificate, it shall be consistent with the content in the certificate.
8.3 Change of certificate
8.3.1 Change of certification requirements (including standard change-version)
When the certification requirements are changed, CCAP shall issue the above-
mentioned certification requirements on the public website. At the same time, CCAP
shall notify the certification enterprises by business system, fax, email or other methods.
After the certification enterprises receive the notice, it shall submit the certification
change application and the required materials to CCAP through the CCAP certification
platform for clients.
8.4 Cancellation, suspension and withdrawal of certificate
Certificate��s cancellation, suspension and withdrawal shall be implemented in
accordance with relevant provisions of ��Certificate and certification mark management
regulations��. CCAP shall adopt an appropriate mode to publicly announce the
certificate of cancellation, suspension and withdrawal.
8.5 Use of certificate
Use of the certificate shall comply with the requirements of ��Certificate and
certification mark management regulations��.
9 Certification marks
If the certified organization uses the certification mark, it shall comply with the
requirements of "Certificate and certification mark management regulations".
9.1 Mark style permitted to use
The certified frame, fork and handle of electric bicycle are allowed to use safety-type
(S) certification mark. The style is as follows.
It is allowed to use a deformed CCAP mark style, that is, the mark word "CCAP".
9.2 Use requirements
The certification marks shall be permanently preserved. They shall be clearly visible
without damaging the vehicles and certified products. Any of the three modes of
standard specifications marking, printing / molding can be used.
