Announcement of CNCA on the Reform Matters of
Compulsory Product Certification Mark
In order to thoroughly implement the spirit of the 19th National Congress of the
Communist Party of China, further implement the requirements of the reform
work of the State Council's “streamlining administration, delegating more
powers, improving regulation, and providing better services”, streamline and
integrate the compulsory certification procedure and facilitate the affixing of the
China Compulsory Certification mark (hereinafter referred to as the “CCC
mark”), CNCA decides to reform the issuance management of CCC mark. The
relevant matters are now announced as follows.
1. Cancel the review and charge of the printed/moulded CCC mark
1) From March 20, 2018, cancel the reviewing that was conducted by
designated mark issuance management body (Beijing Zhongqiang
Certification Product Mark Technology Service Center), for
printed/moulded CCC mark; and cancel the corresponding review fees.
CCC mark shall be printed/moulded by the certified enterprises
themselves.
2) The self-printed/moulded CCC mark of the certified enterprise shall be in
accordance with “China Compulsory Certification Mark Affixing
Management requirements” (see Attachment 1).
2. Issuance management of the standard-specification CCC mark
1) From May 1, 2018, the designated certification bodies shall be responsible
for the issuance management of the standard-specification CCC mark.
The charges shall be in accordance with the “Notice of the National
Development and Reform Commission on Releasing Some Charges for
Inspection and Testing Services” (Fa Gai Jia Ge [2015] No.1299).
2) Before May 1, 2,018, each designated certification body shall complete all
preparations for the issuance management of the standard-specification
CCC mark, including CCC mark issuance management procedures,
contacts and telephone numbers, etc., and announce them.
3) The designated mark issuance management body (Beijing Zhongqiang
Certification Product Mark Technology Service Center) is responsible for
the issuance management of the standard-specification CCC mark until
May 31, 2018; and will no longer be responsible for the issuance
management of the standard-specification CCC mark from June 1, 2018.
3. Simplify and integrate the categories of CCC mark
From March 20, 2018, CCC mark no longer includes subdivisions, such as S
(safety products), EMC (electromagnetic compatibility), S&E (safety and
electromagnetic compatibility), F (firefighting) and I (information security). The
original CCC mark can be eliminated naturally according to the mould
replacement cycle and product inventory.
4. Strengthen the follow-up supervision of affixing of CCC mark
When the certified enterprise is affixing the standard-specification CCC mark
and the self-printed/moulded CCC mark, it shall strictly follow the relevant
requirements of “China Compulsory Certification Mark Affixing Management
Requirements” and “China Compulsory Certification Implementation Rules”;
establish its own CCC mark usage and management system; and record and
archive the use of CCC mark.
The designated certification body shall strengthen the supervision and
management of CCC mark; guide the certified enterprise to correctly use CCC
mark; and implement the main responsibility of the certification body.

4. Color of CCC mark
The color of the uniformly printed standard-specification CCC mark is
white in bottom-plate and black in pattern. If using methods such as
printing, mould pressing, moulding, silk screen, painting, etching,
engraving, branding, stamping (the above methods are hereinafter
referred to as printing/moulding) to affix CCC mark on the product or the
product nameplate, then the color of the bottom-plate and pattern may be
selected according to the appearance of the product or the overall design
of the nameplate.
5. Affixing location of CCC mark
The uniformly printed standard-specification CCC mark must be affixed to
the obvious position of the outer body of the certified product. For
printed/moulded CCC mark, CCC mark shall be printed and moulded on
the obvious position of the nameplate or the outer body of the product. If
CCC mark cannot be affixed on the body of the related certified product,
then CCC mark must be affixed on the smallest-package of the product
and in the accompanying documents.
If a certified special-product is not able to be affixed with CCC mark in
accordance with the above specifications, then special style “China
Compulsory Certification” mark must be printed or moulded on the product
body.
6. Affixing requirements for the printed/moulded CCC mark
(1) Affixing requirements for the printed/moulded CCC mark’s basic style
CCC mark can be enlarged or reduced according to the basic pattern
proportion. However, it must not be deformed, and it shall ensure that
the certification mark pattern is clear and recognizable.
(2) Affixing requirements for printed/moulded CCC mark’s special style
The following products in “Catalogue” are allowed to be affixed with the
special style CCC mark by the certified enterprises.
a. Wire and cable products
When the special style mark is used, the English abbreviation "CCC"
of “China Compulsory Certification” shall be printed. The font size
shall be compatible with the wire and cable product's external
dimensions, as shown in Figure 2.
