It includes mobile industrial vehicles and off-road tourist sightseeing vehicles. 1.2.1 Mobile industrial vehicles In this regulation, a motorized industrial vehicle is a forklift. Forklift is a self- propelled vehicle that lifts the load to a certain height and carries out stacking operations through a gantry and a fork, it includes a counterweight type forklift, a reach type forklift, a side forklift, a straddle forklift, a pallet stacker, and three- way stacker. 1.2.2 Off-road tourist sightseeing vehicles Off-road tourist sightseeing vehicles (hereinafter referred to as sightseeing vehicles) include sightseeing vehicles and sightseeing trains. Sightseeing vehicles are trackless, non-trolley, non-enclosed, self-propelled vehicles with 4 or more wheels (including 4), including battery sightseeing vehicles and internal combustion sightseeing vehicles. 1.2.3 Scope of application The design, manufacture, retrofitting, repair, use, inspection, etc. of the field vehicle shall comply with the provisions of this regulation. 1.3 Special provisions 1.3.1 Application road conditions and markings The road surface on which the field vehicle is traveling shall be flat and hard; when there are steep slopes, long slopes, sharp bends, narrow roads, and deep grooves in the driving route, it shall provide protection facilities, warning signs, speed limit prompts, etc. 1.3.2 Sightseeing vehicles It shall meet the following requirements at the same time. (1) The maximum operating speed must not exceed 30 km/h; (2) Nominal number of passengers (including drivers, same as below) is greater than or equal to 6 but no greater than 23; (3) The maximum driving gradient shall not be greater than 10% (except for a short slope with a slope length less than 20 m). 1.3.3 Sightseeing train It shall also meet the following requirements.2 Design, manufacture, retrofitting and repair2.1 Basic requirements 2.1.1 Obligations and responsibilities 2.1.2 General technical requirements 2.2 Design 2.2.1 General requirements 2.2.2 Main load-bearing structural components 2.2.2.1 Forklift The main load bearing structural components of forklift trucks include frames, masts, fork frames, and forks, which shall meet the following requirements. 2.2.3 Main components 2.2.4.1 Power system 2.2.4.2 Forklift transmission system 2.2.5 Safety protection devices 2.2.5.1 General requirements The field vehicle shall be equipped with warning devices and rearview mirrors that can emit clear sound. 2.2.5.2 Forklift 2.2.5.3 Sightseeing vehicles connection has failed. 2.3 Manufacturing, retrofitting and repair 2.3.1 Basic conditions for manufacturing and repairing organizations The manufacturing and repairing organizations of the rolling stock shall meet the following basic conditions. 2.3.3 Manufacturing, retrofitting, repair process and records3 Safety management of use3.1 Basic requirements 3.1.1 Basic requirements for user organization The user organization shall comply with the provisions of the ��Regulations for the Use of Special Equipment�� and shall also meet the following requirements. 3.1.2 Operating environment 3.1.3 Travel route map of sightseeing vehicles The user organization is responsible for the safety of the travel route of the sightseeing vehicle. The user organization shall establish a map of the driving route when the vehicle is in operation, set up a noticeable driving route mark on the driving route in accordance with the route map, and specify the safety requirements such as driving speed. The travel route map of the sightseeing vehicle shall be clearly marked at the fixed passenger getting on/off position. 3.2 Routine maintenance and inspection 3.2.1 General requirements 3.2.2 Routine maintenance, self-inspection and comprehensive inspection The user organization shall select items for routine maintenance, self- inspection, and comprehensive inspection based on the specific types of forklifts and sightseeing vehicles, in accordance with relevant safety technical specifications and relevant standards, and requirements for the use & maintenance. The user organization can determine the cycle and content of the routine maintenance, self-inspection and comprehensive inspection that are higher than the requirements of this regulation, based on the heavy use of the field vehicle and the environmental conditions.4 Inspection4.1 Basic requirements The special equipment inspection organizations and personnel engaged in field vehicle type test and regular (including first-time) inspections shall obtain relevant inspection qualifications before engaging in corresponding inspection activities. 4.2 Projects and main contents For the basic items of field vehicle model test and regular (including first-time) inspection, see ��Forklift Inspection Item List�� (Appendix B) and ��Off-Road Tourism Sightseeing Vehicle Inspection Item List�� (Appendix C). 4.2.1 Forklift it shall be not less than 60 hours. 4.2.2 Sightseeing vehicles (1) Design document review (design task book, design calculation book, main design drawings, use & maintenance instructions, etc.), data verification (manufacturing permit, type test certificate, product quality certificate, use & maintenance instructions, etc.); 4.3 Type test 4.3.1 General requirements Field vehicle type test refers to the technical review, prototyping inspection, prototype test, etc., carried out by the type testing organization on whether or not the vehicle product satisfies the requirements of the safety technical specification on the basis of the completion of the product's comprehensive test verification, to verify its safety and reliability. 4.3.2 Reports and certificates The type test organization shall issue the ��Special Equipment Type Test Report�� and ��Special Equipment Type Test Certificate�� in accordance with the items and contents specified in clauses 4.2 and 4.3 of this Regulation. The type test report shall include at least the following contents. Type test conclusions, main parameters of the prototype, main structure type of the prototype, whole machine photo, type inspection, type test, etc. 4.4 Regular (including first-time) inspection 4.4.1 General requirements The first inspection refers to the inspection conducted by the special equipment inspection organization before or after the first commissioning of the field vehicle on the basis of the self-inspection of the field vehicle user organization. Regular inspection refers to the inspection performed by the special equipment inspection organization on the field vehicle that is registered for use in accordance with the specified cycle (once per year) on the basis of regular maintenance and self-inspection by the user organization of the field vehicle. 4.4.2 Report Special equipment inspection organization shall issue the ��Regular (first-time) Inspection Reports of Special Motor Vehicles in Defined Field�� in accordance with the date and content specified in clause 4.2 of this Regulation.5 Supplementary provisions5.1 Meaning of terms retrofitting refers to the change one of the original field vehicle power mode, transmission mode, gantry structure, frame structure, and body metal structure, or the activity of changing the original parameters of the field vehicle. 5.2 Interpretation rights For this regulation, AQSIQ is responsible for its interpretation. 5.3 Implementation time This regulation will come into effect on June 1, 2017. ......Source: Above contents are excerpted from the full-copy PDF -- translated/reviewed by: www.ChineseStandard.net / Wayne Zheng et al.  |
