This standard is based on the "1992 International Convention on Civil Liability for Oil Pollution Damage" formulated by the International Maritime Organization (IMO) and the United States Developed on the basis of the "Natural Resource Damage Assessment Guide" issued by the Ocean and Atmospheric Administration (NOAA). Appendix A of this standard is a normative appendix, and Appendix B and Appendix C are informative appendices. This standard was proposed by the North Sea Branch of the State Oceanic Administration. This standard is applicable to the ecological damage assessment of marine oil spill incidents that occur in the waters under the jurisdiction of the People's Republic of China.
