1 Scope

This document specifies the limit of fuel consumption of light commercial vehicles, the calculation method and evaluation index of enterprise average fuel consumption, the production consistency requirements, and the determination of the same type. This document applies to all category N1 vehicles with a maximum design speed greater than or equal to 50 km/h and category M2 vehicles with a maximum design gross mass not exceeding 3500 kg, including vehicles that can burn gasoline or diesel fuel, pure electric vehicles, fuel cell vehicles, vehicles that burn gas fuel and alcohol ether fuel. This document does not apply to special-purpose vehicles for work.

3 Terms and definitions

The terms and definitions, which are defined in GB/T 15089, GB/T 17350, GB 18352.6- 2016, GB/T 19596, GB 27999-2019, apply to this document.

4 Application for type certification

4.1 The application for type certification of a certain model or family of fuel consumption shall be submitted by the manufacturer or its legal representative. 4.2 The application shall be accompanied by the type certification application report of the corresponding model specified in Appendix A ~ Appendix C; however, the contents of A.7, B.7, C.5.3, C.6.3, C.7.3, C.7.4 shall not be filled in. 4.3 A sample vehicle representing the certified model or family shall be submitted to the testing agency responsible for the type certification test.

5 Determination of fuel consumption

5.1 For gasoline, diesel, dual-fuel, bi-fuel models, the model fuel consumption type certification value shall be determined, according to GB/T 19233-2020, using the Worldwide Harmonized Light Vehicle Test Cycle (WLTC). 5.2 For externally rechargeable hybrid electric vehicles (OVC-HEV), the model OVC- HEV fuel consumption type certification value and OVC-HEV power consumption type certification value shall be determined, according to GB/T 19753-2021 using WLTC; for non-externally rechargeable hybrid electric vehicles (NOVC-HEV), the model NOVC-HEV fuel consumption type certification value shall be determined, according to GB/T 19753-2021 using WLTC. For externally rechargeable hybrid models that use gasoline, the power consumption shall be converted into gasoline fuel consumption according to GB/T 37340. For externally rechargeable hybrid models that use diesel, the power consumption shall be converted into diesel fuel consumption according to GB/T 37340. For externally rechargeable hybrid models that use other types of fuel, the power consumption shall be converted into gasoline fuel consumption according to GB/T 37340. Before 2030, the fuel consumption converted from the power consumption shall be calculated as zero 1). 5.3 For pure electric models, the energy consumption type certification value shall be determined according to GB/T 18386.1-2021, which shall be converted into the corresponding gasoline fuel consumption according to GB/T 37340. Before 2030, its fuel consumption shall be calculated as zero 1). 5.4 For hydrogen fuel cell vehicles, the energy consumption shall be determined in accordance with GB/T 43252-2023. Before 2030, the fuel consumption shall be calculated as zero 1). 5.5 For CNG vehicles, the comprehensive cycle fuel consumption test shall be simulated on the chassis dynamometer in accordance with GB/T 29125, to determine the gas fuel consumption, then converted to gasoline fuel consumption in accordance with GB/T 29125. 5.6 For LNG and LPG vehicles, the comprehensive cycle fuel consumption test shall be simulated on the chassis dynamometer in accordance with GB/T 29125, to determine the gas fuel consumption, then converted to gasoline fuel consumption in accordance with GB/T 29125. 5.7 For methanol vehicles, the methanol fuel consumption type certification value and equivalent gasoline or diesel fuel consumption shall be determined in accordance with QC/T 1130-2021. For other alcohol-ether fuel models, the alcohol-ether fuel consumption type certification value and equivalent gasoline or diesel fuel consumption shall be determined in accordance with QC/T 1130-2021. 5.8 The CO2 emission reference value corresponding to the vehicle fuel consumption limit and target value shall be calculated in accordance with 7.3 of GB 19578-2021 and formula (4) of GB 27999-2019, respectively.

6 Fuel consumption limit

6.1 General 6.1.1 For light commercial vehicles that can be fueled by gasoline or diesel fuel, the 1 The calculation method of fuel consumption after 2030 shall be determined separately.

8 Production consistency

8.1 The fuel consumption of gasoline, diesel, dual-fuel, bi-fuel models shall meet the requirements of GB/T 19233-2020 for production consistency. 8.2 The fuel consumption and power consumption of externally rechargeable hybrid models and the fuel consumption of non-externally rechargeable hybrid electric vehicles shall meet the requirements of GB/T 19753-2021 for production consistency. 8.3 The energy consumption of pure electric models shall meet the requirements of GB/T 18386.1-2021 for production consistency. 8.4 The production consistency inspection of other vehicles shall be carried out in accordance with the statistical methods and qualified number determination rules specified in GB/T 19233-2020.

9 Determination of the same type

9.1 If the fuel consumption of the vehicle model meets the following requirements, it shall be deemed to be the same type: a) The basic characteristics, parameters, components of the engine are the same; Note 1: For the basic characteristics and parameters of the engine, see the relevant requirements of 6.1.1 in GB 18352.6-2016. b) The exhaust pollution control device is the same; Note 2: For the exhaust pollution control device, see the relevant requirements of 6.1.2 in GB 18352.6-2016. c) The front shape of the vehicle body is the same (for categories M2 and N1 passenger van vehicles) or the front shape of the cab is the same (for category N1 non-passenger van vehicles); d) The drive type is the same; e) The transmission type is the same; f) The total transmission ratio of each gear is the same or the change does not exceed 8%; g) The total speed ratio change caused by the different rolling circumference of the optional tires does not exceed 8%; h) The reference mass and the test mass are the same or reduced; the fuel consumption of the basic model meets the corresponding limit requirements of the deemed same model; i) The maximum total mass is the same or reduced; the fuel consumption of the basic model meets the corresponding limit requirements of the deemed same model. 9.2 For hybrid models, in addition to meeting the requirements of 9.1, the following conditions shall also be met: a) The hybrid vehicle classification (series, parallel, hybrid, whether there is an external charging mode, whether there is a manual driving mode selection function) is the same; b) The energy storage device’s unit model and manufacturer are the same; c) The total nominal voltage and total nominal capacity of the energy storage device assembly are the same; d) The model, location, quantity, manufacturer of the drive motor/generator are the same; e) The control system (vehicle controller, on-board energy management system, drive motor controller, etc.)’s software version number and hardware model and manufacturer are the same; however, the software version number is allowed to be changed without affecting the fuel consumption and power consumption of the vehicle model; f) The cooling type is the same (liquid cooling, air cooling, etc.). 9.3 For ordinary trucks and vehicles with box structure, tank structure, shed structure formed by the same category II chassis, if the requirements of 9.1 except h) and the conditions of 9.2 are met, when ordinary trucks are used as the basic model, vehicles with box structure, tank structure, shed structure can be regarded as the same; when vehicles with box structure, tank structure, shed structure are used as the basic model, if the results meet the limit requirements of ordinary trucks, ordinary trucks can also be regarded as the same.

10 Implementation of the standard

10.1 Fuel consumption limit For new models applying for type approval, it will be implemented from the date of implementation of this document; for models that have obtained type approval, it will be implemented from the 25-th month from the date of implementation of this document. ......
