Therefore, the rules of metrological testing for net quantity of soap products in prepackages with fixed content (hereinafter referred to as “these Rules”) are formulated to protect the interests of consumers and producers, in accordance with the requirements of AQSIQ Decree No. 75 Administrative Measures for Metrological Supervision over Products in Prepackages with Fixed Content. These Rules are a supplement of JJF 1070-2005 Rules of metrological testing for net quantity of products in prepackages with fixed content. 1 Scope These Rules specify the metrological requirements for net quantity as well as the requirements and procedures for sampling, testing, evaluation and other activities in the metrological testing process of the soap products in prepackages with fixed content (hereinafter referred to as “soap products”). The soap products specified in these Rules refer to different types, different ingredients and different packaging of bar soap, such as toilet soap, laundry soap, etc. (excluding the industrial soap). These Rules are applicable to the metrological supervision and inspection, arbitration and verification for net quantity of soap products. The producers and sellers of soap products may also refer to these Rules for testing. These Rules are applicable to the soap products that cause a shortage of net quantity due to changes in moisture and volatiles, and that are manufactured within 180 days. 2 Normative references The provisions in the following documents become the provisions of this Specification through reference in this Specification. For dated references, the subsequent amendments (excluding corrections) or revisions do not apply to this Specification. For undated references, the latest editions apply to this Specification. JJF 1070-2005 Rules of metrological testing for net quantity of products in products within 5 days of production 5.1 Determination of inspection lot a) The inspection lot of soap products shall be the products passing the manufacturer self-inspection. In the event of sampling in the production or packing site, the inspection lot shall be a certain amount of (generally 1 hour of production) same kind of soap products manufactured by the manufacturer under the same production conditions. b) In the event of sampling in the warehouses of the manufacturer, importer and wholesaler, the inspection lot shall be defined as all of the same kind of soap products existing at the site of the enterprise sampling site. 5.2 Retrieval of sampling scheme RETRIEVE the sampling scheme, DETERMINE the sample size, and EVALUATE the indicators of the sample, based on the batch and in accordance with Table 4. 5.3 Sampling The sample shall be extracted by using a random sampling method in the inspection lot. The selected sampling method shall ensure that each unit of product is equally likely to be taken as a sample. The random sampling method is given in Annex A of JJF 1070-2005. After sampling, FILL in the sampling list for metrological supervision and inspection of products in prepackages with fixed content (the format of the sampling list is given in Annex H of JJF 1070-2005). 5.4 Sample testing 5.4.1 Testing equipment Qualified scale or balance, steel ruler or vernier caliper. The accuracy level and division value shall conform to the requirements of Subclause 5.2 in JJF 1070-2005. 5.4.2 Net quantity testing 5.4.2.1 Determination of gross weight. WEIGH the gross weight of the sample units one by one. 5.4.2.2 Determination of tare. DETERMINE the sample tare according to the provisions in Annex B of JJF 1070-2005. 5.4.2.3 Calculation of actual quantity. CALCULATE the actual quantity according to the following formula. 7 Original records and data processing 7.1 Original records The original records of each testing shall contain sufficient information, and the items listed in the records shall be filled out accurately.
