Technical specification of hydrogen-oxygen generator with
water electrolyte
1 Scope
This Standard specifies the classification and designation, technical requirements,
testing and measuring, security techniques, plates and markings, packaging and
transportation of hydrogen-oxygen generator with water electrolyte.
This Standard applies to hydrogen-oxygen generators with a hydrogen-oxygen mixed
gas production of 0.1 m3/h ~ 30 m3/h.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
hydrogen-oxygen mixed gas
A mixed gas of hydrogen and oxygen, with a ratio of 2:1, produced by a hydrogen-
oxygen generator with water electrolyte.
3.2
hydrogen-oxygen generator
A device for electrolyzing water to produce a hydrogen-oxygen mixed gas, consisting
of a water electrolyzer, a power supply, a water and gas separation device, a flame
arrester, etc.
3.3
water electrolyzer
A device that generates hydrogen-oxygen mixed gas, consisting of electrodes, spacers,
and tanks. The water electrolyzer is the main equipment of the hydrogen-oxygen
generator, and its performance parameters will determine the technical performance of
water electrolysis to produce hydrogen-oxygen mixed gas.
3.4
fire arrester
A device used to prevent external flames from entering the equipment and pipes of the
hydrogen-oxygen generator or to prevent the spread of flames between equipment and
pipes.
5.3.1 The protective cover or enclosure shall be made of non-combustible materials; the
minimum thickness shall be greater than 0.6 mm, and stainless-steel plates or carbon
steel plates are generally used. For protective covers with larger areas, strengthening
measures or double-layer structures shall be adopted according to strength or rigidity
requirements.
5.3.2 When the protective cover or enclosure needs to be equipped with an insulating
layer, it shall be designed according to GB/T 8175. The insulation material shall be non-
combustible materials, and shall be provided with measures to prevent the materials
from spreading and scattering.
5.3.3 The inner surface of the protective cover or enclosure shall be flat and free of
accumulation space for hydrogen-oxygen mixed gas, and shall be provided with an
exhaust port at the highest point on the top. If there are two or more places with the
highest point on the top, an exhaust outlet shall be provided at each highest point.
5.3.4 In order to avoid the accumulation of hydrogen-oxygen mixed gas in the
protective cover or enclosure, a ventilator should be installed on the top or upper side.
When conditions permit, compressed air or nitrogen can be connected. Inspection
openings and maintenance openings shall be provided in locations where the protective
cover or enclosure is convenient for inspection and maintenance. Their number and size
shall be determined according to the inspection and maintenance objects or functions.
Inspection openings and maintenance openings shall be equipped with viewing
windows or covers.
5.4 Water electrolyzer
5.4.1 The performance parameters and structure of the water electrolyzer shall be based
on the basic requirements of reducing electric energy consumption per unit of gas
production, reducing manufacturing costs, and extending service life. The structural
type of the water electrolyzer, the structure, coating and material of the electrolysis cell
and its electrodes and separators shall be reasonably selected.
5.4.2 The ratio of hydrogen and oxygen mixed gas produced by the water electrolyzer
shall be 2:1, and the production capacity shall comply with the requirements in Table 1.
5.4.3 The selection of sealing gaskets shall ensure that the water electrolyzer does not
leak or corrode when in working condition, and can withstand the changes in the
working condition when the tank is opened and stopped. Its quality shall comply with
GB/T 3985 or the relevant standards of the material selected for the specific water
electrolyzer cell body design.
5.4.4 The steel castings on the electrolyzer shall comply with the requirements of GB/T
11352.
5.4.5 The quality of electroplated parts of the water electrolyzer shall meet the
following requirements:
a) The cladding surface of the electroplated parts shall not have serious defects such
as bubbling, peeling, partial lack of coating and scratches;
b) The cladding thickness, bonding strength and void content of the electroplated
parts shall comply with the requirements of GB/T 12332;
c) The inspection sampling and sampling methods for the cladding thickness,
bonding strength and void content of the electroplated parts shall be in accordance
with the provisions of GB/T 2829. Electroplated parts can be tested using test
pieces electroplated at the same time in the same process.
5.4.6 The preparation, filling and use of cell liquor shall be convenient, safe and reliable
to prevent leakage and venting.
5.4.7 The operating temperature limit of the water electrolyzer shall comply with the
provisions of Table 1, and an automatic protective device shall be equipped.
5.4.8 The cumulative operating time of electrode end plates and electrode plate
manufacturing materials under rated working conditions shall exceed 36 months.
5.5 Water and gas separation device and gas cooling equipment
5.5.1 The water and gas separation device is used for gas-liquid separation, and the gas
cooling equipment is used for cooling the hydrogen-oxygen mixed gas and reducing
the water content of the gas. Their manufacturing, inspection and acceptance shall
comply with the regulations of GB 150.4.
5.5.2 The water and gas separation device and gas cooling equipment should be made
of stainless-steel plates and shall comply with the regulations of GB/T 4237.
5.5.3 The layout of the container shall be based on the overall design of the hydrogen-
oxygen production system with water electrolysis, and efforts shall be made to comply
with the gas production process, keep the connecting pipes short, and facilitate
operation and maintenance.
5.5.4 The gas storage volume of the gas-water separation device or gas cooling
equipment shall not be greater than 5 L when the rated gas production of the hydrogen-
oxygen generator is ≤ 3 m3/h, shall not be greater than 8 L when 3 m3/h < rated gas
production ≤ 9 m3/h, and shall not be greater than 15 L when 9 m3/h < rated gas
production ≤ 30 m3/h.
5.5.5 The gas cooling equipment shall be equipped with a return pipeline, and the
condensed liquid shall automatically return.
5.6 Flame arrester
5.6.1 Flame arresters shall be installed on the hydrogen-oxygen mixed gas outlet pipe
of the hydrogen-oxygen generator with water electrolyte and the pipe in front of the gas
5.8.2 The arrangement of pipelines and accessories shall comply with the requirements
of the hydrogen-oxygen mixed gas production process, and shall be convenient for
operation, installation and maintenance. The length of the hydrogen-oxygen mixed gas
delivery pipeline shall not exceed 100 m.
5.8.3 For pipe sections with thermal expansion and contraction, reasonable settings
shall be made based on flexible calculation and thermal compensation requirements.
5.8.4 The layout of pipelines and accessories shall be neat and orderly, reducing
unnecessary intersections, and paying due attention to aesthetics.
5.8.5 The setting and calculation of pipeline supports shall comply with the relevant
provisions of GB 50316. Avoid welding the support to the single equipment.
5.8.6 Insulation measures shall be taken, or not, for the cooling water pipeline according
to its operating temperature. When insulation is required, the insulation material shall
be non-combustible. The cooling water pipeline shall be equipped with a water cutoff
protective device, as well as an alarm and shutdown device.
5.9 Electrical equipment and wiring
5.9.1 The configuration of DC power supply is required as follows:
a) Each water electrolyzer shall be equipped with a separate DC power supply, using
high-frequency switching power supply or thyristor module power supply;
b) The DC power supply shall be equipped with voltage regulation function and
automatic current stabilization function;
c) The rated DC voltage of the rectifier for the water electrolyzer shall be greater
than the working voltage of the water electrolyzer, and the voltage regulation
range shall be 0.6 ~ 1.05 times the rated voltage of the water electrolyzer; the
rated DC current shall not be less than the working current of the water
electrolyzer, and should be 1.1 times the rated current of the tank;
d) The fortification of electrical facilities in the hydrogen-oxygen mixed gas
production environment shall comply with the relevant regulations of GB 50177.
Electrical equipment and wiring in explosion-risk environments shall be selected
and configured in accordance with the relevant regulations of GB 50058 and GB
3836.5.
5.9.2 The electrical area in the protective cover/enclosure of the hydrogen-oxygen
generator with water electrolyte shall be in a positive pressure environment. If forced
ventilation is used, the ventilator and its motor shall be explosion-proof and comply
with the relevant regulations of GB 50058 and GB 3836.5.
5.9.3 Electrical grounding is required as follows:
the anti-pressure test is conducted using air pressure, corresponding protective
measures shall be provided on site to ensure the safety of personnel and equipment.
6.2.2.2 Air tightness test. After the hydrogen-oxygen generator passes the anti-pressure
testing, the air tightness test shall be conducted with air or nitrogen, and the test pressure
shall be the design pressure. During the test, the pressure shall be slowly increased, and
after reaching the test pressure, the pressure shall be maintained for 30 minutes. The
welds and connection parts shall be inspected. If there is no air leakage, the test is
qualified.
6.2.2.3 Leakage test. After passing the air tightness test, the leakage test shall be
conducted with air or nitrogen. The test pressure is the design pressure and the test time
is 24 hours. The temperature and pressure shall be recorded carefully during the test,
and the average hourly leakage rate shall not exceed 0.5% to be qualified. The average
hourly leakage rate A is calculated according to Formula (1):

A – average leakage rate per hour, expressed in (%/h);
t – test time, in hours (h);
p1, p2 – absolute pressure at the beginning and end of the test, in megapascals (MPa);
T1, T2 – absolute temperature of the gas at the beginning and end of the test, in Kelvin
(K).
6.2.2.4 Ventilation test of protective cover/enclosure. Turn on the ventilator to check
the hourly ventilation rate. The protective cover/enclosure connected to the pressure gas
shall be inspected at an air pressure of 1.0 kPa. If there is no leakage, it is qualified.
6.3 Measuring
6.3.1 Preparation before measuring
6.3.1.1 The hydrogen-oxygen mixed gas pipeline of the hydrogen-oxygen generator
shall be purged and replaced with nitrogen.
6.3.1.2 Raw material water, electrolyte, power supply and automatic control system
shall all meet the design requirements and meet the conditions for startup.
6.3.1.3 The production environment at the measuring site shall meet the design
requirements, and various production auxiliary systems shall meet the conditions for
startup.
6.3.1.4 After starting up, gradually increase the load until the working pressure,
working temperature, and hydrogen-oxygen mixed gas output reach the design working
conditions, and after stable operation, start testing and recording.
6.3.2 Measuring
6.3.2.1 Fire resistance performance measuring. Use an external open flame to ignite the
flame arrester 10 m away from the hydrogen-oxygen mixed gas output port of the
hydrogen-oxygen generator. If the backfire phenomenon is artificially caused, the flame
arrester shall be effective for 10 consecutive times.
6.3.2.2 Thermal protection performance measuring. After the hydrogen-oxygen
generator is started, turn off the cooling system. When the temperature of the test water
electrolyzer reaches the upper limit of the operating temperature specified in Table 1, it
shall automatically stop. The test shall be repeated at least 5 times.
6.3.2.3 Insulation resistance measuring. Use a 500 V megger to measure the insulation
resistance of the relevant parts of the hydrogen-oxygen generator at room temperature,
which shall comply with the provisions of 5.1.7.
6.3.2.4 Power supply short-circuit protection measuring. If the power supply is short-
circuited artificially, the protective device shall be able to start immediately. The test
shall be repeated at least 5 times.
6.3.2.5 Gas production measuring. The gas production of hydrogen-oxygen mixed gas
is detected by volumetric method, as shown in Appendix A.
6.3.2.6 Pressure detection test. Test with nitrogen or air. Close the air outlet until the
pressure exceeds the upper limit of the working pressure, and the machine shall
automatically shut down, and open the air outlet; when the pressure returns to the
normal working pressure, the machine shall automatically start. The test shall be
repeated at least 5 times.
6.3.2.7 DC voltage and current measuring. Use a DC ammeter and a DC voltmeter to
measure the cell current and cell voltage of the water electrolyzer. If necessary, use a
multimeter or special voltmeter to measure the voltage of each electrolytic cell and the
uniform distribution of the voltage in each electrolytic cell.
6.3.2.8 Power consumption per unit of hydrogen-oxygen mixed gas. The DC power
consumption W per cubic meter of hydrogen-oxygen mixed gas of the hydrogen-
oxygen generator is calculated according to Formula (2):

7.1.6 The electrical control box of the hydrogen-oxygen generator with water
electrolyte shall maintain positive pressure, and the electrical equipment and wiring
shall be selected and configured in accordance with the regulations of GB 50058 and
GB 3836.5.
7.2 Protection measures
7.2.1 The input and output ends of the power supply shall be reliably insulated, and
protective measures shall be taken to prevent accidental human contact.
7.2.2 The hydrogen-oxygen generator with water electrolyte shall be equipped with an
automatic overheating protection device. The automatic overheating protection device
shall be able to reliably cut off the power supply when the temperature rise of the
electrolyzer exceeds the specified limit.
7.2.3 The minimum protection level of the enclosure of the hydrogen-oxygen generator
with water electrolyte is IP21. The shell and support are strictly prohibited from being
electrified. There shall be a reliable grounding device and the diameter of the grounding
bolt shall be greater than or equal to 8 mm. Line connections shall be strong and reliable.
8 Plates and markings
8.1 Production and installation
8.1.1 The plate production and installation position of the hydrogen-oxygen generator
with water electrolyte and its single equipment shall comply with the regulations of
GB/T 13306.
8.1.2 The plate shall be fixed in a conspicuous position that is easy to observe.
8.2 Plate contents
8.2.1 The contents of the plate shall be concise and clear, showing the main performance
parameters, indicators and requirements.
8.2.2 There shall be at least the following items on the plate:
a) registered trademark of manufacturer name;
b) generator model;
c) factory number or manufacturing date;
d) weight;
e) rated gas production;
f) input voltage, phase number, frequency;
g) working gas pressure.
8.3 Marking
There shall be permanent markings at the input cable joint of the hydrogen-oxygen
generator with water electrolyte, the outlet of the hydrogen-oxygen mixed gas pipeline,
the water pipe interface, the electrolyte addition port, etc., and near the grounding bolt.
9 Packaging and transportation
9.1 General requirements
The hydrogen-oxygen generator with water electrolyte (including accessories and spare
parts) shall be packed with shockproof, fixed and rainproof measures to meet the needs
of open-air storage and transportation.
9.2 Documents provided with the product (excluding relevant technical
information that is confidential from the manufacturer)
9.2.1 Equipment drawings: The manufacturer shall provide various system processes,
equipment structure and electrical drawings required for the installation, operation and
maintenance of the hydrogen-oxygen generator with water electrolyte. The drawings to
be provided shall include the following:
a) Process flow chart with control points, pipe diameter, etc.;
b) Electrical connection diagram and wiring diagram of the hydrogen-oxygen
generator with water electrolyte or components;
c) General diagram of the equipment (which shall have connecting and wiring labels);
d) Equipment and pipeline diagram within the component.
9.2.2 Instructions for use, which shall generally include the following:
a) Introduction to working principle;
b) Power supply and pipeline connection methods;
c) Instructions for use;
d) Matters needing attention;
e) Technical parameters;
f) Troubleshooting and handling methods.
9.2.3 Packing list, factory certificate of conformity and product warranty card.
