Foreword
GB/T 24338 “Railway applications - Electromagnetic compatibility” consists of
the following parts.
- Part 1. General;
- Part 2. Emission of the whole railway system to the outside world;
- Part 3-1. Rolling stock - Train and complete vehicle;
- Part 3-2. Rolling stock - Apparatus;
- Part 4. Emission and immunity of the signaling and telecommunications
apparatus;
- Part 5. Emission and immunity of fixed power supply installations and
apparatus.
This part is part 3-2 of GB/T 24338.
This part was drafted in accordance with the rules given in GB/T 1.1-2009.
This part replaces GB/T 24338.4-2009 “Railway applications - Electromagnetic
compatibility - Part 3-2. Rolling stock - Apparatus”. As compared with GB/T
24338.4-2009, the main technical changes are as follows.
- ADD the requirements of the test report (see clause 5);
- ADD the measurement requirements, CLARIFY that frequencies that are
not required are not tested (see clause 1);
- ADD the general EMC requirements (see clause 6);
- DELETE the measurement requirements for the emission of 9 kHz ~ 0.15
MHz from the Table (see clause 7 of the 2009 version);
- DELETE the Tables 1 and 2 (see clause 7 of the 2009 version);
- MODIFY the Table 3, CHANGE the public AC power supply requirements
from the note of the Table to the Table entry requirements (see Table 1;
Table 3 of the 2009 version);
- DELETE the Table 5 (see clause 7 of the 2009 version);
- MODIFY the surge test requirements of Table 7 (see Table 4; Table 7 of the
2009 version);

Part 3-2. Rolling stock - Apparatus
1 Scope
This part of GB/T 24338 specifies the emission and immunity requirements for
electromagnetic compatibility of electrical and electronic apparatus for railway
rolling stock. This part applies to integration of apparatus on rolling stock.
The frequency range considered in this part is from 0 GHz ~ 400 GHz. No
measurements need to be performed at frequency band where no requirement
is specified.
The test methods used are related to the particular apparatus, structure, port,
technology and operating conditions.
This part takes into account the internal environment of the railway rolling stock
and the external environment of the railway, as well as interference from other
apparatus to the apparatus, such as hand-held radio transmitters.
The radiated emissions requirements as specified in this part do not apply to
intentional emissions from ITU-defined wireless transmitters.
The limits for immunity are not applicable to the excluded bands as specified in
the EMC related standards for wireless devices.
This part does not apply to transient emissions when starting or stopping the
device.
The selected emission requirements shall ensure that the interferences caused
by the normal operation of the apparatus on the railway rolling stock does not
exceed the level that would interfere with the normal operation of other
apparatus.
In addition, the selected immunity requirements shall ensure that the immunity
of the rolling stock apparatus is sufficiently severe. The severity does not
include extreme situations where the probability is very small. Special
requirements that are inconsistent with this part need to be specifically pointed
out.
The test requirements for each port are specified.
The specific provisions of this part shall be used in conjunction with the general
provisions of GB/T 24338.1.

ports (for example, select 4 ports or 20% of the total) to simulate the field
conditions, to ensure that all different types of ports are covered.
Unless otherwise specified in the basic criteria given in clause 7, during the test,
the EUT shall use the rated power supply and work within the specified
operating range.
The measurements specified in this part shall be performed on the relevant port
of the apparatus. If it considers the electrical performance, connection and use
of rolling stock apparatus, some tests may not be necessary (for example,
radiation immunity tests are not necessary for induction motors and
transformers), but the test program and test report shall record the decisions
on which tests are not performed.
Unless otherwise specified, the electromagnetic compatibility test is the content
of the type test.
6 Emission test and limits
The emission test and limits are specified in accordance with the port type. See
Table 1 ~ Table 3 for details.
Each type of interference shall be measured under defined and repeatable
conditions. Tables 1 ~ 3 give the specific requirements of the test. For the basic
standards given in Tables 1 ~ 3, it is limited to use the test instructions, test
methods and test configurations of these standards.
Traction AC and DC power port’s emission limits are not required, the
conducted emission measurement method is shown in Appendix B.

shall meet both peak and average limit requirements.

7 Immunity test and limits
This clause specifies the immunity test and limits in accordance with the port
type. See Table 4 ~ Table 6 for details.
Tables 4 ~ 6 give the specific requirements of the test. For the basic standards
given in Tables 4 ~ 6, it is limited to use the test instructions, test methods and
test settings of these standards.
The test method shall be clear and the test results can be reproduced. The test
shall be carried out item by item, the test sequence can be selected.
To ensure the immunity level of the entire rolling stock, the limits apply to all
rolling stock apparatus.
It should develop an electromagnetic compatibility management plan, to ensure
that the installation of existing rolling stock or the replacement of new apparatus
does not reduce EMC performance.

Examples of electrical apparatus and port
The purpose of this Appendix is to provide examples of different types of rolling
stock apparatus and their ports. Table A.1 gives examples of apparatus that can
be marketed as separate industrial units, but these apparatuses may also
become subsystems of larger apparatus (such as electronic controls for
auxiliary converters). In this case, the standard provisions only apply to
apparatus entering the market. The ports in the standard are defined as the
interface between the apparatus and the external environment. Table A.1 lists
whether each specific apparatus is related to emissions and immunity. This
description is provided for the convenience of this part’s user, so that the
standard user can make the necessary technical judgment when deciding
whether to conduct some kind of tests, but it is not decisive.
