Announcement of the Ministry of Housing and Urban-Rural
Development on Publishing the National Standard of "Unified
Acceptance Standard for Building Construction Quality"
"Unified Acceptance Standard for Building Construction Quality" has been approved as a
national standard with a serial number of GB 50300-2013, which will be implemented on
June 1, 2014. Articles 5.0.8 and 6.0.6 of the Standard are compulsory and must be enforced
strictly. The original "Unified Acceptance Standard for Building Construction Quality" (GB
50300 -2001) shall be abolished simultaneously.
Authorized by the Standard Rating Research Institute of our ministry, this Standard is
published and distributed by China Architecture and Building Press.

Foreword
According to the requirements of the document "Notice on Printing and Publishing
'Development and Revision Plan of Building Construction Standards and Specifications in
2007 (first batch)'" (Jian Biao [2007] No. 125) issued by the former Ministry of Construction,
this Standard is formulated jointly by the China Academy of Building Research and
organizations concerned, on the basis of the revised former "Unified Acceptance Standard for
Building Construction Quality" (GB 50300-2001).
During the process of revising this Standard, the drafting group supplemented and
improved the former standard by conducting extensive investigations and studies, earnestly
summarizing the practical experience and allowing for the development requirements of
building work field, and reviewed and finalized this Standard on basis of widely soliciting for
opinions.
This Standard totally consists of 6 chapters and 8 appendixes with its main technical
contents including General Provisions, Terms, Basic Requirements, Division of Acceptance of
Building Construction Quality, Acceptance of Building Construction Quality, Procedure and
Organization of Acceptance of Building Construction Quality, etc.
The main changes of this revision include.
1 The requirement that the sampling re-inspection and test quantity may be
appropriately adjusted if the conditions are met was added.
2 The requirement for laying down specific acceptance requirements was added;
3 The required minimum sampling quantity for inspection lot was added;
4 Part project of building energy saving was added and so was sub-part project, e.g.
aluminum structure and ground-source heat pump system;
5 The division of the sub-item project in part projects like main structure and building
decoration was modified;
6 The signal and double sampling determination methods for normal inspection in the
sampling scheme by attributes were added;
7 The requirement for pre- acceptance at completion of works was added;
8 The requirement that the investigation unit shall participate in unit project acceptance
was added;
9 The requirement that appropriate entity inspection or sampling test shall be carried
out if construction quality control data are unavailable was added.
10 The requirement that inspection lot acceptance shall be provided with original
record of site acceptance inspection.
The provision(s) printed in bold type is (are) compulsory one (ones) and must be
enforced strictly.
Ministry of Housing and Urban-Rural Development is in charge of the administration of
this Standard and the interpretation of the compulsory provisions. China Academy of Building
Research is responsible for the explanation of specific technical contents. All relevant units
are kindly requested to sum up and accumulate your experiences in actual practices during the

Construction Quality
1 General Provisions
1.0.1 This Standard is prepared to strengthen the construction quality management, unify
the construction quality acceptance of building work and guarantee the work quality.
1.0.2 This standard is applicable to the acceptance of building construction quality and
serves as unified criteria for laying down the acceptance specifications of various construction
disciplines.
1.0.3 The acceptance of building construction quality shall not only comply with this
Standard but the current relevant standards of the nation.
2 Terms
2.0.1 Building work
It refers to the work entity formed through construction of various buildings and their
auxiliary facilities, and installation of their supporting systems like cabling, piping and M&E
equipment.
2.0.2 Testing
It refers to the activity in which the features and performances of the inspected item are
measured, inspected and tested, and the results are compared with the requirements specified
in standards so as to verify the acceptance of each performance.
2.0.3 Site testing
It refers to the activity to test the building materials, members and accessories,
equipment and tools on construction site according to the requirements of relevant standards
and to verify the compliance of their quality, specifications and models.
2.0.4 Evidential testing
It refers to the activity in which samples are, in accordance with the relevant
requirements, randomly drawn from construction site by the construction organization in the
presence of the supervision or development organization and then submitted to competent
testing organization for testing.
2.0.5 Re-testing
It refers to the activity in which, in accordance with the relevant requirements, samples
are drawn from the on-site building materials and equipment, which have passed the
appearance quality inspection and quality certificate verification, and submitted to laboratory
for testing.
2.0.6 Inspection lot
It refers to the testing body which consists of a quantity of the samples collected for
testing by the same production conditions or required method.
