1 General Provisions
1.0.1 This Standard is prepared to strengthen the construction quality management, unify
the construction quality acceptance of building work and guarantee the work quality.
1.0.2 This standard is applicable to the acceptance of building construction quality and
serves as unified criteria for laying down the acceptance specifications of various construction
disciplines.
1.0.3 The acceptance of building construction quality shall not only comply with this
Standard but the current relevant standards of the nation.
2 Terms
2.0.1 Building work
It refers to the work entity formed through construction of various buildings and their
auxiliary facilities, and installation of their supporting systems like cabling, piping and M&E
equipment.
2.0.2 Testing
It refers to the activity in which the features and performances of the inspected item are
measured, inspected and tested, and the results are compared with the requirements specified
in standards so as to verify the acceptance of each performance.
2.0.3 Site testing
It refers to the activity to test the building materials, members and accessories,
equipment and tools on construction site according to the requirements of relevant standards
and to verify the compliance of their quality, specifications and models.
2.0.6 Inspection lot
It refers to the testing body which consists of a quantity of the samples collected for
testing by the same production conditions or required method.
2.0.12 Inspection by variables
It refers to the inspection method in which the overall mean, characteristic or estimated
value is calculated from the testing data of samples and the overall quality is then judged or
assessed.
2.0.13 Probability of misjudgement
It refers to the probability, expressed by α, which the acceptable lot is judged as
rejectable lot, i.e. the probability of rejecting acceptable lot.
2.0.14 Probability of omission
It refers to the probability, expressed by β, which the rejectable lot is judged as
acceptable lot, i.e. the probability of accepting rejectable lot.
3 Basic Requirements
3.0.1 The construction site shall be provided with sound quality management system,
appropriate specification for construction, construction quality inspection system, and
evaluation & rating system of comprehensive construction quality. The quality management
on construction site may be inspected and recorded according to the requirements of
Appendix A.
3.0.2 As for the building works have not undergone supervision, relevant personnel from
the construction organization shall perform the supervisory responsibilities involved in this
standard.
3.0.3 The construction quality control for building work shall meet the following
requirements.
3.0.4 Under one of the following conditions, the quantity for sampling re-inspection and
testing may be properly adjusted according to the acceptance specification of related
disciplines and the scheme of the adjusted sampling re-inspection and testing shall be
prepared by the construction unit and submitted to the supervision unit for review and
validation.
3.0.7 The qualification of building construction quality acceptance shall meet the following
requirements.
3.0.9 The samples of inspection lot shall be randomly taken so as to meet the requirements
of uniform distribution and representativeness, and the sampling quantity shall meet the
requirements of the acceptance specification of related discipline. In case of sampling by
attributes, the minimum sampling quantity shall be in accordance with those specified in
Table 3.0.9.
3.0.10 In case of inspection by variables, the probability of misjudgement α and probability
of omission β may be taken according to the following requirements.
4 Division of Acceptance of Building Construction Quality
4.0.1 The acceptance of building construction quality shall be divided into unit project, part
project, sub-item project and inspection lot.
4.0.2 Unit project shall be divided in accordance with the following principles.
4.0.3 Part project shall be divided in accordance with the following principles.
4.0.4 Sub-item project may be divided by main work type, material, construction process
and equipment type.
4.0.5 Inspection lot may be divided by the work quantity, story, construction section and
deformation joint as required by the construction, quality control and discipline acceptance.
4.0.8 For outdoor works, the division of subunit project, part project and sub-item project
may be performed on the basis of the discipline and work scale and in accordance with
Appendix C of this Standard.
5 Acceptance of Building Construction Quality
5.0.1 The qualified requirements for quality acceptance of inspection lot are as follows.
5.0.2 The qualified requirements for sub-item project quality acceptance are as follows.
5.0.4 The qualified requirements for unit project quality acceptance are as follows.
5.0.5 The records of construction quality acceptance of building work may be filled in
according to the following requirements.
5.0.6 The construction quality of building work, if failing to meet the requirements, shall be
treated according to the following requirements.
6 Procedure and Organization of Acceptance of Building Construction Quality
6.0.1 Acceptance of inspection lot shall be carried out by professional project quality
inspector and professional foreman, etc. from construction unit and organized by professional
supervision engineer.
6.0.2 Acceptance of sub-item project shall be carried out by professional technical director
from construction unit and organized by the professional supervision engineer.
6.0.4 After the completion of subcontract project in unit projects, the subcontractor shall
carry out self-inspection for the contracted project and conduct acceptance inspection
according to the procedure specified in this Standard.
6.0.5 After the completion of unit project, construction unit shall organize relevant
personnel to conduct self-inspection. General supervision engineer shall organize supervision
engineers from various professions to conduct completion pre-acceptance for the work quality.
