State Administration for Market Regulation January 04, 2021 Table of ContentsForeword... 5 1 General... 7 2 Materials... 13 3 Design... 16 4 Manufacturing... 32 5 Type test... 40 6 Supervisory inspection... 44 7 Gas cylinder accessories... 59 8 Filling and use... 66 9 Regular inspection... 78 10 Supplementary provisions... 831 General1.1 Purpose In order to regulate the safety work of gas cylinders, protect the safety of people's lives and properties, promote economic and social development, this Regulation is formulated, in accordance with the "Special Equipment Safety Law of the People's Republic of China" and the "Regulations on Safety Supervision of Special Equipment". 1.2 Scope of application (1) This Regulation is applicable to the seamless gas cylinders, welded gas cylinders, low temperature thermally insulated gas cylinders, wrapped fiber reinforced cylinder, gas cylinders with fillers, bundles of gas cylinders (Note 1-3), which have an ambient temperature of -40 °C ~ -60 °C (Note 1-1), a nominal volume of 0.4 L ~ 3000 L, a nominal working pressure of 0.2 MPa ~ 70 MPa (gauge pressure, the same below), the product of pressure multiplied by volume of greater than or equal to 1.0 MPa · L; contains compressed gas, high (low) pressure liquefied gas, low temperature liquefied gas, dissolved gas, adsorbed gas, mixed gas (Note 1-2), the liquid which has a standard boiling point equal to or lower than 60 °C; (2) For the large-capacity gas cylinders for long-tube trailers and tube-bundle containers, as well as the gas cylinders for firefighting, they shall meet the relevant provisions of the general rules, materials, design, manufacture of this Regulation. For the long-tube trailers and tube-bundle containers, they shall also meet the requirements of the "Regulations on the Safety Technical Supervision of Mobile Pressure Vessel". For the large-volume gas cylinders, which are greater than 3000 L and less than or equal to 5000 L, it may refer to the relevant provisions of this Regulation. The gas cylinders, which are referred to in this Regulation, include the cylinder body and gas cylinder accessories. The classifications, varieties, codes of main gas cylinders covered are as shown in Appendix A. Note 1-1.The applicable ambient temperature of vehicle gas cylinders (Note 1-4) and fire extinguishing gas cylinders shall meet the requirements of relevant standards Note 1-2.For the classifications of the cylindered gas, such as compressed gas, high (low) pressure liquefied gas, low temperature liquefied gas, dissolved gas, adsorbed gas, mixed gas, etc., as well as the physical properties of commonly used gases, refer to Appendix B.2 Materials2.1 Basic requirements (1) For the selection of materials for gas cylinders (generally referred to as cylinder bodies in this Chapter), it shall take into account the mechanical properties, chemical properties, technological properties of the materials, as well as their compatibility with the medium; (2) The gas cylinders shall be made of materials, that have mature experience in use and are listed in the coordinated standards of this Regulation. The technical indicators, such as the material strength, impact toughness, chemical composition, elastic modulus, as well as the polymerization amount and density of the polymer material, shall meet the requirements of the coordinated standards; (3) For the use of materials, which are not listed in the national standards for gas cylinders, it shall be subject to type test verification by a type test agency, which is approved by the State Administration for Market Regulation; it shall conduct technical review of new materials, in accordance with 1.5 of this Regulation; (4) The material manufacturer shall make clear and firm steel stamp signs or other traceable signs, on the obvious parts of the material; (5) The material manufacturer shall provide the material user with a material quality certificate. The content of the material quality certificate shall be complete and clear; it shall print a traceable information sign and apply the quality inspection stamp of the material manufacturer. The traceable information includes the name of the material manufacturer, material designation, specification, batch number, delivery status, date of issuance of the quality certificate, etc. The traceable information signs include QR codes, barcodes, etc.; (6) When a gas cylinder manufacturer obtains materials for gas cylinders, from a non- material manufacturer, it shall obtain the original copy of the material quality certificate, which is provided by the material manufacturer, OR a photocopy with the official seal of the material supplier and the signature (seal) of the responsible person; (7) The gas cylinder manufacturer shall be responsible for the authenticity, traceability, consistency of the selected gas cylinder materials and the material quality certificate.3 Design3.1 General requirements 3.1.1 Basic requirements The gas cylinder design shall meet the following requirements. (1) The gas cylinder is designed as a whole; the manufacturer is responsible for the design quality of the gas cylinder; (2) The design of gas cylinders complies with the requirements of this Regulation and relevant coordinated standards; (3) The minimum blasting safety factor of all kinds of gas cylinders conforms to the requirements of this Regulation; (4) The fatigue life of gas cylinders meets the requirements of the design service life of this Regulation (except for non-refillable gas cylinders); (5) The fatigue failure of gas cylinder is manifested as leakage before rupture, which is caused by crack propagation; (6) The characteristics and classification of the medium, which is contained in the gas cylinder, comply with the provisions of GB/T 16163 "Classification of gases filled in cylinder". 3.1.2 Design method The gas cylinder design can adopt regular design method or analysis design method; it can also adopt test verification method. The gas cylinder manufacturer shall carry out design, according to the use requirements and design conditions of the gas cylinder, taking into account all relevant factors, failure modes and safety margins, to ensure that the gas cylinder has sufficient strength, stiffness, fatigue resistance, corrosion resistance.4 Manufacturing4.1 Basic requirements (1) The manufacturer shall meet the requirements of the "Rules of licensing for special equipment production and filling organization"; obtain the corresponding gas cylinder manufacturing license qualification; engage in gas cylinder manufacturing within the scope of the license. The manufacturer and its main responsible person shall be responsible for the safety performance of the gas cylinder products; (2) Before the manufacture of gas cylinders, the manufacturer shall formulate a complete quality plan (inspection plan), according to the requirements of this Regulation, product standards, design documents, which shall at least include the control points of the manufacturing process of the gas cylinders, the inspection items. During and after the manufacturing process, it shall carry out corresponding inspection and test, for the gas cylinder, in accordance with the timing which is specified in the quality plan; the relevant personal shall make records OR issue corresponding report; (3) Before leaving the factory, the gas cylinders shall be type tested, in accordance with the provisions of Chapter 5 of this Regulation; obtain the "Type test certificate of special equipment (Gas cylinders)"; (4) The manufacturer shall, in accordance with the provisions of Chapter 6 of this Regulation, accept the supervisory inspection of the gas cylinder's manufacturing process, by the special equipment supervision and inspection agency.5 Type test5.1 Basic requirements The gas cylinders and gas cylinder valves, which are newly designed or changed by the manufacturer, shall undergo type test. The gas cylinders, that have not passed the type test, shall not be exit-factory. The gas cylinder valve, which is configured on the gas cylinder, shall be subjected to the type test of the gas cylinder valve first; then can be assembled to the gas cylinder for the type test of the gas cylinder. The gas cylinders, safety accessories, pipelines, valves, which are assembled in the gas cylinder bundle device, shall also be type tested, in accordance with the relevant safety technical specifications and standards. The type test of the gas cylinder bundle device does not include the strength and stiffness series tests of the bundle frame. 5.2 Type test agencies and type test personnel Type test agencies for gas cylinders and cylinder valves (hereinafter referred to as type test agencies) shall obtain type test qualifications for gas cylinders or gas cylinder valves, in accordance with the requirements of the "Rules for the Approval of Type test agency for Special Equipment"; conduct type testing, within the scope of their approved items. Type test personnel of gas cylinders and gas cylinder valves (hereinafter referred to as type test personnel) shall obtain corresponding qualification certificates, before engaging in type test work. 5.3 Type test work procedure Type test work procedures, including application, acceptance, technical data review, sampling, testing, issuance of type test reports and certificates, etc. 5.3.1 Application When applying for type test, the manufacturer shall submit the following materials to the type test agency. (1) "Type test application form" (see Appendix J of this Regulation) (2) Product standards (for enterprise standards, it needs to provide the original text of the standard and the comparison table that meets the requirements of 1.4 of this Regulation, OR undergo professional review; for other product standards, it only needs to provide the standard number); (3) Technical documents, including design documents and manufacturing technical documents. Design documents include drawings, design calculation book and design instructions. Manufacturing technical documents include raw material quality certificates (photocopies) and quality inspection records in the production process. If the gas cylinder valve is equipped on the cylinder, the type test report of the gas cylinder valve shall also be provided, when applying for the type test of the gas cylinder.6 Supervisory inspection6.1 General requirements for supervisory inspection 6.1.1 Meaning of supervisory inspection Supervisory inspection of gas cylinders means that, on the basis of passing the quality inspection, inspection and test (hereinafter referred to as self-inspection) of the gas cylinder manufacturer and vehicle gas cylinder installation organization (hereinafter collectively referred to as the inspected organization), the on-site supervision of the manufacturing process of gas cylinders or the installation process of gas cylinders for vehicles AND the compliance verification of meeting the basic safety requirements, by the supervisory inspection agency, in accordance with this Regulation. The supervisory inspection agency and the inspected organization shall sign a supervisory inspection agreement, to clarify the responsibilities and obligations of both parties. Supervisory inspection cannot replace the self-inspection of the inspected organization. 6.1.2 Scope of supervisory inspection (1) Manufacture of gas cylinders, gas cylinder valves, gas cylinder rupture discs; (2) Installation of gas cylinders for in-use motor vehicles, as approved by the motor vehicle registration authority. For the gas cylinders for vehicles AND the gas cylinders on the forklift to contain fuel, which are installed by the automobile manufacturer AND where installation quality certificate is issued, its installation can be exempted from the installation supervisory inspection. 6.1.3 The meaning of supervisory inspection institutions Supervisory inspection institutions refer to special equipment inspection institutions, which have corresponding qualifications, as approved by the market regulatory administration. 6.1.4 Obligations of the inspected organization The inspected organization shall do the following. (1) Establish a quality assurance system and maintain effective implementation; be responsible for the manufacturing and installation quality of gas cylinders; (2) Before the manufacture and installation of gas cylinders, invite supervisory inspection institution to carry out supervisory inspections; submit production plans; provide real and effective inspection data in a timely manner, including quality assurance system documents, technical data, inspection records, test reports; (3) Provide necessary working conditions, identify liaison personnel for supervisory inspection; promptly notify inspectors who undertake supervisory inspection work (hereinafter referred to as supervisory inspectors) to be present on site, according to the quality plan and work progress; do a good job in cooperating with supervisory inspection; (4) For the Contact sheet of supervisory inspection of special equipment (hereinafter referred to as the supervisory inspection contact sheet, see Appendix P of this Regulation) and the Notice on supervisory inspection opinions of special equipment (hereinafter referred to as the supervisory inspection opinion, see Appendix Q of this Regulation), it shall be handled within the specified time and replied in written; (5) Products without supervisory inspection shall not leave the factory or be handed over for use.7 Gas cylinder accessories7.1 The meaning and scope of gas cylinder accessories 7.1.1 The meaning of gas cylinder accessories Gas cylinder accessories refer to gas cylinder components or instruments with safety protection or protective function, as directly connected to the gas cylinder body. 7.1.2 Scope of gas cylinder accessories The range of gas cylinder accessories is as follows. (1) Safety accessories for gas cylinders, including gas cylinder valves (including combined valves, referred to as cylinder valves), safety pressure relief devices, emergency cut-off devices, etc.; (2) Protective accessories for gas cylinders, including fixed cylinder caps, protective covers, bases, collars, etc.; (3) Safety instruments, including pressure gauges, liquid level gauges, etc. 7.2 Safety accessories for gas cylinders 7.2.1 Cylinder valve 7.2.1.1 Basic requirements (1) The manufacturer shall obtain the corresponding special equipment manufacturing license; engage in the manufacture of cylinder valves, within the scope of approval; (2) The manufacturer shall continue to meet the licensing conditions, which are stipulated in the relevant safety technical specifications; the gas cylinder valve manufacturer shall have an automatic assembly line for cylinder valves AND automatic detection lines for thread detection and air tightness inspection of gas inlet and outlet; (3) The manufacturer shall be responsible for the safety performance of the cylinder valve products it manufactures; ensure that its cylinder valve products are used safely, for at least one cylinder inspection cycle; (4) The manufacturer generally designs the cylinder valve as a non-removable structure (except for the low temperature insulated cylinder valve); indicates the design service life of the cylinder valve; the cylinder valve shall be scrapped, when it exceeds the design service life; (5) The organizations and individuals, other than the manufacturer, shall not repair, transform or replace the pressurized parts of the cylinder valve; (6) When abnormal conditions, such as leakage, occur in the low-temperature insulated gas cylinder valve, it can be repaired; but only the original cylinder valve manufacturer is allowed to replace the cylinder valve assembly (Note 7- 1). The maintenance personnel shall be trained by the cylinder valve manufacturer; (7) The valve of gas cylinder, which contains oxygen or strong oxidizing gas, shall be degreasing; (8) For valves of gas cylinder, which contains flammable, toxic or highly toxic medium, the manufacturer shall also install electronic recognition signs on the cylinder valves; establish a cylinder valve product's quality and safety traceability information system, to publicize the cylinder valve electronic certificate of conformity, to facilitate public inquiries.8 Filling and use8.1 Definition of filling Gas cylinder filling refers to the process of filling various types of gas cylinders with gas or liquid medium, which is stored in pressure vessels or gas generating devices, that use special filling facilities. 8.2 Meaning of use organization The gas cylinder's use organization generally refers to the filling organization of the gas cylinder. The use organization of the gas cylinder for vehicles, the non-refillable gas cylinder, the gas cylinder for the respirator, is the property rights organization and the filling organization. 8.3 Basic requirements of use organization (1) The user organization and its main person in charge are responsible for the safety of the use of gas cylinders. The filling organizations and property rights organizations of the gas cylinders for vehicles, non-refillable gas cylinders, gas cylinders for respirator shall undertake their own obligations, based on the ownership of gas cylinders and the use link; (2) The user organization shall purchase the gas cylinders and gas cylinder valves, which are manufactured by the organization that has obtained the corresponding manufacturing qualifications AND have passed the supervisory inspection (the purchased gas cylinders shall also bear the sign of the user organization); finish the use registration of gas cylinders (for gas cylinders for respirators, non- refillable gas cylinders, and other gas cylinders with special requirement, use registration is not required), the change and cancellation procedures, in accordance with the relevant provisions of the "Rules for management of use of special equipment". For the gas cylinders for vehicles, the use registration, change, cancellation shall be carried out by the property rights organization; (3) The user organization shall establish safety management systems related to job responsibilities, hidden danger management, emergency rescue, etc.; formulate relevant operating procedures, to ensure the safe use of gas cylinders. The user organization shall arrange safety management personal, in accordance with the corresponding requirements of "Rules for management of use of special equipment"; meanwhile be responsible for carrying out safety education and skill training, which are related to the safe use of gas cylinders; (4) The user organization shall be responsible for daily maintenance of the gas cylinders, which are registered for use by the organization, replacement of safety accessories, such as cylinder valves, that have exceeded the designed service life, application of the registration sign and the date of the next inspection; (5) The user organization shall accept the supervisory inspection, which is carried out by the special equipment safety supervision authority, in accordance with the law.9 Regular inspection9.1 Meaning of regular inspection Regular inspection of gas cylinders refers to the compliance verification activities, which are carried out by special equipment inspection agencies (hereinafter referred to as inspection agencies), on the safety status of gas cylinders, in accordance with the provisions of this Regulation, relevant safety technical specifications, relevant standards, within a certain period of time. ......Source: Above contents are excerpted from the full-copy PDF -- translated/reviewed by: www.ChineseStandard.net / Wayne Zheng et al.
