1 General Provisions

1.0.1 This Specification was formulated with a view to adopting reasonable welding procedure and unified quality acceptance criteria, achieving construction safety, guaranteeing quality, advanced technology, material and energy conservation in the welding procedure of reinforcing steel bars. 1.0.2 This Specification is applicable to welding procedure of reinforcing steel bars and the quality inspection and acceptance in generally industrial and civil construction engineering concrete structure. 1.0.3 Welding procedure of reinforcing steel bar and the quality inspection and acceptance shall not only be carried out according to this Specification, but also comply with the provisions of relevant current national standards.

2 Terms and Symbols

2.1 Terms 2.1.1 Hot rolled plain bars Finished reinforcing steel bar that is formed by hot rolling, generally with circular cross section and smooth surface. 2.1.2 Hot rolled bars Reinforcing steel bar that is delivered according to hot-rolled state, whose metallographic structures are mainly ferrite and pearlite and shall be free from other microstructures (such as tempered martensite microstructure on base circle) with influence on service performance. 2.1.3 Hot rolled bars of fine grains Reinforcing steel bar of fine grains that is formed through controlled rolling and cooling process in the hot-rolled process, whose metallographic structures are mainly ferrite and pearlite and shall be free from other microstructures (such as tempered martensite microstructure on base circle) with influence on service performance; their grain size shall be no greater than Grade 9. 2.1.4 Quenching and self-tempering ribbed steel bars Finished reinforcing steel bar that is obtained through surface-controlled cooling in utilization of heat treatment principle after hot rolling and completion of tempering in utilization of residual heat of the core itself. Quenching and self-tempering ribbed steel bars have a diversity of designations; where the welding is necessary, RRB400W weldable quenching and self-tempering ribbed steel bars shall be selected. 2.1.9 Flash butt welding of stirrup A kind of pressure welding method that both ends of waiting weld stirrup are placed on the butt welder in butting form; intense flash and splash are generated in utilization of resistance heat to melt metal at the contact point; then an upset force is rapidly applied, and closed-loop stirrup is formed by welding. 2.1.10 Shielded metal arc welding of reinforcing steel bar A kind of fusion welding method that welding rod is regarded as one electrode and reinforcing steel bar as another electrode; and welding is carried out through produced arc heat in utilization of welding current. 2.1.11 Carbon-dioxide arc welding of reinforcing steel bar A kind of fusion welding method that welding wire is regarded as one electrode and reinforcing steel bar as another electrode; and carbon dioxide gas is regarded as arc medium to protect metal drop, welding pool and hot metal in weld zone. Carbon-dioxide arc welding is hereinafter referred to as CO2 welding. 2.2 Symbols 2.2.1 Symbols of reinforcing steel bar.

3 Materials

3.0.1 Chemical composition and mechanical property of welded reinforcing steel bar shall comply with the provisions of relevant current national standard. 3.0.2 Low carbon steel or low alloy steel may be adopted for steel plates and section steel in welded joint of reinforcing steel bar at prefabricated components as well as molten tank auxiliary rod and groove welded joint; and the mechanical property and chemical composition shall comply with the provisions of the current national standards Carbon Structural Steels (GB/T 700) or High Strength Low Alloy Structural Steels (GB/T 1591). 3.0.5 Among electroslag pressure welding as well as submerged-arc pressure welding and submerged-arc stud welding of reinforcing steel bar at prefabricated components, HJ 431 fused flux may be adopted; in submerged-arc stud welding, SJ101 fluorine- alkali agglomerated flux may also be adopted. 3.0.6 Welded reinforcing steel bars and steel plates shall be provided with quality certificate; welding rods, welding wire, oxygen, dissolved acetylene, liquefied petroleum gas, carbon dioxide gas and flux shall be provided with product certificate. 3.0.7 Welding materials shall be sorted for storage, and handled appropriately; the measures against rust and deterioration through moisture shall be taken.

4 Welding of Reinforcing Steel Bar

4.1 Basic provisions 4.1.1 During welding of reinforcing steel bar, application scope of welding methods shall comply with the provisions specified in Table 4.1.1. 4.1.2 Electroslag pressure welding shall be used for connection of vertical stressed bars in cast-in-place concrete structures for structures such as column and wall; and shall not be used for connection of horizontal reinforcing steel bar in the members such as beam and plate. 4.1.3 Before commencement of welding in reinforcement works, the weldors who participate must go through welding procedure test under site conditions and can use it for welding production after the test qualification. 4.1.7 Flash butt welding, electroslag pressure welding or gas pressure welding may be carried out for two pieces of reinforcing steel bars with the same designation and different diameters. Where the flash butt welding is carried out, diameter difference of reinforcing steel bar shall be no greater than 4mm; 4.1.8 Flash butt welding, arc welding, electroslag pressure welding or gas pressure welding may be carried out for two pieces of reinforcing steel bars with the same diameter and different designations; the designation of reinforcing steel bar shall be within the range specified in Table 4.1.1 of this Specification. Welding rod, welding wire and welding parameters shall be selected according to the reinforcing steel bar with higher designation; and the butt joint strength shall be calculated according to the strength of reinforcing steel bar with lower designation. 4.1.11 Where the ambient temperature is less than -20°C, various welding shall not be carried out. 4.1.12 When welding in rainy and snowy days, effective shield measures shall be taken. Uncooled joint after welding shall not be exposed to rain, ice and snow; effective anti- skid and anti-electric shock measures shall be taken to ensure personnel safety. 4.1.13 When the air speed in the weld zone is greater than 8m/s, flash butt welding or shielded metal arc welding is carried out on the site; where the air speed is greater than 5m/s, gas pressure welding is carried out, and where the air speed is greater than 2m/s, the carbon-dioxide arc welding is carried out, wind-shielding measures shall be taken. 4.7.5 When solid-state gas pressure welding is adopted, the welding procedures shall comply with the following provisions. 4.8.2 Submerged-arc pressure welding procedure shall comply with the following provisions. 4.8.3 Submerged-arc pressure welding parameters shall include arc initiation lifting height, arc voltage, welding current and weld energizing time. 4.8.4 In submerged-arc pressure welding production, procedures such as arc initiation, arcing (the reinforcing steel bars maintains at original position or slowly lowered) and jacking shall be closely coordinated with each other; the welding ground wire shall be tightly contacted with the copper plate electrode; rust and contaminants in electrode jaw shall be eliminated timely and the shape of electrode jaw shall be repaired. 4.9 Submerged-arc stud welding of reinforcing steel bar at prefabricated components 4.9.1 Submerged-arc stud welding equipment of reinforcing steel bar at prefabricated components shall include submerged-arc stud welder, welding gun, welding cable, control cable and bar chuck. 4.9.2 Submerged-arc stud welder shall be consisted of thyristor rectifier and regulation- control system and provided with multiple models; in the production, they shall be selected according to Table 4.9.2. 4.9.3 Submerged-arc stud welding gun shall be provided with electromagnet-lifting and motor-dragging types; in the production, the welding gun shall be selected according to the diameter and length of the reinforcing steel bar.

5 Quality Inspection and Acceptance

5.1 General requirements 5.1.1 Quality inspection and acceptance shall be carried out according to inspection lots for welded joints of reinforcing steel bar or welded products (welded frame and welded fabric). Division of inspection lots shall comply with the provisions of subclauses 5.2~5.8 in this Specification. Quality inspection and acceptance shall cover appearance quality inspection and mechanical property inspection; and it shall be classified into dominant items and general items. 5.1.7 For tensile tests for flash butt welded joint, arc welded joint, electroslag pressure welded joint, gas pressure welded joint and flash butt welded joint of stirrup of reinforcing steel bar as well as T-joint of reinforcing steel bar at prefabricated components, three joints shall be randomly cut from each inspection lot of joints for test and the test results shall be rated according to the following provisions. 5.2 Welded frame and welded fabric of reinforcing steel bar 5.2.1 Only appearance quality inspection is carried out for inspection lots of welded frame and welded fabric that are not specially specified according to the following provisions. 5.2.2 Appearance quality inspection results of welded frames shall meet the following provisions. 5.2.3 Overall dimension inspection and appearance quality inspection results of welded fabric shall comply with the following provisions. 5.3 Flash butt welded joint of reinforcing steel bar 5.3.1 For quality inspection of flash butt welded joint, appearance quality inspection and mechanical property inspection shall be carried out in lots, and shall comply with the following provisions. 5.6 Electroslag pressure welded joint of reinforcing steel bar 5.6.1 For quality inspection of electroslag pressure welded joint, appearance quality inspection and mechanical property inspection shall be carried out in lots and shall comply with the following provisions. 5.7 Gas pressure welded joint of reinforcing steel bar 5.7.1 For quality inspection of gas pressure welded joint, appearance quality inspection and mechanical property inspection shall be carried out in lots and shall comply with the following provisions.

6 Examination of Weldor

6.0.1 The weldor engaged in welding of reinforcing steel bars must be provided with bar weldor examination certificate and shall take up his/her post to operate according to range specified in the certificate. 6.0.2 Both weldors after the completion of professional training and with independent welding capacity shall take a bar weldor examination. 6.0.6 Reinforcing steel bar, welding rod, flux, oxygen, dissolved acetylene, liquefied petroleum gas and carbon dioxide gas for weldor's operating skill examination shall comply with the provisions of this Specification; the welding equipment may be determined according to specific conditions. 6.0.9 For weldors with certificates, during the welding production, in case of two lots of unqualified products within three months, the qualifications shall be cancelled. 6.0.10 Weldors with certificates shall take a reexamination every two years. Where they are away from the welding post for over half a year, they shall take a reexamination before the production operation. Operating skill examination may only be carried out for the reexamination.

7 Welding Safety

7.0.1 Safety training and personnel management shall comply with the following provisions. 7.0.2 Welding operators and the assistants shall wear labor protection articles according to the following requirements and in combination with actual conditions. 7.0.3 Prevention for welding work area shall comply with the following provisions. 7.0.7 Where the welding operation is carried out in an enclosed space, specific personnel shall be arranged for monitoring. 7.0.8 Damage of oxygen cylinder, dissolved acetylene cylinders or liquefied petroleum gas cylinder, dry tempering preventer, decompressor and rubber hose shall be avoided. Any discovered failure of pressure gauge pointer as well as leakage of cylinder valve and rubber hose shall be immediately repaired or replaced. Regular inspection must be carried out for gas cylinders. At the expiration of its service life or unqualified one in the inspection, it is prohibited to continue in service. 7.0.10 During storage, use and handling of oxygen cylinders, dissolved acetylene cylinders, liquefied petroleum gas cylinders and carbon dioxide gas cylinders, they shall be carried out respectively according to Specifications for Safety Supervision of Gas Cylinders issued by the former State Bureau of Quality and Technical Supervision and Specifications for Safety Supervision of Dissolved Acetylene Cylinders issued by the former Ministry of Labor. 1 General Provisions

2 Terms and Symbols

3 Materials

4 Welding of Reinforcing Steel Bar

Welding rod, welding wire and welding parameters shall be selected according to the reinforcing steel bar with higher designation; and the butt joint strength shall be calculated according to the strength of reinforcing steel bar with lower designation. 4.1.11 Where the ambient temperature is less than -20°C, various welding shall not be carried out. 4.1.12 When welding in rainy and snowy days, effective shield measures shall be taken. 5 Quality Inspection and Acceptance

5.1 General requirements 5.1.1 Quality inspection and acceptance shall be carried out according to inspection lots for welded joints of reinforcing steel bar or welded products (welded frame and welded fabric). 6 Examination of Weldor

Where they are away from the welding post for over half a year, they shall take a reexamination before the production operation. Operating skill examination may only be carried out for the reexamination.

7 Welding Safety
