This document is applicable to the selection, construction and determination of semi- open roads for safety testing of intelligent connected vehicles at level 3 driving automation (conditional autonomous driving) and above as specified in GB/T 40429- 2021.It is also used as a reference for the selection, construction and determination of semi-open roads required for demonstration applications of intelligent connected vehicles.2 Normative referencesThe following referenced documents are indispensable for the application of this document. The entrance and exit shall be set at the existing entrances and exits of factories, mines, ports, parks, residential areas, etc. 4.1.4 The area around the semi-open test road shall be free of strong electromagnetic interference environments such as high-voltage power grids with an AC voltage greater than 330 kV and high-voltage substations. 4.1.5 Semi-open test roads shall be selected on sections with good visibility. 4.2 Factory and mine roads 4.2.1 The traffic environment of factory and mine roads shall include cement concrete pavement and asphalt concrete pavement. It shall not include sections passing through areas where flammable and explosive materials are stored. 4.2.2 The traffic environment of factory and mine roads shall. a) include gravel roads; b) include continuous curved sections, slope sections, and bridge sections; c) include railway level crossings; d) include one-way roads; e) mainly consist of sections separated from vehicles and non-motor vehicles or sections where non-motor vehicles and pedestrians are prohibited from passing. 4.3 Port roads 4.3.1 The port road traffic environment shall. a) comply with the requirements of JTS 168; b) include cement concrete pavement and asphalt concrete pavement; c) include one-way roads; d) not include sections passing through dangerous goods yards or dangerous goods loading and unloading terminals. 4.3.2 The port road traffic environment shall. a) include railway level crossings; b) include right-angle turning sections, slope sections, and waterside sections; c) pass through the container loading and unloading operation areas of docks and yards with facilities such as quay cranes or cranes; d) mainly consist of sections separated by motor vehicles and non-motor vehicles or sections where non-motor vehicles and pedestrians are prohibited from passing. 4.4 Park roads 4.4.1 The park’s road traffic environment shall include tree-lined avenues. 4.4.2 The traffic environment of the park roads shall be. a) mainly asphalt concrete pavement, including cement concrete pavement; b) including roundabouts; c) including continuous curved sections, slope sections, bridges and sections close to water bodies or cliffs; d) mainly unseparated mixed traffic sections; e) including sections with roadside parking spaces or through ground parking lots (areas). 4.5 Roads in residential areas 4.5.1 The road traffic environment in residential areas shall comply with the requirements of GB 50180. 4.5.2 The road traffic environment in residential areas shall. a) include roundabouts; b) be mainly asphalt concrete pavement, including cement concrete pavement; c) include curved sections, right-angle turning sections, and narrow sections with a road width of less than or equal to 3 m; d) be mainly non-segregated mixed traffic sections; e) include sections with roadside parking spaces or through ground parking lots (areas).5 Traffic facilities5.1 General requirements6 Traffic control6.1 General requirements 6.1.1 The setting of traffic signs and markings on semi-open test roads shall comply with the requirements of GB 5768.2, GB 5768.3 and GB 50688. 6.1.2 Eye-catching warning signs shall be set up at the entrance (test starting point) and exit (test end point) of the semi-open test road to remind vehicles to enter and exit the semi-open test road. Eye-catching warning signs shall be set up at appropriate locations along the test road to remind vehicles that they have entered the semi-open test road. The special signs for semi-open test roads are shown in Annex A. 6.1.3 Speed limit signs that comply with the requirements of GB 5768.2 shall be set up on the roadside of semi-open test roads. 6.1.4 Road traffic lights shall comply with the requirements of 6.1.6 and 6.1.7 of GB/T 43758.1-2024. 6.1.5 Toll island ground markings and facade markings shall be set up at the exit and entrance. 6.2 Factory and mine roads Traffic control on factory and mine roads shall meet the following requirements. a) Set up stop and yield signs, slow down and yield signs, pedestrian crossing signs, intersection signs and other prohibition, instruction and warning signs that meet the traffic organization requirements of this Part of road in accordance with the requirements of GB 5768.2; b) Set up prohibition, instruction and warning markings that meet the traffic organization requirements of this Part of road in accordance with the requirements of GB 5768.3, such as the dividing line of the opposite lane that can be crossed, the dividing line of the same lane that can be crossed, stop and yield lines, slow down and yield lines, pedestrian crossing lines, etc.; c) Set up safety signs such as prohibiting fireworks, prohibiting stacking, prohibiting forklifts and motor vehicles in the factory, and prohibiting staying at the corresponding positions of factory and mine roads in accordance with the requirements of GB 2894. 6.3 Port roads Port road traffic control shall meet the following requirements. a) Set prohibition, instruction and warning signs that meet the traffic organization requirements of this Part, such as height limit signs, speed bump signs, left/right turn signs, narrow road signs, etc. that meet the requirements of GB 5768.2; b) Set prohibition, instruction and warning markings that meet the traffic organization requirements of this Part, such as the do not cross the dividing line of the opposite lane, do not cross the dividing line of the same lane, cross the dividing line of the same lane, guide lane lines, parking space markings, etc. that meet the requirements of GB 5768.3; c) Set port signs such as the beware of container truck warning signs, beware of forklift warning signs, container yard indication signs, beware of quay crane warning signs, etc. that meet the requirements of JTS 168 at the corresponding positions of port roads; d) Set port markings such as working lane markings, lane separation markings, warning lines, container corner markings, etc. that meet the requirements of JTS 168 at the corresponding positions of port roads. 6.4 Park roads The traffic control of the park roads shall meet the following requirements. a) Set prohibition, instructions and warning signs such as parking prohibition signs, speed limit signs, pedestrian crossing signs, parking space signs, intersection signs, pedestrian attention signs, etc. that meet the traffic organization requirements of this Part in accordance with the requirements of GB 5768.2; b) Set prohibition, instructions and warning markings such as the crossing of the opposite lane dividing line, the crossing of the same lane dividing line, pedestrian crossing lines, parking space markings, etc. that meet the traffic organization requirements of this Part in accordance with the requirements of GB 5768.3; c) Set service or safety signs such as direction signs, parking lot signs, entrance and exit signs, pedestrian walkway signs, etc. that meet the requirements of CJJ/T 171 at the corresponding positions of the park roads; d) Set pedestrian crossing lights at the sections where pedestrian crossing lines are selected. 6.5 Roads in residential areas Road traffic control in residential areas shall meet the following requirements. a) Set up stop and yield signs, no entry signs, no parking signs, speed limit signs, height limit signs, pedestrian warning signs, non-motor vehicle warning signs, roundabout driving signs and other prohibition, instruction and warning signs that meet the traffic organization requirements of this Part of road in accordance with the requirements of GB 5768.2; safety test period shall be less than or equal to 30 km/h. 8.4 The speed limit on roads in residential areas during the intelligent connected vehicle operation safety test period shall be less than or equal to 20 km/h. 8.5 Medium and heavy trucks are not allowed to pass through park roads and roads in residential areas during the intelligent connected vehicle operation safety test period.9 Road monitoring and communication9.1 General requirements Semi-open test roads shall be equipped with roadside equipment with functions such as road traffic monitoring perception, networked communication and high-precision positioning. They shall comply with the requirements of 9.1.2~9.1.7 in GB/T 43758.1- 2024. 9.2 Monitoring perception The traffic monitoring and sensing equipment of the semi-open test road shall comply with the requirements of 9.2 of GB/T 43758.1-2024.The entrances and exits shall be equipped with road electronic display screens, gates and automobile electronic identification reading equipment. The automobile electronic identification reading equipment shall have the function of recording the test vehicles entering and exiting the semi-open test road, and comply with the provisions of GB/T 35785, GB/T 35786 and GB/T 35787. 9.3 Communication network The communication network of the semi-open test road shall comply with the requirements of 9.3 in GB/T 43758.1-2024. 9.4 High-precision positioning network The high-precision positioning network of semi-open test roads shall comply with the requirements of 9.4 of GB/T 43758.1-2024.Signal enhancement base stations, image calibration objects, radio frequency identification and other auxiliary positioning devices shall be set up on sections where high-precision positioning signals are interfered. 10.Test assurance 10.1 Semi-open test roads shall support the safe operation test of intelligent connected vehicles in typical scenarios.
