1 Scope

This Standard specifies the general rules, comprehensive resource utilization products, pollutant emission control and marking, packaging, storage and transportation for the waste tyre/rubber pyrolysis production. This Standard applies to the waste tyre/rubber pyrolysis production, as well as the environmental impact assessment, design, completion acceptance and operation management of new, rebuilt, and expanded waste tyre/rubber pyrolysis production facilities. This Standard is not applicable to waste rubber and plastic products listed in the Directory of National Hazardous Wastes, and neither is applicable to the waste rubbers such as waste nitrile rubber, fluorine rubber, neoprene, etc. treated by the pyrolysis method.

NOTE: This Standard defines different VOCs control indicators according to different control objects and detection methods: a) For the VOCs in the exhaust gas discharged from the exhaust gas cylinder, use "non- methane hydrocarbon" as the control index; b) For the escape of VOCs generated by the leakage of components such as pyrolysis equipment and pipelines, use a detector that meets the specified performance requirements to detect the VOCs concentration at the specified location as the control index. 3.9 Non-methane hydrocarbon The general term for all hydrocarbons except methane (by carbon). NOTE: Non-methane hydrocarbon is used in this Standard as a comprehensive control index for exhaust volatile organic compounds (VOCs) emissions. 3.10 VOCs detector A portable detection instrument, based on the principles of photoionization and infrared principles, that can quickly display the concentration of volatile organic compounds in the air. is less than 120kW·h/t; and the energy consumption of pyrolysis process is less than 80kW·h/t. The consumption of only non-condensable combustible gas produced by the system as a heat source is not included in the calculation. The energy consumption for deep processing of pyrolysis recovered carbon black and recycled steel wire from pyrolysis shall be calculated separately; and the comprehensive energy consumption calculation method of each product shall be in accordance with GB/T 2589. 4.2.3 The non-condensable combustible gas and flue gas waste heat recycling technology shall be fully used; adopt energy-saving and environmentally friendly heating methods to reduce energy consumption and flue gas emissions. 4.2.4 The temperature of the solid product discharge of the pyrolysis device shall be lower than 80°C; and the solid product discharge system shall be airtight to prevent dust pollution. 4.2.5 A combustible gas detection and alarm system shall be installed in the complete system of waste tyre/rubber pyrolysis, and its setting shall comply with the provisions of SY/T 6503. 4.3 Equipment The technical requirements of the complete set of equipment for waste tyre/rubber pyrolysis shall comply with the provisions of GB/T 32662.

5 Comprehensive Resources Utilization Products

5.1 Pyrolysis oil derived from waste tyre/rubber The pyrolysis oil derived from waste tyre/rubber is the main liquid product of waste tyre/rubber pyrolysis. Its calorific value is one of the important indicators to measure the comprehensive utilization of resources. The calorific value of the product shall be determined in accordance with the method specified in GB/T 384; the calorific value is about 38MJ/kg~46MJ/kg. The specific technical indicators and requirements of pyrolysis oil derived from waste tyre/rubber shall be negotiated and determined by both parties. 5.2 Pyrolysis recovered carbon black The pyrolysis recovered carbon black is the main solid product of waste tyre/rubber pyrolysis. After pyrolysis regenerated carbon black has been removed, crushed, and selected, it can be further processed into granulation to produce the pyrolysis recovered carbon black that meets the market demand. The technical indicators and requirements are determined by the supplier and purchaser through consultation. 5.3 Recycled steel wire from pyrolysis ρ’ – actually-measured emission concentration of air pollutant, in mg/m3. 6.7 The device or nozzles in the pyrolysis equipment, that are frequently opened (open at least once every 2 days of operation), shall be equipped with a partial or overall exhaust gas collection and purification device. The waste gas overflowed during the blowdown is collected can be discharged after purification treatment. The discharge of pollutants shall comply with the provisions of HJ 1034. 6.8 The crushing of the pyrolysis recovered carbon black shall be carried out in a closed system to collect and treat dust. 6.9 The water for waste tyre/rubber pyrolysis production shall be recycled. The produced wastewater shall be equipped with supporting wastewater collection facilities. The wastewater shall be treated and recycled in the plant area; the discharging of the treated wastewater shall comply with the provisions of GB 8978. 6.10 Noise pollution shall be controlled during the whole production process of waste tyre/rubber pyrolysis; and noise emission shall comply with the provisions of GB 12348. 6.11 Emission control of air pollutants from leakage of equipment and pipeline components: a) When volatile organic liquids and non-condensable combustible gas flow pass through the following equipment and pipeline components, volatile organic compounds detectors shall be used for leak detection: 1) Pump; 2) Compressor; 3) Frequently operated valves; 4) Open valve or open pipeline; 5) Flanges and other connecting parts that are frequently disassembled; 6) Pressure relief equipment; 7) Sampling connection system; 8) Other sealing equipment. b) VOCs escape detection caused by leakage of components such as pyrolysis equipment and pipelines shall be carried out in accordance with the provisions of HJ 733. The maximum limit of leakage of organic matter escaped from components such as pyrolysis equipment and pipelines shall not exceed 2000 μmol/mol (by methane). ......
