This standard was drafted in accordance with the rules given in GB/T 1.1-2009. 1 Scope

This standard specifies the technical documentation required by the manufacturer to declare that its products meet the requirements of the corresponding restricted substances. This standard does not apply to the preparation of the manufacturer's management system documentation.

3 Terms and definitions

The following terms and definitions apply to this document. For standardized application of terms, the ISO and IEC terminology database addresses are listed below. 3.1 Restricted substance restrictedsubstance A substance that is restricted in use in products, parts, parts or materials. 3.2 Manufacturer manufacturer A natural person or legal person who produces or invites a person to design or produce a product and sell it under his name or trademark. 4 Technical documents

4.1 Overview The manufacturer shall prepare technical documentation to demonstrate that its electrical and electronic products meet the requirements for restricted substances (see 4.2 and 4.3). 4.2 Contents of the technical documentation The technical documentation should include at least the following. --- Overview of the product. Note 1. The description of the product and its intended use are among the factors that determine whether the product is exempt (if any). Note 2. Exemptions are sometimes referred to as exception requirements. --- Documents based on materials, parts and/or components (see 4.3). --- Describes the correspondence between the materials, parts and/or components in the product and the technical documents identified in 4.3. --- Establish a list of standards and/or other technical specifications on which the technical documents identified in 4.3 are based or referenced. 4.3 Information on materials, parts and/or components 4.3.1 The tasks undertaken by the manufacturer The manufacturer shall undertake the following four tasks. --- Determine the information required (see 4.3.2); --- Collect information (see 4.3.3); --- Evaluate the quality and credibility of the information and decide whether to include it in the technical documentation (see 4.3.4); ---Ensure that the technical documentation continues to be effective (see 4.3.5). Figure 1 shows the process of establishing a technical document. Figure 1 Schematic diagram of the technical document establishment process 4.3.2 Determining the required information In order to determine the type of technical documentation required for materials, parts and/or components, the manufacturer shall also evaluate the following. a) the possibility of restricted substances in materials, parts or components; b) The credibility of the supplier. Materials added during the production process should also be evaluated (eg solder, paint, adhesives, etc.). When evaluating the possibility of the restricted substance [see 4.3.2a)], the manufacturer can use technical judgment, just as some substances are impossible. Exist in certain materials (for example, organic matter cannot be present in metals). These technical judgments should be based on technical resources in the electrical and electronic industry. Literature studies of materials/parts used in materials, or electrical and electronic products. This evaluation and its associated procedures can be part of the quality management system (or its equivalent). 4.3.3 Collecting information Based on the evaluation results, the manufacturer shall collect the following documents relating to materials, parts and/or components. a) supplier declarations and/or contractual agreements, such as. --- Supplier's statement confirms that the content of the restricted substances in specific materials, parts or components is within the allowable range and identifies Exemptions applicable; --- Sign the contract to confirm that the maximum content of the restricted substances in all materials, parts or parts meets the manufacturer's specifications; --- Supplier declarations or contractual agreements should cover specific materials, parts and/or components, or materials within a specified range, Parts and/or parts. and/or b) Material declaration. --- Material declaration, providing specific substance content information and identifying any applicable exemptions; --- The content of the material declaration should meet the requirements of the substance to be declared given in 4.2.3 of IEC 62474.2012. The use of these material declaration standards helps to ensure consistency and cost-effectiveness of information transfer in the supply chain. and/or c) Analyze test results. --- Analytical testing based on or in accordance with IEC 62321 (all parts). 4.3.4 Evaluation Information The documents collected in accordance with 4.3.3 shall be evaluated to determine the quality and credibility of the documents and the manufacturer shall establish an evaluation procedure. Note 1. IEC TR62476 provides a framework for the assessment of restricted substances in electrical and electronic products using internationally recognized standards, tools and industry practices. In accordance with the evaluation process, the manufacturer should evaluate the source and content of all documents collected to determine compliance with materials, parts or components. Restricted substance requirements. Note 2. When assessing the source and content of the document, consideration may be given to such things as the source of the document, the contact information, the duties and dates of the nominee or signatory. Through the assessment, the manufacturer will determine whether these documents provide sufficient evidence of compliance for inclusion in the technical documentation.
