1 Scope

This Standard specifies the basic principles and technical requirements for the electric vehicle charging/battery swap infrastructure interconnecting to distribution network. This Standard is applicable to the electric vehicle charging/battery swap infrastructure interconnecting to the power grid of 110kV and below.

2 Normative Reference

The following documents are essential to the application of this document. For the dated documents, only the versions with the dates indicated are applicable to this document; for the undated documents, only the latest version (including all the amendments) are applicable to this document. GB/T 156 Standard Voltage GB/T 12325 Power Quality – Deviation of Supply Voltage GB/T 14285 Technical Code for Relaying Protection and Security Automatic Equipment GB/T 14549 Quality of Electric Energy Supply - Harmonics in Public Supply Network GB/T 15543 Power Quality – Admissible Three-Phase Voltage Unbalance Factor GB/T 29317-2012 Terminology of Electric Vehicle Charging/Battery Swap Infrastructure GB/Z 29328 Specific Configuration of Power Supply and Self-Emergency Power Supply for Important Power Users GB 50053 Code for Design of 20kV & Under Electric Substation 5.3.1 The 220V power supply charging equipment shall be connected to the low- voltage public distribution box; while the 380V power supply charging equipment shall be connected to the low-voltage power distribution room through dedicated line. 5.3.2 Access to the charging/battery swap infrastructures of 10(20)kV power grid; for the capacity less than 4000(8000)kVA, they shall be accessed to the public power grid 10kV line or accessed to ring network cabinet, cable branch box, switch station, etc.; for the capacity greater than 4000(8000)kVA, the charging/battery swap infrastructures shall be accessed through dedicated line. 5.3.3 The charging/battery swap infrastructures accessing to 35kV, 110(66)kV power grid can access to the corresponding buses of the substation and switch station, or T- connect to the public power grid line. 5.3.4 The schematic diagram of the different voltage level accessed charging/ battery swap infrastructures to the power grid can refer to Appendix A. 5.4 Power supply distance After the charging/ battery swap infrastructures access to the power grid, the operating voltage of their point of common coupling and access point of grid shall meet the requirements of GB/T 12325; the power supply distance shall be determined through calculating the power supply load of the charging/ battery swap infrastructures, system operating voltage, and voltage loss. 5.5 Wiring form 5.5.1 For the charging/ battery swap infrastructures with power supply voltage levels of 35kV and above, their wiring form shall meet the requirements of GB 50059. For the charging/ battery swap infrastructures as the secondary important user, the high- voltage side shall adopt the bridge shape, single bus section or line transformer group wiring, install two or more main transformers; while the low-voltage side shall adopt singe bus section wiring. 5.5.2 For the charging/ battery swap infrastructures with power supply voltage levels of 10(20)kV and below, their wiring form shall meet the requirements of GB 50053. For the charging/ battery swap infrastructures as secondary important user, the incoming side shall adopt the single bus section wiring. 5.5.3 The low-voltage side for the power supply transformer of the charging/ battery swap infrastructures shall have 1 to 2 spare outgoing circuits as needed. 5.6 Power source 5.6.1 The power source point of the charging/ battery swap infrastructures shall have sufficient power supply capability to provide qualified power quality, and ensure the checked according to the long-term allowable heat and mechanical strength conditions. 6.4 Cable The cable laying for the charging/ battery swap infrastructures shall meet the requirements of GB 50217. The power cable shall not be placed in the same trench as the heat pipe, pipes transporting flammable, explosive and combustible gases, or liquid pipes.

7 Reactive Power Compensation

7.1 The reactive power compensation for access the charging/ battery swap infrastructures to the power grid shall be planned and constructed as per the principles of “synchronous design, synchronous construction, and synchronous commissioning”. 7.2 The reactive power compensation device of the charging/ battery swap infrastructures shall be configured in the principles of local balance and easy adjustment of voltage. 7.3 For the charging/ battery swap infrastructures power supply voltage level of 10kV and above, its power factor during the peak load period shall be no less than 0.95; for the charging/ battery swap infrastructures with power supply voltage level of 380V and below, its power factor during the peak load period shall be no less than 0.9; those that don’t meet the requirements shall be installed local reactive power compensation device. 7.4 The reactive power compensation device of the charging/ battery swap infrastructures shall have the ability to automatically adjust with the switching of the charging device.

8 Protection and Measurement

8.1 Protection 8.1.1 When the charging/ battery swap infrastructures adopt voltage level of 220V, 380V to access to, the low-voltage switchgear and protection of the distribution line shall meet the relevant requirements of GB 50054. 8.1.2 When the charging/ battery swap infrastructures adopt voltage level of 10kV~110kV to access to, the protection configuration shall meet the relevant technical requirements of GB/T 14285. 8.2 Measurement ......
