1 Scope

This Standard specifies the general requirements, special requirements and additional units of protective devices against unauthorized use for all-terrain vehicles. This Standard is applicable to protective devices against unauthorized use for all- terrain vehicles

3 Terms and Definitions

What is defined in GB/T 24936, and the following terms and definitions are applicable to this document. 3.1 Protective Device Protective device refers to a system, which is used to prevent unauthorized use of all- terrain vehicles. In terms of handlebar-guided all-terrain vehicles and steering-wheel- guided all-terrain vehicles, this system respectively includes. ---In terms of handlebar-guided all-terrain vehicles, protective device refers to a system which protects vehicles from unauthorized use by locking vehicles’ steering mechanism or drive train. This system may be. a) Steering mechanism locking system, which includes the following three types. 1) Type-1. merely reliably lock the steering mechanism; 2) Type-2. may reliably lock the steering mechanism, prohibit the engine from starting; drive train shall be locked. If the protective device plays its role by controlling the parking device, then, when it plays its role, the vehicle’s engine shall not be able to start. ---Only when the spring bolt is completely opened or combined can the key be pulled out. Even if the key is inserted, the key is not allowed to be in any central position that might lead to the combination of the spring bolt. 4.2 Using one key for a single operation can satisfy the requirement stipulated in 4.1. 4.3 The design of protective device and relevant components on the vehicle shall guarantee that the protective device cannot be promptly unlocked or destroyed through cheap, easily hidden and easily attainable instruments under the circumstance of drawing no attention. 4.4 The protective device shall be installed on the vehicle as an original component (namely, this device shall be installed on the vehicle by the manufacturer before the first sales of the vehicle). The lock shall be firmly installed in the protective device (for example, after the covering parts or other fixtures are removed, only by opening the spring bolt with the key can the key be pulled out, which complies with this requirement). 4.5 The key of the locking system shall at least have 1,000 different combinations. If the annual total output of vehicles is less than 1,000, then, the number of key combinations shall at least equal to the annual total output of vehicles. In terms of all vehicles of the same model, the occurrence rate of the same combination shall be not more than 1/1,000. 4.6 On the key and the lock, there shall not be visible codes. 4.7 The design, manufacture and installation of locks shall guarantee that when the key is in the locked-up position, any instruments, except from the matching key, cannot turn the lock cylinder with the torque of less than 2.45 Nm. Meanwhile, it shall also satisfy the following conditions. ---In terms of lock cylinder with pin tumbler, there shall be not more than two completely identical tumblers which are arranged in adjacent positions and work in the same direction. In the same lock, identical tumblers shall not exceed 60% of the total number of tumblers. ---In terms of lock cylinder with chip tumbler, there shall be not more than two completely identical tumblers which are arranged in adjacent positions and work in the same direction. In the same lock, identical tumblers shall not exceed 50% of the total number of tumblers. 4.8 When a vehicle is running, the protective device shall not trigger any accidental lock-up that might endanger the safety. completely effective after sustaining 2,500 times of locking cycle wear test in each direction. 5.2.4 Under the condition that the drive train does not trigger damage that endangers safety, the protective device shall be able to sustain static torque under static condition; such static torque is imposed in two directions and more than 50% of the maximum torque normally imposed on the drive train. The determination of the test torque is not calculated through the maximum torque of the engine, but the maximum torque that the clutch or the automatic transmission can transmit. 6 General Requirements of Protective Devices Against Unauthorized Use of Steering-wheel-guided All-terrain Vehicles 6.1 The design of protective device shall satisfy. only when it does not play its role can the following operations be completed. ---Adopt the normal operating method to initiate the engine; ---Steer the vehicle, or, use the vehicle’s own power to drive the vehicle. 6.2 Using one key for a single operation can satisfy the requirement stipulated in 6.1. 6.3 When a key is inserted into the lock for the operation of the protective device, before implementing the locking function or initiating the locking function, the key cannot be pulled out of the lock. However, this shall exclude the circumstance described in 7.1.5. 6.4 The design of the protective device and relevant components on the vehicle shall guarantee that the protective device cannot be promptly unlocked or destroyed through cheap, easily hidden and easily attainable instruments under the circumstance of drawing no attention. 6.5 The protective device shall be installed on the vehicle as an original component (namely, this device shall be installed on the vehicle by the manufacturer before the first sales of the vehicle). The installation method shall guarantee that when it is in locked-up state, even if the outer shell is removed, the protective device cannot be disassembled without special instruments. If removing screws might make the protective device ineffective, the screws shall be covered by components that are fixated on the protective device, or, anti-assembly screws shall be used. 6.6 The key of the locking system shall at least have 1,000 different combinations. If the annual total output of vehicles is less than 1,000, then, the number of key combinations shall at least equal to the annual total output of vehicles. In terms of all 6.13 In terms of protective device acting on the braking system, when unlocking the protective lock, vehicle’s braking state cannot be automatically released. 6.14 In terms of protective device equipped with driver alarm system, when the door on the driver’s side opens, if the protective device does not play its role, or if any key is not pulled out, the alarm system shall immediately be triggered. 7 Special Requirements of Protective Devices Against Unauthorized Use of Steering-wheel-guided All-terrain Vehicles 7.1 Protective Device Acting on Steering Mechanism 7.1.1 Protective device acting on the steering mechanism shall be able to lock the steering system. 7.1.2 After initiating the protective function, the protective function shall maintain effective. 7.1.3 After completing 2,500 times of locking cycle test of the protective device in each direction in accordance with the test method stipulated in Appendix A, protective device shall still comply with the requirement in 6.9, 7.1.1, 7.1.2 and 7.1.4. 7.1.4 When protective device is in locked-up state, under the condition of not causing safety damage to the steering mechanism, the protective device shall be able to sustain static torque of 200 Nm, which is imposed in two directions around the steering shaft. 7.1.5 If the key can be pulled out from a certain position when the steering mechanism is not locked, then, the design of the protective device must guarantee that the key cannot be unconsciously manipulated to reach this position and be pulled out. 7.2 Protective Device Acting on Drive Train or Braking System 7.2.1 Protective device acting on drive train shall be able to prevent the rotation of the vehicle’s driving wheel. 7.2.2 Protective device acting on the braking system shall at least lock the braking state of one wheel on both sides on vehicle’s shaft. 7.2.3 After the protective function is initiated, the protective function shall maintain effective. 7.2.4 When the key is in the lock of the protective device, even if the mechanism that prevents the initiation of the engine is already operated or already initiated, the drive ......
