NOTE 1.It includes the categories of electrical and electronic products, the types of hazardous substances restricted for use, the restricted use period, and exception requirements. NOTE 2.This catalogue is issued or updated by the competent authority for the restricted use of hazardous substances in electrical and electronic products. The catalogue for compliance management of restricted use of hazardous substances in the first batch of electrical and electronic products can be found in Bibliography [4]. 3.8 Exemption Due to limitations of technical or economic factors, for certain hazardous substances contained in electrical and electronic products, laws and regulations do not stipulate their limit requirements or relax their limit requirements for a certain period of time. NOTE 1.The exemption list is issued or updated by the competent authority for the restricted use of hazardous substances in electrical and electronic products. NOTE 2.The exemption list used in conjunction with the catalogue for compliance management of restricted use of hazardous substances in the first batch of electrical and electronic products can be found in Bibliography [4]. SJ/T 11468-2014, 2.2.10, modified]4 Classification of Electrical and Electronic Products andRequirements for Restricted Use of Hazardous Substances The classification of electrical and electronic products and requirements for restricted use of hazardous substances can refer to the provisions of Table 1.5 Limit Requirements5.1 Limit value requirements The categories of hazardous substances restricted for use in the homogeneous materials that constitute electrical and electronic products and their limits shall meet the requirements of Appendix A. 5.2 Test methods The determination of hazardous substances in electrical and electronic products shall be conducted according to the methods in the corresponding parts of GB/T 39560 (all parts). 5.3 Compliance judgement requirements 5.3.1 Classification and Requirements of test units When testing according to the test method in 5.2, the electrical and electronic products shall be disassembled into test units according to the procedures and requirements of GB/T 39560.2, following the principle of disassembling them into homogeneous materials as much as possible. These test units shall then be classified according to Table 2.If there is overlap in classification, they shall be classified in the order of Class A test units (EEP-A)/Class B test units (EEP- B)/Class C test units (EEP-C). That is, if a product can be classified as EEP-A, it shall not be classified as EEP-B or EEP-C. 5.3.2 Compliance judgement rules When the test results for hazardous substances in all test units of an electrical and electronic product disassembled according to the requirements of 5.3.1 meet the requirements of Table 3, the product shall be judged to meet the requirements of 5.1.If the test results for hazardous substances in any test unit do not meet the requirements of Table 3, the product shall be judged not to meet the requirements of 5.1.6 Marking Requirements6.1 General requirements 6.1.1 Producers or importers of electrical and electronic products shall mark the hazardous substances contained in their products in accordance with the requirements of this Clause. 6.1.2 Products purchased for production support may not be marked with the restricted use of hazardous substances in electrical and electronic products. In this case, the supplier shall provide all required information for marking upon the purchaser's request. NOTE. "Products purchased for production support" generally refer to components, materials, and other products purchased by a manufacturer from its supplier for the production of a specific product. These components or materials are not sold directly to consumers. 6.1.3 Spare parts used for after-sales service such as repairs, returns, and exchanges of sold electrical and electronic products may not be marked with the restricted use of hazardous substances in electrical and electronic products. In this case, the supplier shall maintain the information technology supporting documentation for the hazardous substance content of the spare parts in accordance with the requirements of 6.5. 6.2 Marking requirements Manufacturers or importers of electrical and electronic products shall mark the parts according to Figure 1 or 2, respectively, depending on the hazardous substance content of the product. a) If the hazardous substance content of the product meets the requirements of 5.1, mark according to Figure 1. b) If the hazardous substance content of the product does not meet the requirements of 5.1, mark according to Figure 2, and provide information on the hazardous substance content of the product in accordance with the requirements of 6.3. c) If a material or component in the product falls under an exemption and the content of any hazardous substance does not meet the requirements of 5.1, proceed to b). d) If marking is performed using Figure 2, the manufacturer or importer of the electrical and electronic product shall determine the environment-friendly use period of the product and replace the number in Figure 2. NOTE 1.The numbers in Figure 2 are examples only. When used, replace them with the corresponding environment-friendly use period for electrical and electronic products. NOTE 2.The method for determining the environment-friendly use period for electrical and electronic products shall refer to SJ/Z 11388 or the guidance of relevant industry organizations. 6.3 Format and requirements for the information table of hazardous substances in electrical and electronic products 6.3.1 The format of the information table of hazardous substances in electrical and electronic products (hereinafter referred to as the "Information Table") is shown in Table 4.In particular. a) The first column of the Information Table contains the component names of the products. The first row of each other column should contain the Chinese name or abbreviation of each hazardous substance itemized according to the list of hazardous substances listed in Appendix A. b) The last row of the Information Table shall be used to explain the meaning of the symbols in 6.3.2b) and other relevant matters. c) Due to space or layout limitations, manufacturers or importers of electrical and electronic products are permitted to swap the rows and columns for the names of hazardous substances and components in the Information Table. 6.3.2 The requirements for filling in the hazardous substance content information for each component of an electrical and electronic product in the Information Table (Table 4) are as follows. a) The manufacturer or importer of an electrical and electronic product shall determine the component classification method in the Information Table. b) When the content of a hazardous substance in a component meets the requirements of 5.1, the corresponding content information for that hazardous substance shall be marked with an "○"; when the content of a hazardous substance in a component does not meet the requirements of 5.1, the corresponding content information for that hazardous substance shall be marked with an "×". c) When the contents of all hazardous substances in a component meet the requirements of 5.1, that component does not need to be included in the Information Table. d) When the content of a hazardous substance in a component does not meet the requirements of 5.1, components of the same type with the same hazardous substance content information may be combined, such as plastic structural parts and various types of cables. Otherwise, their markings shall not be combined with other components, and "Other" shall not be used to replace the names of such components. e) Manufacturers or importers of electrical and electronic products are permitted to add supplementary information to the general column of the Information Table based on actual circumstances. EXAMPLE 1.Explain the technical reasons for marking an "×" in the general column, such as explaining exemptions. EXAMPLE 2.Add remarks to the Information Table to indicate information such as optional accessories. 6.4 Marking requirements 6.4.1 Generally, manufacturers or importers of electrical and electronic products shall mark the markings shown in Figure 1 or Figure 2 directly on a visible part of the product by molding, laser engraving, spraying, pasting, or printing. The markings must be clearly legible, non-fading, and difficult to remove.
