It includes factories producing various types of alcoholic beverages such as Chinese spirits, wine, brandy, rice wine, beer, mainly including raw material warehouse, raw material crushing workshop, winemaking workshop, wine warehouse, blending workshop, filling and packaging workshop, finished product warehouse and other production and storage facilities. 2.0.2 Alcohol percentage The volume percentage of ethanol in alcoholic beverages. 2.0.3 Alcoholic beverages warehouse An indoor place where beverages are stored in containers such as pottery jars, oak barrels or metal storage tanks. 2.0.4 Man-made cave Chinese spirits depot 3.0.3 Unless otherwise specified in this Code, the fire resistance level, allowable number of floors and maximum allowable building area of each fire compartment of the factory building and warehouse shall comply with the relevant provisions of the current national standard "Code for fire protection design of buildings" GB 50016. 3.0.4 The production rooms for blending, filling, packaging, temporary storage of finished products, etc. in the joint factory building for the production of Chinese spirits and brandy shall be separated from other parts by fire separation measures; when the process conditions permit, they shall be separated by fire walls. When an automatic fire extinguishing system and an automatic fire alarm system are installed in the production joint plant, the maximum allowable building area of each fire compartment can be increased to 2.5 times the area specified in the current national standard "Code for fire protection design of buildings" GB 50016.4 General layout and plane arrangement4.1 General requirements 4.1.1 The site selection of the alcoholic beverages factory shall comply with the requirements of urban and rural planning; it should be located at the edge of the planning area or in a relatively independent safe area. The alcoholic beverages factory shall reasonably determine the layout of different functional areas and set up fire trucks and fire water sources, according to its production process, fire hazard and functional requirements, combined with terrain, meteorological and other conditions. 4.1.2 The Chinese spirits storage tank farm and edible alcohol storage tank farm should be located in a relatively independent safe area of the factory area; it should be located on the upwind side of the factory area's minimum frequency wind direction throughout the year. The site of the man-made cave Chinese spirits depot shall have good geological conditions; it shall not be selected in areas with geological disaster risks. 4.1.3 Chinese spirits warehouse, man-made cave Chinese spirits depot, edible alcohol warehouse, Chinese spirits tank farm, edible alcohol storage tank farm, brandy aging warehouse shall be arranged separately from other production areas and office, scientific research, living areas. 4.1.4 Except for man-made cave Chinese spirits depot and wine aging warehouse, other category A and category B production and storage places of the alcoholic beverages factory shall not be set up underground or semi-underground. 4.1.5 It is strictly prohibited to set up employee dormitories in the factory building; meanwhile it shall comply with the following provisions. 1 Offices, lounges and other rooms shall not be set up in category A and category B factory buildings. When it must be built adjacent to the factory building, its fire resistance level shall not be lower than Level 2; it shall be separated by a non-combustible explosion-proof wall with a fire resistance limit of not less than 3.00 h; an independent safety exit shall be set up. 2 The offices and rest rooms set up in category C factory buildings shall be separated from the factory buildings by non-combustible walls with a fire resistance of not less than 2.50 h and floors with a fire resistance of not less than 1.00 h; at least one independent safety exit shall be set up. When doors and windows are required on the partition walls, category B fireproof doors and windows shall be used. 4.1.6 It is strictly prohibited to set up employee dormitories in warehouses; meanwhile it shall comply with the following provisions. 1 It is strictly prohibited to set up offices, rest rooms and other rooms in category A and B warehouses; meanwhile they shall not be built adjacent to category A and B warehouses. 2 The offices, rest rooms, management rooms set up in category C and category D warehouses shall be separated from the warehouses, by non-combustible walls with a fire resistance of not less than 2.50 h and floors with a fire resistance of not less than 1.00 h; independent safety exits shall be set up. If doors and windows are required on the partition walls, category B fireproof doors and windows shall be used. 4.1.7 The filling workshop of Chinese spirits and brandy shall comply with the following provisions. 1 It shall be separated from the blending workshop, bottle washing workshop, packaging workshop by a non-combustible partition wall, which has a fire resistance limit of not less than 3.00 h. 2 A passage with a width of not less than 3 m shall be left between each production line. 3 The capacity of the finished wine filling tanks installed on each production line shall not be greater than 3 m3. 4 When the single tank capacity of the finished wine filling tanks of each production line is greater than 3 m3 but less than or equal to 20 m3, meanwhile the total capacity is less than or equal to 100 m3, the filling tanks can be set on the first or second floor of the building near the outer wall; it shall be separated from the filling workshop, blending workshop, packaging workshop, bottle washing workshop, etc. by a non-combustible partition wall with a fire resistance limit of not less than 3.00 h and a floor slab with a fire resistance of not less than 1.50 h; an independent safety exit shall be set at the location where the filling tanks are set. 5 When the single tank capacity of the finished wine filling tanks of each production line is greater than 20 m3 or the total capacity is greater than 100 m3, the filling tanks shall be set up independently outside the building. 4.1.8 When the Chinese spirits blending workshop and its wine warehouse, the brandy blending workshop and its aging warehouse are located in the same building, the blending workshop shall be located on the first floor of the building near the outer wall; it shall be divided into independent fire compartments and independent safety exits. No door or window openings shall be made on the firewall. 4.1.9 The fire control room, fire pump room, self-provided generator room, transformer and distribution room, etc. shall not be located in or adjacent to the Chinese spirits storage tank farm, edible alcohol storage tank farm, Chinese spirits warehouse, man-made cave Chinese spirits depot, edible alcohol warehouse, wine aging warehouse, brandy aging warehouse. When set inside other buildings, they shall be separated from other parts by non-combustible partition walls with a fire resistance limit of not less than 2.00 h and floor slabs with a fire resistance limit of not less than 1.50 h; the doors on the partition walls shall be class A fire doors. The fire control room shall be equipped with a safety exit directly to the outside; the door shall be clearly marked. The evacuation door of the fire pump room shall be directly to the outside or close to the safety exit. 4.1.10 Transformer and distribution rooms of 10 kV and below for Chinese spirits warehouses, edible alcohol warehouses, brandy aging warehouses, wine pump rooms can be built adjacent to other buildings on one side, when separated by a fire wall without door and window openings and meet the following conditions. 1 Only pipelines directly related to the transformer and distribution room pass through the partition wall; meanwhile all holes through the wall shall be tightly filled with fireproof blocking materials. 2 The indoor floor is 0.6 m higher than the outdoor floor of the Chinese spirits warehouse, edible alcohol warehouse, brandy aging warehouse, wine pump room. 3 Doors and windows are set outside the explosion hazard area of the Chinese spirits warehouse, edible alcohol warehouse, brandy aging warehouse, wine pump room. 4 The fire resistance limit of the roof panel is not less than 1.50 h. 4.1.11 When the wine pump room and air compressor room for Chinese spirits warehouse, man-made cave Chinese spirits depot, brandy aging warehouse are built adjacent to the warehouse, an independent safety exit shall be set up; the warehouse shall be separated by a non-combustible partition wall without door and window openings and with a fire resistance limit of not less than 3.00 h. 5.0.3 Open grain chutes (troughs) and other equipment shall not be used in factories and warehouses. Mechanical equipment with dust explosion hazards should be installed near the outer wall of single-story buildings or near the outer wall of the top floor of multi-story buildings. 5.0.4 When transporting raw materials with dust explosion hazards, the mechanical conveying equipment shall comply with the following requirements. 1 Belt conveyors, screw conveyors, bucket elevators and other conveying equipment shall be equipped with magnetic separation devices and other cleaning devices at appropriate locations; fire and explosion-proof valves shall be installed at appropriate locations before the conveying equipment enters the silo. 2 Bucket elevators shall be installed in a separate working tower or outside the silo. A negative pressure extraction dust removal system shall be separately installed at the entrance of the elevator. The outer shell, head, base and connecting chute of the elevator shall have good sealing performance. An explosion vent shall be installed on the vertical section of the shell; a material cleaning port shall be installed at the base; an inspection port shall be installed at the head. The elevator shall be equipped with speed monitoring, fault alarm and shutdown devices. 3 The entire body of the screw conveyor shall be encapsulated by metal materials and shall have good sealing performance. Measures shall be taken to prevent blockage at the discharge port; a blockage shutdown device shall be installed. 4 The belt conveyor shall be equipped with wire protection, conveyor belt slip detection, anti-deviation devices. Flame-retardant conveyor belts must be used and metal buckles must not be used for connection. Suction ports shall be installed at the feed and discharge ports of the equipment. 5 The conveyor trestle shall be made of non-combustible materials. 5.0.5 When conveying raw materials with dust explosion hazard, the air conveying equipment shall comply with the following provisions. 1 When conveying raw materials from multiple different feeding points to one unloading point, a vacuum conveying system shall be used; the unloader shall have good sealing performance. 2 When conveying raw materials from one feeding point to multiple different unloading points, a pressure conveying system may be used; the feeder shall have good sealing performance. 3 When multiple air conveying systems are connected in parallel, each system shall be equipped with a stop valve. The air conveying systems between different silos shall not be interconnected. If they really need to be connected, a stop valve shall be installed. 5.0.6 Raw material cleaning, crushing, koji making equipment shall have good sealing performance; the internal components shall be firmly connected. Raw material crushing equipment shall be equipped with inspection holes and cleaning holes that are easy to operate. Non-productive electrical equipment should not be installed in the raw material crushing workshop. 5.0.7 Raw material cooking equipment should be made of non-combustible materials; steam heating should be used for cooking. When using wooden retort barrels, open flame heating should not be used. 5.0.8 Distillation shall comply with the following provisions. 1 Distillation equipment should be made of non-combustible materials. 2 Distillation should be heated by steam; safety protection measures shall be taken when open flame heating is used. In workshops using earthen pots to steam wine, the earthen pot fire door and coal storage area must be located outside the workshop. 3 Distillation equipment and its pipelines, accessories, etc. shall have good sealing performance. 4 When using tower distillation equipment to produce alcohol, an alcohol collector shall be installed in the aldehyde discharge system of each tower; it shall have sufficient volume. The outlet of the aldehyde discharge pipe should be connected to the outdoors, meanwhile valves should not be installed. 5 The capacity of the transfer tank in the winemaking workshop shall not exceed twice the daily output of the workshop; the storage time should not exceed 24 h. 5.0.9 Chinese spirits storage tanks, edible alcohol storage tanks, brandy aging storage tanks shall comply with the following provisions. 1 The inlet and outlet wine pipes must be fixed and shall be connected flexibly. The height of the wine pipe inlet from the bottom of the storage tank should not be greater than 0.15 m; if there are difficulties, the outlet elevation of the wine pipe shall be greater than the inlet elevation, the height difference shall not be less than 0.1 m. 2 At least two valves shall be installed on each wine pipe. The valves shall be quick- opening valves with good sealing performance; leak-proof devices shall be installed at the quick interface. 3 The storage tank shall be equipped with a liquid level gauge and a high liquid level alarm device. If necessary, an automatic interlocking opening and closing liquid inlet device or a remote opening and closing device can be installed. The storage tank should not use a glass tube (plate) or other fragile material liquid level gauge. 4 The capacity of the emergency storage tank shall not be less than the capacity of the single largest storage tank in the warehouse. 5 Wine samplers, tank covers, on-site tools are strictly prohibited from being made of materials that are prone to sparks due to collision. 5.0.10 The pulping, blending, filling production process of Chinese spirits and brandy shall comply with the following provisions. 1 When pulping and blending, it is strictly forbidden to use pure oxygen mixing process. Compressed air can be used as the mixing medium, but the pulping and blending work place shall have good ventilation; a negative pressure exhaust system shall be used when necessary. 2 The wine vapor discharged from the filling port of the vacuum filler shall be recovered by a negative pressure exhaust system and shall be directly discharged to the outside. 3 The capping machine shall use a buffered flexible capping mechanism. 5.0.11 Categories A and B production and storage places shall use non-sparking floors. When using insulating materials as the overall surface layer, anti-static measures shall be taken. The inner surface of grain warehouses and raw material crushing workshops shall be flat, smooth, easy to clean. 5.0.12 When fermentation is performed with fermented lees, sorghum wine, etc. instead of brewing water, the height of the wine delivery pipe inlet of the fermentation tank from the bottom of the raw material nest in the tank shall not be greater than 0.15 m. When the rice wine decoction equipment uses a thin plate heat exchanger, the wine vapor above the wine barrel shall flow back into the preheating section of the thin plate heat exchanger; a recovery device shall be installed at the wine sweat outlet; its pipeline shall have good sealing performance. 5.0.13 The ammonia refrigeration system shall be equipped with safety protection devices and shall comply with the following provisions. 1 The ammonia compressor shall be equipped with an emergency stop button on the unit control console. 2 The ammonia pump shall be equipped with an automatic pump stop device when the liquid is cut off; a pressure gauge and a check valve shall be installed on the discharge pipe; a bypass pressure relief valve shall be installed on the discharge main pipe. 3 The low-pressure circulating liquid storage tank, ammonia liquid separator, intercooler shall be equipped with an over-high liquid level alarm device and a normal liquid level automatic control device; the low-pressure liquid storage tank shall be equipped with an over-high liquid level alarm device. 4 Pressure vessels (equipment) shall be equipped with safety valves according to product standards; safety valves shall be equipped with pressure relief pipes; the outlet of the pressure relief pipes shall be 5 m higher than the roof of the highest building within 50 m. 5 Emergency ammonia release devices shall be installed. 6 Pipes shall be made of seamless steel pipes; their quality shall meet the requirements of the current national standard "Seamless steel pipes for liquid service" GB 8163.The material shall be selected according to the minimum working temperature in the pipe; the design pressure shall be 2.5 MPa (gauge pressure). 7 Ammonia-specific valves and accessories shall be used; their nominal pressure shall not be less than 2.5 MPa (gauge pressure); copper and galvanized parts shall not be used. 5.0.14 When storage tanks, containers, process equipment need to be insulated, their insulation materials shall be non-combustible materials. Flame-retardant foam can be used for low-temperature cold preservation, but its protective layer shell shall be made of non-combustible materials. 5.0.15 The design of wine pipelines shall comply with the relevant provisions of the current national standard "Design code for industrial metallic piping" GB 50316.The installation of pipelines for transporting Chinese spirits, edible alcohol, grape wine, brandy, rice wine shall comply with the following provisions. 1 Wine pipelines should be laid overhead or along the ground. When trench laying is necessary, measures shall be taken to prevent the accumulation of Chinese spirits in the trench; sealed partitions shall be installed at the fire dikes in and out of the factory, warehouse, wine pump room, tank farm. Wine pipelines are strictly prohibited from being laid in the same trench as thermal pipelines; it shall not be laid in the same trench as power cables. 2 Wine pipelines shall not pass through buildings that are not related to them. Valves and pipeline accessories that are prone to leakage shall not be installed on wine pipelines crossing roads. When wine pipelines cross roads, they shall be laid in culverts or casings. 3 Wine pipelines are strictly prohibited from passing through firewalls and floors of different fire partitions. 4 Except for the connection by thread or flange, the wine delivery pipeline shall be connected by welding. warehouse shall not be greater than 1000 m3; the fire separation distance between tanks shall not be less than 50% of the diameter of the adjacent larger vertical tank. When the capacity of a single tank is less than or equal to 100 m3 and the capacity of a group of tanks is less than or equal to 500 m3, the tanks may be arranged in groups; the fire separation distance between tanks shall not be less than 0.5 m; the fire separation distance between tank groups shall not be less than 2 m. When the total capacity of the storage tanks in the Chinese spirits warehouse and edible alcohol warehouse is greater than 5000 m3, fire walls without doors and windows shall be used for separation. 6.1.7 When using pottery jars, wine seas, wine baskets, wine boxes, wine storage pools and other containers to store Chinese spirits, the storage containers in the Chinese spirits warehouse shall be stored in groups; the total storage capacity of each group should not be greater than 250 m3.Non-combustible partitions shall be set between groups. If fire doors are used to separate fire compartments, liquid blocking measures such as additional barriers shall be taken in front of the doors. In areas with an earthquake intensity of more than 6 degrees, pottery jars and other ceramic containers shall take earthquake and collision prevention measures. 6.1.8 The setting of man-made cave Chinese spirits depots shall comply with the following provisions. 1 Man-made cave Chinese spirits depots shall consist of lanes and caverns. 2 The total storage capacity of an man-made cave Chinese spirits depot shall not be greater than 5000 m3; the net area of each cavern shall not be greater than 500 m2. 3 There shall be no less than two safe exits from the tunnel to the outside of the cave. Each cavern shall have no less than two exits to the tunnel; the horizontal distance between the nearest edges of adjacent exits shall not be less than 5 m. When the distance from the farthest point in the cavern to the exit does not exceed 30 m, only one exit can be set. 4 The net width of the tunnel shall not be less than 3 m; the net height shall not be less than 2.2 m. The horizontal distance between the nearest edges of the exits from adjacent caverns to the tunnel shall not be less than 10 m. 5 When two caverns are connected, a fire compartment shall be set between the caverns. The wall of the compartment shall be a fire wall; the net area of the compartment shall not be less than 6 m2; the length of its short side shall not be less than 2 m. 6 Non-combustible dikes and Class A fire doors shall be set between the tunnel and the cavern, and between the cavern and the fire compartment. Fire doors shall meet the requirements of rust and corrosion prevention; meanwhile it shall have the function of automatic closing and controlled closing outside the cave in case of fire. 7 The slope of the tunnel surface towards the tunnel entrance and the side ditch shall not be less than 0.5%. 6.1.9 The storage of pottery containers such as pottery jars in man-made cave Chinese spirits depots shall comply with the following provisions. 1 Pottery jars and other pottery containers shall be stored in different areas. The total storage capacity of each area shall not be greater than 200 m3.Non-combustible dikes shall be set between areas or accident storage pools shall be set up using the terrain. 2 Pottery jars and other pottery containers in each area shall be stored in groups. The total storage capacity of each group shall not be greater than 50 m3; the fire separation distance between groups shall not be less than 1.2 m. 6.1.10 The load-bearing structure of Chinese spirits warehouses, edible alcohol warehouses, brandy aging warehouses shall not use steel structures or prestressed reinforced concrete structures. 6.1.11 Chinese spirits warehouses, man-made cave Chinese spirits depots, edible alcohol warehouses, brandy aging warehouses shall be equipped with facilities to prevent liquid from spilling. 6.1.12 Non-combustible fire-resistant eaves with a width of not less than 0.5 m shall be installed above the windows of the exterior walls of multi-story Chinese spirits warehouses, edible alcohol warehouses, brandy aging warehouses. 6.1.13 Accidental wine drainage facilities shall comply with the following provisions. 1 Accidental Chinese spirits drainage ports and valves should be installed in each fire compartment of multi-story Chinese spirits warehouses, edible alcohol warehouses, brandy aging warehouses. Vertical liquid guide pipes (channels) shall be installed outside the warehouse; concrete pipes shall be used to connect the drainage ports and liquid guide pipes (channels) to the outdoor accident liquid storage pool. 2 Accidental Chinese spirits drainage ports and valves shall be installed in each compartment of man-made cave Chinese spirits depots. Liquid guide pipes (ditches) shall be installed in the cave to the outdoor accident liquid storage pool.
