This standard applies to all kinds of food contact materials and articles.2 Terms and definitions2.1 Food contact materials and articles It refers to, under normal conditions of use, the materials and articles that have been or are expected to be in contact with food or food additives (hereinafter referred to as food) OR whose ingredients may be transferred into food, including the packaging materials, vessels, and tools and equipment used for food in the food production, packaging, transportation, storage, sale, and use process, as well as the inks, adhesives, and lubricants, etc., which may directly or indirectly contact food. It excludes detergents, disinfectants and public water delivery facilities. 2.2 Composite materials and articles It refers to the food contact materials and articles of two or more layers composited from different materials or same materials through bonding, hot fusion, or other methods. 2.3 Combination materials and articles It refers to the food contact materials and articles of two or more layers combined from different materials or same materials through assembly, welding, and inlaying, etc. 2.4 Total migration It refers to the total amount of all nonvolatile matter migrating from food contact materials and articles to the food simulant in contact with them, expressed in milligrams of nonvolatile migrants per kilogram of food simulant (mg/kg), OR milligrams of nonvolatile migrants per square decimeter contact area (mg/dm2). As for the food contact materials and articles dedicated for infants, it is expressed in mg/kg. 2.5 Overall migration limit (OML) It refers to the maximum allowable amount of all nonvolatile matter migrating from food contact materials and articles to the food simulant in contact with them, expressed in milligrams of nonvolatile migrants per kilogram of food simulant (mg/kg), OR milligrams of nonvolatile migrants per square decimeter contact area (mg/dm2). As for the food contact materials and articles dedicated for infants, it is expressed in mg/kg. 2.6 Maximum usage It refers to the maximum allowable amount of a certain substance or substances added when producing food contact materials and articles, which is expressed in mass fraction (%). 2.7 Specific migration It refers to the amount of a substance or substances migrating from food contact materials and articles to the food or food simulant in contact with them, expressed in milligrams of migrants per kilogram of food or food simulant (mg/kg), OR milligrams of migrants per square decimeter contact area between the food contact materials and articles AND the food or food simulants (mg/dm2). 2.8 Specific migration limit (SML) It refers to the maximum allowable amount of one or more substances from the food contact materials and articles to the food or food simulants in contact with them, expressed in milligrams of migrants per kilogram of food or food simulant (mg/kg), OR milligrams of migrants per square decimeter contact area between the food contact materials and articles AND the food or food simulants (mg/dm2). 2.9 Specific migration total It refers to the total amount of two or more substances migrating from food contact materials and articles to the food or food simulants in contact with them, expressed in milligrams of a specified migrant or migrants (or group) per kilogram of food or food simulant (mg/kg), OR milligrams of a specified migrant or migrants (or group) per square decimeter contact area between the food contact materials and articles AND the food or food simulants (mg/dm2). 2.10 Specific migration total limit [SML (T)] It refers to the maximum allowable amount of two or more substances migrating from food contact materials and articles to the food or food simulants in contact with them, expressed in milligrams of a specified migrant or migrants (or group) per kilogram of food or food simulant (mg/kg), OR milligrams of a specified migrant or migrants (or group) per square decimeter contact area between the food contact materials and articles AND the food or food simulants (mg/dm2). 2.11 Residue It refers to the amount of one or more residual substances in the food contact materials and articles, expressed in the milligrams of the residual substance per kilogram of food contact materials and articles (mg/kg), OR the milligrams of residual substances per square decimeter contact area between the food contact materials and articles AND the food (mg/dm2). 2.12 Maximum Residue (QM) It refers to the maximum allowable amount of one or more residual substances in the food contact materials and articles, expressed in the milligrams of the residual substance per kilogram of food contact materials and articles (mg/kg), OR the milligrams of residual substances per square decimeter contact area between the food contact materials and articles AND the food (mg/dm2). 2.13 Unintentionally added substance It refers to the unintentionally added substances as contained in the food contact materials and articles, including the impurities brought in by raw and auxiliary materials, the decomposition products and contaminants in the production, operation and use process, AND the intermediates from residual substance reaction. 2.14 Effective barrier layer It refers to the barrier in the food contact materials and articles composed of one or more layers of materials, which is used to prevent the subsequent migration of substances into food, ensure the amount of unapproved substance migrating into food is not exceeding 0.01 mg/kg, AND the food contact materials and articles comply with the requirements of Clause 3.1 and 3.2 of this Standard when contacting the food under the recommended conditions of use.3 Basic requirements3.1 When the food contact materials and articles are in contact with food under the recommended conditions of use, the substance that is migrated into food shall not reach to such a level as hazardous to human health. 3.2 When the food contact materials and articles are in contact with food under the recommended conditions of use, the substance that is migrated into food shall neither cause changes in such nature as food composition, structure, or color, etc., nor produce technical functions for food (unless otherwise specially stated). 3.3 The substances used in the food contact materials and articles shall, under the preconditions of reaching to the expected effect, be minimized of use in the food contact materials and articles. 3.4 The substance used in the food contact materials and articles shall comply with the requirements of the corresponding quality specifications. 3.5 Food contact materials and articles manufacturer shall control the unintentionally added substances in the product so that the amount of such substances migrating into food complies with the requirements of Clause 3.1 and 3.2 of this Standard.4 Limit requirements4.1 General requirements The total amount of migration, the amount of substance used, the specific amount of migration, the specific total amount of migration, and the amount of residues in the food contact materials and articles shall comply with the requirements of corresponding national food safety standard on the total migration limit, maximum use, specific migration limit, specific migration total amount limit, and maximum residue amount, etc. 4.2 Special requirements 4.2.1 As for the same (group) substance which is simultaneously listed in both GB 9685 and the product standard, such (group) substance in the finished products of the food contact materials and articles shall comply with the corresponding limit requirements, AND the limit value shall not accumulate. 4.2.2 The different materials in the composite materials and articles, combination materials and articles, and coating products shall comply with the requirements of the corresponding national food safety standards. When different materials have the amount limit on same items, the food contact materials and articles as a whole shall comply with the weight plus value of the corresponding limits. When such weight plus value cannot be calculated, it shall take the minimum limit value of this item.5 Compliance principles5.1 The use of raw materials in food contact materials and articles shall comply with the requirements of the national food safety standards and the relevant announcements. 5.2 The use of additives in food contact materials and articles shall comply with the provisions of GB 9685 and the relevant announcements. 5.3 The food contact materials and articles shall comply with the national food safety standards on corresponding product.6 Test methods7 Traceability7.1 Food contact materials and articles manufacturing enterprises shall establish a product traceability system to ensure that food contact materials and articles at all stages are traceable. 7.2 The traceability system shall ensure the access of the source and destination information of the food contact materials and articles AND the compliance information of the relevant substances and materials.8 Product information8.1 Product identification information shall be clear and true, AND shall not mislead the user. 8.2 The product shall provide sufficient product information, including labels, instructions and other product identification information AND product certification, to ensure that there is sufficient information to conduct safety assessment against food contact materials and articles. 8.3 The identification shall include the name of the product, the material, the declaration of conformity to the relevant regulations and standards, the name, address and contact information of the manufacturer and/or distributor, the date of manufacture, and the shelf life (if applicable). 8.4 Declaration of conformity shall include the laws and regulations to be followed, the list of substances having limit requirements, and the conformity of total migration (molded products only). 8.5 The food contact materials and articles shall, in addition to complying with the aforementioned requirements, also indicate “For food contact”, “For food packaging”, or similar terms, OR otherwise be printed or attached with a spoon chopsticks marking (SEE Appendix A), except for the products with clear food contact purposes (such as chopsticks, wok, etc.). As for the products with special requirements of use, it shall indicate the method of use, precautions of use, application, environment of use, and temperature of use, etc. As for the product with the conditions of use clearly specified in relevant standards OR beyond the conditions of use may cause high food safety risks, it shall use special or eye-catching methods to indicate the conditions of use, in order to make the user safely and correctly handle, exhibit, store, and use such product. 8.6 The above identification shall be preferentially marked on the product or product label, AND the product label shall be located at an eye-catching position on the minimum sales package.
