Identification standards for solid wastes - General rules1 Scope of applicationThis Standard specifies the identification criteria for the solid waste based on the source; the identification criteria for the solid waste during the process of utilization and disposal; the management requirements for substances which are not managed as the solid waste AND the substances which are not managed as the liquid waste AND the supervision. This Standard is applicable to the solid waste identification for the substances (or materials) and articles (including products, commodities) (hereinafter referred to as substances). Identification of liquid waste is applicable to this Standard. This Standard is not applicable to the identification of the radioactive wastes. This Standard is not applicable to the classification of the solid waste. For the solid waste identification of the substances with special solid-waste identification standards, they are not applicable to this Standard.2 Normative referencesThe following documents contain the provisions which, through reference in this Standard, become the provisions of this Standard. For undated reference documents, the latest versions apply to this Standard. GB 18599 Standard for pollution on the storage and disposal site for general industrial solid waste3 Terms and definitionsThe following terms and definitions are applicable to this Standard. 3.1 Solid wastes It refers to the solid, semi-solid and container-placed gaseous articles and substances that lose the original utilization value or not lose the utilization value but are discarded or given up during the production, life and other activities; AND articles and substances which are specified in laws and administrative regulations and are included in the solid waste management. 3.2 Solid waste identification It refers to the activity which judges whether the substance belongs to the solid waste or not. 3.5 Disposal It refers to the activity of incinerating the solid wastes; AND the activity that, by means of other methods which can alter the physical, chemical and biological characteristics of the solid waste, can reach the purpose of reducing the amount of solid waste that has been generated, reducing the volume of the solid waste, and reducing or eliminating the hazardous components; or the activity that can eventually place the solid waste in the landfill which meets the requirements of the environmental protection regulations. 3.6 Target products It refers to one or multiple products, including by-products, that are desired to be obtained during the process of process design, construction and operation.4 Identification for the solid waste based on the sourceThe following substances are the solid wastes (except for the ones in Clause 6). 4.1 Substances which loses the original value of use, including the following categories.5 Identification for the solid waste during the process of utilization and disposal5.1 In any condition, when the solid waste is utilized or disposed in any of the following ways, it shall still be subject to solid waste management (except for the ones in Clause 6.2). 5.2 For the products which are generated by the solid waste, and which meet the following conditions at the same time, they shall not be subject to solid waste management; they shall be subject to the corresponding product management (except for the ones which perform the utilization or disposal according to the Clause 5.1).6 The substances which are not subject to solid waste management6.1 The following substances shall not be subject to solid waste management. 6.2 The substances which are treated according to the following methods shall not be subject to solid waste management. 6.3 The substances which are not identified as the solid waste management by the Administrative Department of Environmental Protection of the State Council.7 The substances which are not subject to liquid waste management7.1 The waste water and sewage which meet the relevant regulations and emission standards, and which can be discharged into the environmental water body or the municipal sewage pipe network and treatment facilities. 7.3 The waste water which meets the requirements of Clause 7.1 or Clause 7.2, and which is generated after the processing of neutralization of waste acid and waste alkali.8 Implementation and supervisionThis Standard shall be supervised and implemented by the Administrative Department of the Environmental Protection above the county-level. ......Source: Above contents are excerpted from the full-copy PDF -- translated/reviewed by: www.ChineseStandard.net / Wayne Zheng et al.
