For any adjustments to the scope of application, which are caused by changes in laws and regulations or related product standards, technology, industrial policies and other factors, the announcement issued by the State Administration for Market Regulation (CNCA) shall prevail. 2.Standards based for certification According to the standard GB 17761-2018 "Safety technical specification for electric bicycle". The latest version, which is issued by the national standardization administrative department, shall be implemented according to the standards used. When it is necessary to add new applicable standards or use other versions of standards, the announcement on the requirements for applicable relevant standards, which is issued by the Certification and Accreditation Administration of China, shall be followed. 3.Certification mode The basic certification mode, which is stipulated in the Implementation Detailed-Rules, refers to the combination of basic factors of product certification, which is determined on the premise of integrity and self-discipline, effective management, stable production of production enterprises, with the goal of ensuring that products continue to meet the requirements of compulsory certification standards, based on the inherent safety risk characteristics of products and the production processes commonly used by enterprises. CQC implements classified management of manufacturing enterprises, in accordance with the requirements of the "Implementation Rules for Compulsory Product Certification -- Classified Management of Manufacturing Enterprises, Selection and Determination of Certification Modes"; 3.1 Basic mode of certification The basic certification mode for implementing compulsory certification of electric bicycle products is. 3.2 Applicability of certification mode Category A and category B. Post-certification supervision may adopt one or a combination of three methods. post-certification follow-up inspection, production or port on-site sampling testing or inspection, market sampling testing or inspection. 4.Division of certification units In principle, the certification client shall propose certification entrustment, based on the unit division principle. CQC will review the application, based on relevant requirements; issue a notice of acceptance or rejection, within 2 working days; OR require the certification client to make corrections and resubmit the certification application. 5.2 Entrustment information The certification client shall, after accepting the certification entrustment intention, provide the required information, in accordance with the requirements of the "List of Certification Entrustment Information" in Appendix 2 of the Detailed Rules. 5.3 Implementation arrangements When CQC accepts the intention of certification entrustment, it sends the "Product Evaluation Activity Plan" to the certification client, which stipulates the relevant responsibilities and arrangements of both parties in each link of certification implementation, as agreed between CQC and the certification client. 5.4 Certification process The certification client submits a letter of intent to the CQC (completed on the CQC the certification process. 6.Certification implementation 6.1 Type test Producers/manufacturers are the first person responsible for the certification quality of electric bicycle products. It shall be ensured that the difference testing covers high- risk difference items and materials in the unit, as much as possible. 6.1.3 Type test items and requirements Refer to the relevant content in Appendix 4 "Type Test Items and Standards Based" of the Detailed Rules. CQC, together with the laboratory, will confirm the test items, in accordance with the provisions of the Detailed Rules, in combination with the testing standards, structure, technical parameters of the bicycle to be certified, as entrusted by the certification client. 6.1.4 Implementation of type tests 6.1.4.1 Type test shall be completed in the laboratory designated by the National Certification and Accreditation Administration. When the laboratory conducts type test on samples, it shall ensure that the test conclusions are true and accurate; make complete records of the entire testing process and archive them; ensure that the records of the testing process and results are traceable. When abnormal conditions are discovered during the type test, they shall be communicated with CQC in a timely manner and handled accordingly. 6.1.4.2 If any test item is unqualified, the certification client is allowed to make rectifications, after analyzing the causes of the nonconformity; then carry out re-test after the rectifications are completed. If re-test is required, the laboratory must report the test status to CQC, which will re-confirm the test plan. 6.1.5 Type test report CQC develops a unified type test report format. The type test report shall include a description of the necessary information for all products, in the certification unit. The laboratory shall issue a type test report, in a unified format. 6.2 Enterprise quality assurance capabilities and product consistency inspection In accordance with the requirements of product implementation rules, (CNCA-00C- 005), (CNCA-00C-006) and other documents, CQC carries out on-site inspections and evaluation, to check whether the quality assurance capability and product consistency control capability of the production enterprise meet the certification requirements. The quality assurance capability and product consistency inspection of the production enterprise shall be carried out, after passing the type test. 6.4 Certification evaluation and decision-making CQC conducts a comprehensive evaluation on the type test, the production enterprise's quality assurance capabilities and product consistency inspection results, as well as relevant materials/information. If the evaluation passes, certification certificates will be issued based on unit; if the evaluation fails, the certification will be terminated. 6.5 Certification time limit CQC sets time limit requirements for the certification process. Certification clients must actively cooperate with certification activities, to ensure that relevant work is completed within the time limit. 7.Post-certification supervision Post-certification supervision refers to the supervision, which is carried out by certification agencies on certified products and their production enterprises. Based on the classified management of production enterprises and the actual situation, the selection of post-certification supervision methods is as shown in Table 2. 7.1 Follow-up inspection after obtaining the certificate 7.1.1 Principles of follow-up inspection after certification On the basis of classified management of production enterprises, CQC implements effective follow-up inspections of certified products and their production enterprises, to verify that the production consistency control of manufacturing enterprises continues to comply with certification requirements, meanwhile, to ensure that certified products continue to comply with standard requirements and maintain consistency with the approved product. 7.1.2 Contents of follow-up inspection after obtaining certification Follow-up inspections include at least the following. 7.1.3 Follow-up inspection time after obtaining certification The time for follow-up inspection after obtaining certification is determined, based on the number of certificates of the certified products, with due consideration to the scale of the factory. Generally, each factory takes 2 ~ 4 person-days for the enterprise. Any non-conforming items, which are discovered during the follow-up inspection after obtaining the certificate, shall be rectified within 3 months; otherwise, the follow-up inspection will not pass. 7.2 Sampling testing or inspection at production site 7.2.1 Principles for sampling testing or inspection at production site If post-certification supervision is carried out, by taking samples for testing or inspection at the production site, the certification client, producers, production enterprises shall cooperate. 7.2.2 Contents of sampling testing or inspection at production site 7.3 Market sampling testing or inspection 7.3.1 Principles of market sampling testing or inspection CQC will conduct market sampling of category A, B, C, D enterprises, when necessary, based on enterprise classification management and certification risk conditions. 7.3.2 Market sampling testing or inspection content CQC formulates a market sampling testing or inspection plan; selects some or all items from the type test inspection items for sampling testing. The designated personnel shall take samples, from the certified products, which are sold in the market, according to the sampling test plan. The samples shall be sent to the designated laboratory, for testing or inspection. 7.4 Frequency of post-certification supervision 7.4.1 Frequency of post-certification supervision In principle, production enterprises must undergo supervision, at the basic frequency specified in Table 2, after first obtaining the certificate. And a post-certification follow- up inspection and production site sample testing must be conducted, at least once every two years. 7.5 Records of post-certification supervision CQC shall properly record and archive the entire post-certification supervision process, to ensure traceability of the certification process and results. 7.6 Evaluation of post-certification supervision results CQC conducts a comprehensive evaluation of the conclusions of follow-up inspections, the conclusions of sample testing or inspection, relevant materials/information. Those that pass the evaluation can continue to maintain the certification certificate and use the certification mark. If any of the evaluation results are unqualified, the evaluation of the post-certification supervision results will be failed; CQC shall make a decision to suspend or revoke the certification certificate, according to the corresponding circumstances, meanwhile make it public. 8.Certificate Certification certificates can be in paper and/or electronic form. The content of electronic version of the certification certificate is consistent with that of the paper version of the certificate; meanwhile it has an online verification function. 8.1 Maintenance of certification certificates The validity period of the product certification certificate, which is covered by this rule, is 5 years. During the validity period, the validity of the certificate relies on the maintenance of certification agency's post-certification supervision. 8.2 Contents of certification certificate If the contents of the certification certificate are marked on the certified products and their sales packages, they shall be consistent with the contents of the certification certificate. For certificate changes/extensions, the version number information of the changed/extended certification certificate shall be indicated, to clearly show the number of changes/extensions to the product. 8.3 Change/extension of certification certificate 8.3.1 Content of change 8.4 Cancellation, suspension, revocation of certification certificates The cancellation, suspension, revocation of certification certificates shall be carried out, in accordance with the "Management Provisions on Compulsory Product Certification" and the "Implementation Rules for Cancellation, Suspension, Revocation of Compulsory Product Certification Certificates", as well as the relevant provisions of CQC.
