1 Scope

The product scope applicable to this Implementation Detailed-Rule shall be implemented in accordance with Article 1 of the Product Implementation Rules; it shall be adjusted in accordance with the catalog definition, catalog adjustment and other announcements issued by the National Certification and Accreditation Administration (hereinafter referred to as the NCAA).

2 Terms and definitions

The definition of vehicle can be found in GB/T 3730.1-2022 "Terms and definitions of motor vehicles, trailers and combination vehicle - Part 1.Types", GB/T 17350-2009 "Terms marks and designation for special purpose vehicles and special trailers", GB 7258-2017 "Technical specifications for safety of power-driven vehicles operating on roads". The classification of vehicles can be found in GB/T 15089-2001 "Classification of power-driven vehicles and trailers". Other terms shall be implemented in accordance with Article 2 of the Product Implementation Rules.

3 Certification standards

The standards, year number, Clause number based on which the certification is carried out are shown in Annex 1 of this Implementation Detailed-Rules. Manufacturing enterprises shall fully implement the national standards and regulations on automobile and trailer product safety, environmental protection, energy conservation, and anti-theft; meanwhile meet the requirements. In principle, the standards based for certification testing shall implement the latest version issued by the national standardization administrative department. When adding or subtracting standards or using other versions of standards, the announcements issued by the CNCA shall be followed; when the standards based for certification testing are updated, it shall follow the technical decisions of the Automobile and Components Technical Expert Group (TC11) of the CNCA.

4 Authentication mode

The certification model for automotive products is implemented in accordance with Article 4 of the Product Implementation Rules. CQC has formulated the "Production Enterprise Classification Principles" (see Appendix 2) based on the product implementation rules and the "Compulsory Product Certification Implementation Rules -- Selection and Determination of Classified Management and Certification Mode for Manufacturers" (CNCA-00C-003) and other relevant requirements. In the specific implementation of tests, initial factory inspections, post-certification follow-up inspections, differentiated certification models are adopted based on differences in production methods, corporate management levels, product characteristics. 4.1 Basic mode Type test + initial factory inspection (enterprise quality assurance capability and product consistency inspection) + post-certification supervision Mass-produced vehicles. Type test + initial factory inspection (enterprise quality assurance capability and product consistency inspection) + post-certification supervision, in which quality assurance capability and product consistency inspection are conducted according to the production consistency inspection method. Non-mass production vehicles. Type test + initial factory inspection (enterprise quality assurance capability and product consistency inspection) + post-certification supervision. Parallel imported vehicles are generally non-mass production vehicles. On the basis of quality assurance capabilities and product consistency inspection, non-mass production vehicle enterprises will add on-site sampling testing or inspection at the production site or port.

5 Certification unit division

The division of vehicle model series, units, models shall be carried out in accordance with Article 5 of the Product Implementation Rules. The certification client can submit a certification commission based on the model series or unit. Products applied for using the single-vehicle certification model will not be divided into units. Certificates will be issued based on the model and specific vehicle identification number, with one certificate per vehicle.

6 Certification entrustment

6.1 Proposal and acceptance of certification entrustment The certification client needs to submit the certification entrustment to CQC in an appropriate manner. CQC will review the certification entrustment and provide feedback on acceptance or rejection, in accordance with the time limit requirements in this Implementation Detailed-Rules. The certification client shall bear relevant quality and legal responsibilities, such as recalls and three guarantees in accordance with relevant national regulations. The producers (manufacturers) and manufacturing enterprises of automobile and trailer products entrusted with certification shall be able to produce normally and comply with national laws, regulations, relevant industrial policy requirements. Otherwise, CQC will not accept the relevant certification entrustment. The certification client submits application materials in accordance with CQC's certification process and requirements. The certification client shall be responsible for the authenticity and legality of the certification application materials submitted. Those under any of the following circumstances will not be accepted. (1) Does not comply with national industrial policies; (2) In the registration certification materials of the certification client, producer (manufacturer), production enterprise, the business scope does not cover certified products; the legal certification materials are missing; (3) Overseas producers (manufacturers) of modified vehicles (excluding parallel imported vehicles) fail to provide the original model manufacturer (manufacturer) or production enterprise authorized modification documents and relevant certification documents from the market supervision department as required; (4) It is included in the national directory of seriously untrustworthy entities in credit information; (5) Other circumstances that prohibit acceptance under laws and regulations. 6.2 Application materials The certification client shall provide the required information to CQC in accordance with the requirements of Appendix 3 of this Implementation Detailed-Rules. The relevant certification information involved in Appendix 3 of this Implementation Detailed-Rules shall be fully submitted by the certification client, when applying for certification for the first time; the execution report of production consistency control plan shall be completed and submitted 2 months before the annual supervisory inspection. 6.3 Implementation arrangements 6.3.1 Certification process The certification client submits an intention application to CQC (completed on the CQC certification process. The certification client submits certification materials (online or in writing) → CQC reviews the information according to the application unit (or series), determines the test plan and issues type test tasks → The certification client sends samples to the designated laboratory for type testing according to the requirements of the type test plan; the designated laboratory issues a type test report → CQC develops factory inspection plan (if applicable) and arranges factory inspection, based on the production consistency control plan submitted by the certification client (mass-produced vehicles; for non-mass produced vehicles, it is conducted according to factory quality assurance capability review + on-site product consistency testing or inspection) → Conduct factory on-site inspection → Review type test report, factory inspection report; evaluate and approve the certification results; issue certification certificate → Conduct post-certification supervision of certified products and production enterprises. If the type test report is not carried out according to the above certification process and a type test report is provided directly, when the test results of all test items meet the standard requirements and the consistency review of the type test samples is passed, THEN, the type test results can be judged as qualified. If factory inspection is carried out for products that have not completed type testing, the certification client needs to apply to CQC; it can be carried out at the same time after approval. For vehicles modified on the basis of uncertified vehicle models (Article 7.2.3 of the Product Implementation Rules), in principle, factory inspection is required after the type test is completed.

7 Certification implementation

7.1 Type test 7.1.1 Type test plan After accepting the certification entrustment and reviewing the data, CQC formulates a test plan and informs the certification client, who can provide opinions on the test plan. If the laboratory has any objection to the test plan, it shall explain the situation to CQC. The type test plan includes type test items, sample requirements and quantities, laboratories responsible for type tests, etc. Certification clients can choose by themselves within the scope of laboratories designated by the CNCA. Once the laboratory is selected, in principle, no adjustments will be made. For certification clients of category A and B enterprises, CQC can intervene and implement product certification in the conceptual design stage of the product, according to the wishes of the client on the premise of evaluating the certification client’s ability and the overall risk of the certified product. According to the enterprise's design process, trial production and testing capabilities, develop an exclusive certification plan so that the product certification process and product design process can be carried out simultaneously. 7.1.2 Type test sample requirements The sample requirements for type testing shall comply with the relevant requirements of Article 7.1.2 of the Product Implementation Rules. When necessary, CQC will take on-site sampling to obtain samples and send them to designated laboratories, based on the actual situation of the production enterprise and the enterprise's classified management. The certification client shall ensure that the samples provided by it can be produced normally and confirmed to be consistent with the actual produced products. The laboratory shall review the consistency and authenticity of samples provided by the certification client. If the laboratory has any objection to the sample, it shall explain the situation to CQC and handle it accordingly. If the components or systems used in the products newly applied for certification are consistent with the components or systems used in the products that have been certified, provided that their structure, testing standards, and testing items remain unchanged, it may not require to provide them additionally. During sampling inspection or testing at the production site or market, the certification client, producer (manufacturer), manufacturing enterprise shall actively cooperate and draw samples from qualified products. If necessary, add samples of the same model and retain them until the test is completed for reference in re-inspection. 7.1.3 Type test items and requirements CQC, together with the laboratory, confirms the testing items in accordance with the relevant requirements of Article 7.1.3 of the Product Implementation Rules, in combination with the category and purpose of the vehicle applied for certification by the certification client. The testing items and requirements for mass-produced and non-mass-produced vehicles are as shown in Annex 1-1 of this Implementation Detailed-Rules; other requirements for parallel imported cars are as shown in Annex 1-2 of this Implementation Detailed- Rules; the testing items and requirements for single vehicle certification are as shown in Annex 1-3 of this Implementation Detailed-Rules. 7.1.4 Implementation of type tests The implementation of type testing shall be carried out in accordance with the relevant requirements of Article 7.1.4 of the Product Implementation Rules. For products that have obtained compulsory product certification (including self- declaration), CQC directly recognizes the results; for the relevant requirements for recognizing the test results of other conformity assessment systems, see Annex 4-1 of this Implementation Detailed-Rules. 7.1.4.1 If the manufacturing enterprise has the testing conditions, which are required by the "Compulsory Product Certification Implementation Rules - The Utilization of Testing Resources and Other Certification Results of Manufacturers" (CNCA-00C-004) and by the certification standards, CQC can use the testing resources of the manufacturing enterprise to implement sampling testing (or witness testing) at production site; a designated laboratory issues a testing report. For specific requirements and procedures, see Annex 4-2 of this Implementation Detailed-Rules. 7.1.4.2 For qualified enterprises, during the type test process, some items can be carried out through design appraisal. CQC will work with the certification client and laboratory to formulate a plan; use review, verification and other methods to confirm the compliance of the design with certification standards during the product design stage; jointly issue a design appraisal report, which will be accepted as the type test results. The specific requirements are based on Annex 2-1 of the Product Implementation Rules. 7.1.4.3 For products of the same model produced by different production sites of the same manufacturer, on the premise of ensuring production consistency, CQC will simplify the type test process and exempt the same parts of testing items. 7.1.4.4 For some type test items, if the certification client submits the CQC with the environmental protection self-commitment document and the "Automotive Product Environmental Protection Self-Commitment" (see Annex 3-3), after agreeing to tighten post-certification supervision and random inspections, it may adopt enterprise self- commitment method to replace testing. Specific requirements are based on Annex 1-4 of the Product Implementation Rules. 7.1.4.5 Automobile products, which use new technologies, shall at least ensure that their safety, environmental protection, energy saving and anti-theft characteristics are no less than the compulsory certification requirements for automobile products. If it involves the implementation rules for compulsory certification of relevant vehicle parts, they must also comply with the corresponding requirements of the implementation rules. Enterprises first conduct self-evaluation of new technology products. If they believe they meet the requirements, they submit an application for certification. After receiving the application materials from the enterprise, CQC conducts a technical review on the impact of the new technology on product safety, environmental protection, energy saving, anti-theft and other characteristics; gives a review results and suggestions. If necessary, it shall be reported to the technical expert group of the Certification and Accreditation Administration, for technical judgment. The specific requirements are based on Annex 2-2 of the Product Implementation Rules.

8 Post-certification supervision

CQC will carry out post-certification supervision on certified products and their manufacturing enterprises, according to the classified management and actual conditions of the manufacturing enterprises, including one or various combinations of three methods. on-site sampling testing or inspection at production or ports, market sampling testing or inspection, to verify that the quality assurance capabilities of manufacturing enterprises continue to meet certification requirements, ensure that certified products continue to meet standard requirements and maintain consistency with type test samples. The post-certification supervision methods include one or various combination of follow-up inspection after certification (including routine supervision inspection, special supervision inspection, certificate restoration factory inspection), production or port on-site sampling testing or inspection, market sampling testing or inspection. If necessary, use one or a combination of the following methods. (1) Obtain real test samples through sampling at the market/production site; (2) Initial factory inspection/follow-up inspection/unannounced inspection without prior notice; (3) Increase the frequency of post-certification supervision; (4) Expand the coverage of testing/inspection and increase the probability of discovering nonconformities. Category A enterprises. The post-certification supervision method is "post-certification follow-up inspection and/or production site sampling testing or inspection" or "market sampling testing or inspection"; on-site inspection of production consistency can be exempted (at least once every two years), but product consistency verification will not be exempted. Category B enterprises. The post-certification supervision method is "post-certification follow-up inspection + production site sample testing or inspection", with an on-site inspection once a year. If necessary, "post-certification follow-up inspection + market sampling testing or inspection" will be used. Category C enterprises. The post-certification supervision method is "post-certification follow-up inspection + production site sampling testing or inspection", with an on-site inspection once a year. Add the "supervisory inspection" and "market sampling testing or inspection" when necessary. Category D enterprises. The post-certification supervision method is "post-certification follow-up inspection + sample testing or inspection"; the sampling location can include the market. In addition to routine post-certification follow-up inspections, at least one additional unannounced supervisory inspection will be added every year. If necessary, samples shall be taken and sent to the designated laboratory for designated testing of related items. 8.1 Post-certification follow-up inspection 8.1.1 Principles of post-certification follow-up inspection On the basis of classified management of production enterprises, CQC implements effective follow-up inspections of certified products and their production enterprises, using one or various combinations of three methods. production or port on-site sampling testing or inspection, market sampling testing or inspection, to ensure that certified products continue to meet standard requirements and maintain consistency with type test samples, verifying that the quality assurance capabilities of the manufacturing enterprise continue to meet certification requirements. The post-certification follow-up inspection shall be carried out during normal production of the manufacturing enterprise, which can be done by notifying the inspected party in advance or not notifying the inspected party in advance. For some non-continuously produced products, the certification client shall submit relevant production plans to CQC, to facilitate the effective implementation of follow-up inspections. Sampling testing or inspection at the production site includes product consistency verification, designated testing, additional sampling testing if necessary. Product consistency verification, designated testing, sampling are completed on-site by the inspection team. In principle, sampling testing shall be completed in the laboratory; witness testing can be adopted when necessary. In order to effectively fulfill its main responsibilities, CQC carries out regular or special post-certification supervision and spot inspections on the product consistency and standard compliance of certified products, which are covered by certificates issued by this agency. The spot inspections will fully combine external quality information and hot topics of industry and public concern; use the results of the spot inspection as an important basis for enterprise classification management, to ensure the effectiveness of certification.

9 Certificate

9.1 Maintenance of certification certificates The certification certificate is valid for 5 years. During the validity period, the validity of the certification certificate relies on CQC’s post-certification supervision to be maintained. If the certification certificate expires and needs to be renewed, the certification client shall submit a certification entrustment, within 90 days before the validity period of the certification certificate expires. If the last post-certification supervision result within the validity period of the certificate is satisfactory, a new certificate can be directly issued. The single vehicle certification certificate is valid for 6 months. 9.2 Contents of certification certificate The content of the certification certificate shall be implemented in accordance with Article 9.2 of the Product Implementation Rules and the National Certification and Accreditation Administration’s “Announcement on Improving the Management of Compulsory Product Certification Certificates and Marks” (No.12, 2023). For certificates issued using single vehicle certification mode, add the letter DC to 17 ~ 18 digits as a special mark. ......
