Compulsory Certification Unit Division and Basis-Standards - Fire Extinguisher Products... 170 IntroductionThis Rules is established based on the safety risk and certification risk of fire extinguisher products in fire protection products. It stipulates the basic principles and requirements for the implementation of compulsory product certification for fire extinguisher products used in public places and residences. Its purpose is to ensure that the certified products continue to meet the requirements of laws, regulations and standards. This Rules can be used with other general implementation rules issued by Certification and Accreditation Administration (CNCA), such as “China Compulsory Certification Implementation Rules - Manufacturing Enterprise Classification Management, Certification Mode Selection and Determination”, “China Compulsory Certification Implementation Rules - Utilization of Manufacturing Enterprise Testing Resource and Other Certification Results”, “China Compulsory Certification Implementation Rules - Factory Inspection General Requirements”. The certification body shall make implementation detailed-rules for certification according to the general implementation rules and this Rules and implement them accordingly. Manufacturing enterprise shall ensure that their certified products are capable of sustaining the compliance with the certification and are compatible with the requirements of the standards.1 Application scopeThis Rules applies to fire extinguisher products used in public places and residences, mainly including the following types. portable fire extinguishers, wheeled fire extinguishers and simplified fire extinguishers.2 Certification basis-standardsThe basis-standards are shown in Attachment "Compulsory Certification Unit Division and Basis-Standards - Fire Extinguisher Products". The latest versions of standards for certification testing issued by the National Standardization Administration shall be executed. When adding or reducing the basis-standards or using other versions of the standards, it shall be implemented in accordance with the corresponding announcement issued by the CNCA.3 Certification modes6 Certification implementationThe certification body shall establish an information management system suitable for the product certification activities carried out. 6.1 Type test The certification body shall clarify the basic requirements of type test in the certification implementation detailed-rules. It shall include the applicable inspection items, sample sampling/sending requirements, quantity, inspection time limit, key components and raw materials used in the product. It shall clarify conditions and specific requirements for acceptable conformity assessment results. CLIENT shall select on its own the laboratory designated by CNCA (hereinafter referred to as the laboratory) for type test. The laboratory shall sign a type test contract with the CLIENT. The contract shall include the type test plan based on the principle of unit division, sample requirements and quantity, test standard items, laboratory information, charging standards, and charging methods, etc. 6.1.1 Authenticity requirements of type test samples CLIENT shall guarantee that all the samples provided are consistent with actual products. The laboratory shall review the authenticity of the samples provided by CLIENT. When the authenticity of the sample is in doubt, the laboratory shall deal with it in accordance with relevant regulations; and explain the situation to the certification body in time. 6.1.2 Implementation of type test Type test shall be conducted in the laboratory. Laboratory shall conduct the type test to the samples, integrally record the whole test and archive for retaining, so that the test process and results are traceable. The laboratory shall stipulate and publicize the test time limit for each compulsory certification product designated to be tested. If the manufacturing enterprise has the test conditions required by "China Compulsory Certification Implementation Rules - Utilization of Manufacturing Enterprise Testing Resource and Other Certification Results" and by the certification standards, in the implementation detailed-rules, the certification body shall specify the management procedures and specific requirements for the use of testing resources of the manufacturing enterprise. 6.1.3 Type test report allowed. After the certification body adopts appropriate methods to confirm that the rectification is effective, the result is concluded as “PASS”. When there are serious disqualified items in the factory inspection, the result is concluded “FAIL”. 6.4 Adoption of relevant results The certification body shall arrange for adopting other conformity assessment results. The relevant requirements shall be stipulated in the certification implementation detailed-rules. 6.5 Certification evaluation and decision The certification body conducts a comprehensive evaluation of the type test, factory inspection results and related materials/information. If the evaluation is passed, the certificate will be issued according to the unit. If the evaluation is not passed, the certification will be terminated. 6.6 Time limit of the certification The certification body shall clearly stipulate the time limit of each link in the certification implementation detailed-rules; ensure that the relevant work is completed within the time limit. CLIENT must actively cooperate with the certification activities. Under normal circumstances, within 90 days from the acceptance of the certification entrusting and the signing of certification contract, a certification certificate shall be issued to CLIENT.7 After-certification supervisionAfter-certification supervision refers to the supervision implemented by the certification body to the certified product and manufacturing enterprise. In combination with the classified management and actual conditions of the certified manufacturing enterprise, the certification body shall clarify the specific requirements for the selection of supervision method in the implementation detailed-rules. CLIENT, manufacturer, and manufacturing enterprise shall cooperate. 7.1 After-certification follow-up inspection 7.1.1 Principles for after-certification follow-up inspection Based on manufacturing enterprise classification management, certification body shall implement the effective follow-up inspection to the certified product and manufacturing enterprise; to validate the quality assurance and product conformity control capabilities of the manufacturing enterprise; to ensure that the Certification Management Method”.9 Certification markThe management and use of certification marks shall comply with the provisions of "Announcement of the CNCA on the Reform of Compulsory Product Certification Marks" (Announcement No. 10, 2018 of CNCA).10 Product specification and certificate of conformityThe product specification and certificate of conformity issued by manufacturer and manufacturing enterprise to the society shall meet the relevant requirements of relevant certification standards; and truly reflect the safety requirements, use requirements of the product, and the conformity of product quality with the certification standards. The parameter content of the product conformity certificate shall be consistent with the certification certificate.11 ChargesThe certification body shall specify the charging items, charging standards, charging time limit and related requirements in the implementation detailed-rules; and shall publicize them to the society. The certification body shall agree on the charging matters with CLIENT in the form of a service contract. If the certification charge is collected by the laboratory itself in accordance with relevant regulations, its charging items, charging standards, charging time limit and related requirements shall be publicized to the public. Relevant organizations shall jointly agree on charging matters with CLIENT in the form of service contracts.12 Certification responsibilityThe certification body shall be responsible for the certification conclusion. The laboratory shall be responsible for the authenticity of the test samples and for the inspection results and inspection reports. The certification body and the factory inspector shall be responsible for the factory inspection conclusions. CLIENT shall be responsible for the authenticity and legality of the materials and samples submitted by it.13 Certification implementation detailed-rulesAccording to the principle and requirements of this Implementation Rules, certification body shall formulate scientific, reasonable and feasible certification implementation detailed-rules. Certification implementation detailed-rules shall be publicly announced and implemented, after filed to CNCA. Certification implementation detailed-rules shall at least include the following contents.
