1 Scope
This standard specifies the safety requirements related to the land
transportation of room air-conditioner employed the flammable refrigerants
(hereinafter shortly referred to as air conditioner) after exit-factory.
This standard applies to the room air-conditioner products as defined in GB/T
7725.
The mobile air-conditioners as defined in GB/T 22257 AND the dehumidifier as
defined in GB/T 19411 may make reference to this standard.
2 Normative references

3 Terms and definitions
The terms and definitions as defined in GB/T 7725 and GB 4706.32 AND the
following terms and definitions apply to this document.
3.1
Flammable refrigerant
The refrigerant classified into type A2 and A3 in accordance with GB/T
7778.
3.2
Air-conditioner transportation
The logistics activities of transporting the air conditioners from one place to
another, including collecting, distributing, handling, transferring, loading,
unloading and distribution.
3.3
Package
The general name of vessels, materials and auxiliary materials used to
protect the product, facilitate transportation, and prompt sale during the
circulation process in accordance with certain technical methods. AND it
also refers to the operational activities of applying a certain technical
method in the process of using the vessels, materials, and auxiliary
materials to achieve the aforementioned purposes.
4 Packaging requirements
4.1 Basic requirements
4.2 Packaging materials
4.2.1 The air-conditioners and their components which had been filled with
inflammable refrigerants shall use the packaging film made of anti-static
material.
5 Vehicles and equipment
5.1 Vehicles and equipment requirements
5.1.1 Transport vehicles may use general cargo trucks, AND the technical
conditions of the vehicle shall comply with the class I vehicle conditions as
specified in JT/T 198.
5.1.5 The vehicles shall be configured with the signs complying with GB 13392,
the side and tail shall be attached with orange white or red white reflective strip,
which shall be used in accordance with provisions.
5.1.6 The vehicles shall be equipped with the necessary communication tools.
5.2 Other requirements
5.2.1 Units engaged in air conditioner transport shall have the corresponding
facilities and equipment to ensure the safe transport of air conditioners.
5.2.2 It shall use the tools which will not produce sparks in loading and
unloading air conditioners, it is prohibited of smoking in the carriage, AND the
vehicle shall be kept away from open fire or high temperature places. The
vehicle shall be installed of the grounding line, which shall be regularly
checked.
6 Transport safety requirements
6.1 Pre-transportation requirements
6.1.1 The driver and relevant staff shall be noticed of the knowledge on
transporting this type of air-conditioner product.
6.1.4 The air-conditioner shall be fixed tightly before being transported to avoid
movement or friction, AND meanwhile the fixation method shall not cause the
damage to the cargo or packaging box.
6.1.5 Check whether the cargo is stacked neatly, and the height shall not
exceed the stacking height as specified on the package.
6.1.6 During van truck transportation or container transportation, if there is gap
more than 10 cm between the air-conditioner and the side wall of the container
or van truck carriage, it shall be filled by non-inflammable materials.
6.2 Transportation process requirements
6.2.1 During transport, it shall control the vehicle speed, keep safe distance,
avoid illegal overtaking, AND avoid emergency braking as far as possible.
6.2.2 It shall not be close to open fire during transportation.
6.2.6 If cargo loss occurs due to cargo package damage in the transportation
process, it must keep away from the vehicle for 3 m before reporting to the
shipper immediately.
7 Safety requirements for loading and unloading
7.1 Basic requirements
7.1.1 The cargos shall be immediately unloaded after reaching to the
unloading point, AND it shall be under the custody by special person during
cargo unloading.
7.1.2 During loading and unloading, it is prohibited for blocking the fire engine
access. The driver shall ensure the unblocked communication AND not move
away from the vehicle.
7.1.9 The loading and unloading site shall be equipped with the dry powder fire
extinguisher or other appropriate firefighting devices in the valid period.
7.2 Loading and unloading operation requirements
7.2.1 During loading and unloading, the engine of the transportation vehicle
must be shut down and the power supply cut off.
7.2.2 During loading and unloading, it shall arrange a special person to be
responsible for the site custody to check the safety risks. If requiring moving
the vehicle, it shall first close the carriage door or fence board.
7.2.3 The loading and unloading must gentle to avoid falling down, AND it is
prohibited for throwing, heavy load, or inverse, etc.
7.2.4 The loading and unloading shall be made in open area, AND it shall be
equipped with ventilation system if loading and unloading is made in a closed
region.
7.2.7 During loading and unloading, if the air-conditioner is falling from height
OR the package is damaged due to other external force, it must place the
air-conditioner in an open or ventilation hole, AND notice the repairman to
make detection and maintenance.
7.2.8 When using the internal combustion forklift to support loading and
unloading, it shall not let the tail gas vent towards the air-conditioner.
7.2.9 The loading and unloading of van truck shall comply with the container
loading and unloading requirements.
8 Storehouse
8.1 The storehouse shall comply with the fire protection design requirements of
GB 50016.
8.2 The fire extinguisher configuration of the storehouse shall comply with the
relevant provisions of GB 50140.
8.6 The storehouse shall be equipped with explosion-proof lighting fixtures.
8.7 It is preferable for the power distribution lines to pass through metallic
conduit, OR use enclosed metallic trunk or plastic tube made from
hard-inflammable materials. In the storehouse, it shall not connect power
cables arbitrarily or increase the power consumption equipment.
8.8 The general power switch in the storehouse shall be located outside the
yard.
8.9 When stacking the products, the package surface attached flame sign shall
be exposed.
8.10 It shall reserve channels between the stacked products and the wall.
8.11 It shall not stack any inflammable materials within the storehouse. The
room air-conditioner using inflammable refrigerants shall be separated from
other air-conditioner area, AND provided with fire warning signs.
9 Technical requirements of safety management system
The enterprise shall follow the relevant national laws and regulations to
establish the safety management system.
