1 Scope
This Part of GB/T 37155 specifies the information protection communication
principles and information interfaces based on IEC 61850 of protection and
control system on regional power grid, as well as the requirements of inter-
station communication principles, communication interfaces, communication
protocols and inter-station information configuration methods.
This Part applies to protection and control system on regional power grid, of
which the voltage level is 110 kV and below. The same type of protection and
control system on regional power grid with other voltage levels and the same
power grid reliability problem may refer to this Part.
2 Normative references

3 Terms and definitions, abbreviations
3.1 Terms and definitions
For the purpose of this document, the terms and definitions defined in GB/T
2900.49 and following apply.
electrical signals of analog quantity and switching value in the station and
converts them to SV and GOOSE signals and sends upstream to the
station domain control substation; the GOOSE trip command or control
command sent downstream by the station domain control substation is
converted to analog signal by the intelligent acquisition device for
operational control.
d) It uses SV and/or GOOSE transmission mechanism to transmit analog
quantity and switching value information between the station domain
control substation and the area control master station.
4.2 Station domain control substation information interface
The station domain control substation information interface shall follow the
following principles:
a) The station domain control substation should have an interface to obtain
information such as power, voltage and current RMS values of the station
through station control layer equipment.
b) The station domain control substation shall have a process layer
communication interface, and can obtain analog quantity and switching
value through process layer equipment or intelligent acquisition device.
c) The in-station data transmission shall meet the requirements of SV and/or
GOOSE transmission mechanism.
5 Inter-station communication
5.1 Inter-station (between distribution terminals) communication
principles
The substation inter-station communication shall follow the following principles:
a) The inter-station communication should adopt peer to peer
communication network topology, and have ring protection function and
network self-healing capability.
b) The inter-station communication data interface shall be compatible with
transmission equipment such as SDH/MSTP, PTN, OTN, EPON.
c) The inter-station communication shall support the transmission of analog
quantity and switching value data, and the data shall be guaranteed in
real time.
d) The regional power grid with regional differential protection function shall

Step example of inter-station information configuration process
The inter-station information configuration process is implemented by referring
to the following steps (taking Figure A.1 as an example):
a) Station 2 exports the SED2 file containing the inter-station information and
sets the engineering configuration permission attribute of the
communication interval of this station. For example, in Figure A.1, the
station domain control substation AA2 exports the SED file containing the
communication interval IED AA2F1, i.e. SED2, and sets the engineering
configuration permission engRight attribute of AA2F1 to “data flow”,
allowing engineering configuration; the engRight attribute of other interval
IED is set to “fix”, not allowing configuration.
b) Station 1 imports the SED2 file and completes the inter-station information
connection between the communication interval of this station and the
communication interval of station 2. For example, in Figure A.1, the
regional control master station AA1 imports the SED2 file of the substation
AA2, and completes the virtual terminal connection between the
communication interval AA1F2 of this station and the communication
interval AA2F1 of station 2.
c) Station 1 completes the inter-station information configuration of the
communication interval of this station, sets the engineering configuration
permission attribute of the communication interval of this station, exports
the SED1 file. For example, in Figure A.1, the master station AA1 uses the
IED configuration tool to complete the virtual terminal configuration of the
communication interval AA1F2 of this station, and derives a SED1 file with
the same ID (identification) as the SED2 but has been instantiated. The
engRight attribute of the communication interval AA1F2 of this station is
set to “fix”, and the engRight attribute of the communication interval
AA2F1 of station 2 is still “data flow”.
d) Station 2 imports the SED1 file and completes the inter-station information
configuration and in-station information configuration of the
communication interval of this station. For example, in Figure A.1, the
substation AA2 imports the SED1 file, implements the inter-station
information configuration of the communication interval AA2F1 of this
station, and uses the IED configuration tool to complete the in-station
information configuration.
