2010 No.41
For the purpose of implementing the "People's Republic of China
Environmental Protection Law", protecting the environment and promoting
technological progress, "Technical requirement for environmental labeling
products - Cases and bags" and other five standards are approved and
published as national environmental standards. The names and numbers of
standards are as follows.
1. “Technical requirement for environmental labeling products - Cases and
bags” (HJ 569-2010)
2. “Technical requirement for environmental labeling products - Toner
cartridge” (HJ 570-2010)
3. “Technical requirement for environmental labeling products - Wood
based panels and finishing products” (HJ 571-2010)
4. “Technical requirement for environmental labeling products - Stationery”
(HJ 572-2010)
5. “Technical requirement for environmental labeling products - Ink-jet
cartridge” (HJ 573-2010)
Announcement is hereby given that the standards mentioned above shall be
implemented since July 1, 2010, and published by the China Environmental
Science Press. The content can be found at the website of the Ministry of
Environmental Protection (bz.mep.gov.cn).
Hereby it is announced.

Foreword
This Standard is formulated for implementing the "People's Republic of China
Environmental Protection Law", reducing the impact of cases and bags in the
production and use on the environment and human health.
This Standard puts forward the requirements for cases and bags (harmful
substance limits in fabrics, metal parts in contact with human skin, smell grade),
production process, prohibited substances in package, storage and
transportation of cases and bags.
This Standard applies to Chinese environmental labeling product certification.
This Standard was organized and developed by Department of Science and
Technology Standard of the Ministry of Environmental Protection.
Main drafting organizations of this Standard. Environmental Development

1 Scope
This Standard specifies the terms and definitions, basic requirements, technical
contents, and inspection methods of environmental labeling products - cases
and bags. This Standard applies to cases and bags that are made of textile
fabric, leather and PU synthetic leather.
2 Normative references
The following standards contain the provisions which, through reference in this
Standard, constitute the provisions of this Standard. For undated references,
the effective version applies to this Standard.

3 Terms and definitions
The following terms and definitions apply to this Standard.
6.5 Inspection of 5.1.2 of technical contents shall be conducted in the method
stipulated in GB/T 22866-2008.
6.6 Inspection of 5.1.3 of technical contents shall be conducted in the method
stipulated in Appendix of HJ 507-2009. Sample preparation shall be conducted
in the following steps. After the sample is unsealed, immediately extract (150±5)
cm3 of fabric sample, of which the size shall be converted according to sample
thickness. For example, for the sample of which the thickness is 1.0 mm, its
size shall be about 39 cm × 39 cm.
Coated fabric shall be tested as a whole.
6.7 Inspection of adhesive in 5.2.2 of technical contents shall be conducted in
the method stipulated in HJ/T 220.
6.8 Inspection of transportable heavy metal limits in ink in 5.2.3 of technical
contents shall be conducted in the method stipulated in Appendix C of GB 6675-
2003.
6.9 Other indicators of technical contents shall be verified by document review
and inspection on the spot.
