Foreword
In order to implement the “Environmental Protection Law of the People's
Republic of China”, to reduce the impact of coatings on the environment and
human health during production and use, and to protect the environment, this
Standard has been formulated.
This Standard proposes the limit requirements for harmful substances in water
based coatings.
This Standard has revised “Technical requirement for environmental labeling
products - Water based coatings” (HJ/T 201-2005). The main changes are as
follows:
- ADJUST the scope of the standard;
- ADJUST the requirements for substances that cannot be artificially added;
- ADD the limit requirements for glycol ethers and esters;
- IMPROVE the limit requirements for volatile organic compounds;
- IMPROVE the limit requirements for the total amount of benzene, toluene,
xylene and ethylbenzene.
This Standard applies to China’s environmental labeling product certification.
This Standard was formulated by Department of Science and Technology
Standards of the Ministry of Environmental Protection.
Main drafting organization of this Standard: Environmental Development
Center of the Ministry of Environmental Protection.
This standard was approved by the Ministry of Environmental Protection on
March 31, 2014.
This Standard was implemented from July 1, 2014.
This standard is explained by the Ministry of Environmental Protection.
The previous released versions replaced by this Standard are as follows:
- HJ/T 201-2005, HBC 12-2002, HJBZ 4-1999, HJBZ 4-1994.

1 Scope
This Standard specifies the terms and definitions, basic requirements, technical
contents and inspection methods of environmental labeling products of water
based coatings.
This Standard applies to water based coatings and matching putty.
This Standard does not apply to water based waterproof coatings and water
based marine coatings.
2 Normative references
The provisions in following documents become the provisions of this Standard
through reference in this Standard. For undated references, the valid versions
apply to this Standard.

6 Inspection methods
6.1 The test of volatile organic compounds (VOC) in Technical Contents 5.2 is
carried out according to the method specified in GB/T 23986-2009. The test of
density is carried out according to GB/T 6750. The test of moisture is carried
out according to Annex B of GB 18582-2008. The calculation of VOC in
architectural coatings is carried out according to 10.4 of GB/T 23986-2009; the
calculation of VOC in industrial coatings is carried out according to 10.3 in GB/T
23986-2009; the calculation of VOC in putty is carried out according to 10.2 in
GB/T 23986-2009. The test of specular gloss of interior architectural coatings
is carried out according to GB/T 9754.
6.2 The test of ethylene glycol and its esters in Technical Contents 5.2 is carried
out according to the method specified in GB 24409-2009.
6.3 The test of formaldehyde in Technical Contents 5.2 is carried out according
to the method specified in GB/T 23993-2009.
6.4 The test of benzene, toluene, xylene and ethylbenzene in Technical
Contents 5.2 is carried out according to the method specified in GB 18582-2008.
6.5 The test of halogenated hydrocarbons in Technical Contents 5.2 is carried
out according to the method specified in GB 18583-2008.
6.6 The test of lead, cadmium, chromium and mercury in Technical Contents
5.2 is carried out according to the method specified in GB 18582-2008.
6.7 Other indicators in Technical Contents are verified through document review
combined with on-site inspection.
