This Part is Part 1 of GB/T 778.
This Part was drafted in accordance with the rules given in GB/T 1.1-2009.
This Part replaces GB/T 778.1-2007, Measurement of water flow in fully charged
closed conduits – Meters for cold potable water and hot water – Part 1.Specifications.
Compared with GB/T 778.1-2007, its major technical changes are as follows.

— it adds different requirements for permanent flow and measuring range in two
directions of reverse flow water meters (see 4.2.7);
— it adds the requirement that water meters are capable of withstanding static
pressure without damage or leakage (see 4.2.10);
— it adds the requirement that for a replaceable battery, a low battery or exhausted
battery indicator or a meter replacement date shall be indicated on the meter
(see 5.2.3.2);
— it adds the requirement that, for a replaceable battery, if the register display gives
an indication of “low battery”, there shall be a minimum useful life for the register
display from the time “low battery” indication is displayed to end of life (5.2.4.2);
— it adds the requirement that Replacement of the battery shall be carried out in a
way that does not necessitate breaking the seal required for statutory
metrological inspections (5.2.4.4);
— it adds the requirement that a water meter shall be of such design, composition,
and construction that it does not facilitate the perpetration of fraud and that it
does not exploit the MPE or favour any party (see 6.1.7 and 6.1.9);
— it adds the requirement that the adjustment of the meter may not exploit the MPE

1 Scope
This Part of GB/T 778 specifies the metrological and technical requirements for water
meters for cold potable water and hot water flowing through a fully charged, closed
conduit. These water meters incorporate devices which indicate the integrated volume.
2 Normative references
The following referenced documents are indispensable for the application of this
document. For dated references, only the edition dated applies to this document. For
undated references, the latest edition of the referenced documents (including all
amendments) applies to this document.
3 Terms and definitions
For the purposes of this document, the following definitions apply.

4 Metrological requirements
A water meter shall be designed and manufactured such that its errors (of indication)
do not exceed the maximum permissible errors (MPEs) as defined in 4.2.2 or 4.2.3
under rated operating conditions.
The meters fall under water temperature classes corresponding to the various ranges,
chosen by the manufacturer from the values given in Table 1.
5 Water meters equipped with electronic devices
All water meters equipped with checking facilities shall prevent or detect reverse flow,
as specified in 4.2.7.
Replacement of the battery shall be carried out in a way that does not
necessitate breaking the seal required for statutory metrological inspections.
6 Technical requirements
Under specific installation conditions, a strainer or filter, fitted at the inlet of a
meter or in the upstream pipeline, may be required.
The colour black should be used to indicate the cubic metre and its multiples.
The colour red should be used to indicate sub-multiples of a cubic metre.
7 Metrological controls
Before undergoing type evaluation tests, each type of water meter submitted shall be
examined externally to ensure that it complies with the provisions of the relevant
preceding clauses of GB/T 778.1.

Performance tests for water meters with electronic devices
This annex defines the programme of performance tests intended to verify that water
meters with electronic devices can perform and function as intended in a specified
environment and under specified conditions. Each test indicates, where appropriate,
the reference conditions for determining the intrinsic error.
