1 Subject Contents and Applicable Scope
This Standard specifies the allowable values and test methods for the harmonics in
public supply network.
This Standard is applicable to the public supply network with AC rated frequency of
50Hz, nominal voltage of 110kV and below.
The public supply network with nominal voltage of 220kV can be implemented with
reference to 110kV.
This Standard is not applicable to the transient phenomena and short-term harmonics.
2 Normative References

3 Terms
3.1 Point of common coupling
The position where the user access to the public supply network.
3.2 Harmonic measurement points
The position where the supply network and user’s harmonics are measured.
3.3 Fundamental (component)
The component with the same frequency and power frequency obtained by the Fourier
series decomposition performed against the AC quantity.
3.4 Harmonic (component)
The component with the frequency greater than 1 integral multiple of the fundamental
frequency obtained by the Fourier series decomposition performed against periodic
AC quantity.
3.5 Harmonic order (h)
The integer ratio between the harmonic frequency and the fundamental frequency.
3.6 Harmonic content (for voltage or current)
The amount obtained by subtracting the fundamental component from the periodic AC
quantity.
4 Harmonic Voltage Limit Value
The harmonic voltage (phase voltage) limit value of public supply network can refer to
Table 1.
5 Harmonic Current Allowable Value
5.1 The harmonic current component (root-mean-square value) injected by all users of
the point of common coupling to such point shall not exceed the allowable values
specified in Table 2.
5.2 The allowable value of the harmonic current injected into the supply network by
each user of the same point of common coupling shall be assigned by the ratio
between the user’s protocol capacity at such point and the power supply capacity of
the point of common coupling. The allocation calculation shall refer to Appendix C
(supplement).
6 Measurement
The provisions on the measuring method of harmonics, data processing and
measuring instrument can refer to Appendix D (Supplement).

When the minimum short-circuit capacity of the point of common coupling in the supply
network is different from the reference short-circuit capacity in Table 2, modify the
allowable value of harmonic current in Table 2 as per the following formula.
