1 Scope
This Document establishes the structure of standardizing document and the
general principles and requirements for their drafting. It also specifies the rules
for the drafting and expression of document names, levels, elements, and the
format of document layout.
This Document is applicable to the drafting of national, industry and local
standardization documents. The drafting of other standardizing documents can
refer to this Document.
NOTE. Without causing confusion, the "standardizing document" in this Document are
simply referred to as "documents".

3 Terms and definitions
For the purposes of this Document, the terms and definitions defined in GB/T
20000.1 as well as the followings apply.
3.1 Document

4 Type of document
4.1 There are a large number of standardizing documents with a wide range.
According to different attributes, documents can be classified into different
types. China's standardizing documents include standard, standardizing
technical document, and a certain part of document. International standardizing
documents usually include standard, technical specification (TS), publicly
available specification (PAS), technical report (TR), guide (Guide), and a certain
part of the document.
4.2 Confirm that the type of standards can help drafters to draft standards with
better applicability. According to different attributes, the standard can be divided
into different types.
5 Goal, principle and requirement
5.1 Goal and general principle
The goal of document drafting is to make the document provide a framework
for future technological development by specifying clear, accurate and
unambiguous terms, which is understood and easy to apply by professionals
who have not participated in the document drafting, so as to promote trade,
exchange and technical cooperation.
5.2 The principle of drafting the document as a whole or divided into parts
5.3 Selection principles of normative elements
5.3.1 Standardizing object principle
The principle of standardizing objects refers to the need to consider the relevant
content of standardizing objects or fields when drafting documents, so as to
confirm whether the object to be standardized is product / system, process or
service or content related to a certain field; whether it is complete standardizing
object, or an aspect of standardizing object, so as to ensure that the content of
normative elements is closely related to the object or domain of standardization.
The standardizing object determines the object category of the drafted standard
[see 4.2a)]. It directly affects the composition of the normative elements of the
document and the selection of its technical content.
5.4 Expression principle of document
5.4.1 Principle of consistency
Within each file or between parts of a file divided into parts, the structure and
expression of elements should be consistent. To this end.
5.5 General requirement
5.5.1 When drafting a document, the expected structure of the document (see
6.2) and the internal relationship shall be determined based on the selection of
normative elements.
5.5.2 In order to improve the applicability and application efficiency of the
document and ensure the timely release of the document, the draft documents
at all stages of the drafting work are based on the drafting rules in accordance
with the provisions of this Document.
5.5.3 The document shall not stipulate contract requirements such as claims,
guarantees, and expense settlement, nor shall it stipulate legal requirements
such as administrative measures, legal liabilities, and penalties.
6 Document name and structure
6.1 Document name
6.1.1 General
The document name is a clear and concise description of the topic title covered
by the document. Any document shall have a document name and shall be
placed on the title page and at the top of the first page of the main body.
The expression of the document name shall make it easy to distinguish a
document from other documents. It shall not involve unnecessary details. Any
necessary supplementary instructions are given by the scope.
6.1.2 Selection of optional elements
6.1.3 Scope of avoiding restricting documents
Document name shall avoid details that inadvertently limit the scope of the
document. However, when the document refers to only a specific type of
product / system, process or service, it shall be reflected in the document name.

6.1.4 Word selection
6.1.4.1 The document name does not need to describe the document as a
category of "standard" or " standardizing guidance technical document". It shall
not contain words such as "...standard", "...national standard", "...industry
standard" or "...standardizing guidance technical document".
6.1.4.2 In addition to complying with the provisions of 6.1.2.2c), the

6.2.1 Divisions and subdivisions
According to the affiliation of the content of the document, the document can be
divided into several levels. See Table 2 for the possible divisions and
subdivisions in the document.
6.2.2 Element
6.2.2.1 Classification of element
According to the function, the content of the document can be divided into
relatively-independent functional unit – element. From different dimensions,
elements can be divided into different categories.
6.2.2.3 Selection of element
Among the normative elements, the scope, terms and definitions, and core
technical elements are essential elements; the rest are optional elements, of
which the content of terms and definitions (see 8.7) can be selected according
to specific conditions. Different functional types have different core technical
elements (see 8.11). The optional elements in the normative elements can be
selected in Table 3 according to the specific circumstances of the drafted
document or merged or split. The title of the element can also be adjusted.
Other technical elements can also be set (see 8.12).
7 Drafting of divisions and subdivisions
7.1 Part
7.1.1 Division of part
7.1.1.1 Part is the first level divided by a document. Some divided parts share
the same document sequence number. Part should not be further subdivided
into sub-parts. After the document is divided into parts, each part can be
individually prepared, revised and released, and follow the same drafting
principles and rules as the overall document (see 5.2).
7.1.2 Part number
Part number shall be placed after the sequence number in the document
number. Use Arabic numerals starting with 1 and separate the sequence
number with the bottom foot (for example, XXXXX.1, XXXXX.2).
7.2 Clause
Clause is the basic unit of document divisions and subdivisions.
Clause shall be numbered using Arabic numerals starting with 1.The clause
number shall start from the scope clause and continue to the annex.
Each clause shall have a clause title and shall be placed after the number.
7.3 Subclause
7.3.1 Subclauses are numbered subdivision levels within the clause. The
subclause can be further subdivided. The subdivision level shall not be too
much, and it can be divided into the fifth level at most. Only when there is more
than one subclause in a level, the subclause can be set. For example, in Clause
10, if there is no 10.2, there is no need to set up 10.1.
7.4 Section
Section is an unnumbered subdivision level in clause or subclause.
In order NOT to cause confusion when quoting, it is not advisable to set up a
section between the clause title and the subclause or between the clause title
and the next level subclause (referred to as "suspended section").
7.5 Lists
7.5.1 Lists are a sublevel in section, used to emphasize the content of the
subdivided parallel items. Lists shall be composed of quotations and juxtaposed
items. There are two specific forms.
7.5.2 Lists can be further subdivided. The subdivision shall not exceed two levels.
7.5.4 Use bold letters to highlight key terms or phrases in lists, so as to
emphasize the theme of each list (see boldface of lists in 8.3).
8 Drafting of element
8.1 Title page
The element, title page, is used to give information indicating the document.
On the title page, the following required information shall be marked. the name
of the document, the level or category of the document (such as "National
Standard of the People's Republic of China" and "Guidelines for National
Standardization Technical Document of the People's Republic of China"), and
the document designation (such as "GB"), document number 1, International
Standard Classification (ICS) number, China Standard Document Classification
(CCS) number, release date, implementation date, issuer.
8.2 Table of contents
The element, table of contents, is used to present the structure of the document.
In order to easily refer to the contents of the document, it is usually necessary
to set the table of contents.
According to the specific situation of the formed document, a table of contents
shall be established in order for the following content.
8.3 Foreword
Foreword, the element, is used to give information other than the content of the
document itself, such as other documents on which the document was drafted,
the relationship and compilation with other documents, and the basic
information of the drafter. The foreword shall not contain requirements,
instructions, recommendations or permitted clauses. It shall not use graphs,
tables or mathematical formula. The foreword shall not give clause numbers
and not be divided into subclauses.
8.4 Introduction
The element, introduction, is used to describe information related to the content
of the document itself and shall not contain required provisions. Each part of
the document that is divided into parts or some contents of the document
involving patents shall set introduction. The introduction shall not give clause
number.
8.5 Scope
8.5.1 The element, scope, is used to define the standardizing object and all
aspects covered by the document and indicate the applicable boundaries of the
document. When necessary, the scope shall indicate what is generally
considered to be covered by the document but is not actually involved. For each
part of the document that is divided into parts, its scope shall only define the
standardizing objects of each part and all aspects covered.
8.5.2 This element should be set as Clause 1 of the document. If it is really
necessary, it can be further subdivided into subclauses.
8.5.3 The scope statement shall be concise so that it can be used as an
executive summary. Background information that can be given in the
introduction shall not be stated in the scope (see 8.4). The scope shall be
expressed as a series of statements of facts. Use declarative provisions and
shall not contain requirements, instructions, recommendations and permitted
provisions.
8.13 Bibliography
The element, bibliography, is used to list the document list of informative
references in the document (see 9.5.4.2.2), as well as the list of other
information sources, for example, the referred documents during drafting for
reference.
8.14 Index
The element, index, is used to give a way to retrieve document content by
keywords. If the index needs to be set for the convenience of the document
user, then it shall be used as the last element of the document.
9 Expression of element
9.1 Provision
The type of provision is divided into. requirement, instruction, recommendations,
permission and statement. Provision can be included in the provision of
normative element, chart footnote, section between figure and figure title or
section in table.
9.2 Additional information
The expression of additional information includes. examples, notes, footnotes,
chart footnotes, and the list of documents and information resources in
"normative references" and "bibliography", the list of contents in "table of
contents" and index list in "index". In addition to the footnotes to the charts, they
shall be expressed as statements of facts. They shall not contain requirements
or instructed, nor recommended or permitted provisions.
9.3 General content
The general content of a clause / subclause in the document shall be the first
one in this clause / subclause. Depending on the specific content, "general
requirement", "general principle" and "overview" can be used as the subclause
title.
9.4 Text
9.4.1 Chinese characters and punctuation marks
The Chinese characters used in the document shall be standardized Chinese
characters. The punctuation marks used shall comply with the provisions of GB/T15834.
