1 General Provisions
1.0.1 This code is prepared with a view to guarantee the urban water safety
and water environment quality, maintain the health water circulation and
regulate the basic function and technical performance of urban water supply
and drainage systems and facilities.
1.0.2 This code is applicable to the planning, investigation, design, construction,
acceptance, running, maintenance and management, etc. of systems and
facilities relevant to urban water supply, drainage, wastewater reclamation and
reuse and rainwater utilization.
For urban water supply, systems and facilities for water intaking, delivery,
purification, distribution and building water supply are included; for urban
sewerage, systems and facilities for building drainage as well as collection,
delivery, treatment and disposal of rainwater and sewage are included; for
sewage reclamation and reuse and rainwater utilization, urban sewage
reclamation and reuse and rainwater utilization systems as well as water and
rainwater utilization facilities in local area, residential area and building are
included.
1.0.3 The planning, investigation, design, construction, running, maintenance
and management of urban water supply and drainage systems and facilities
shall comply with the principles of making safety water supply, service function
guarantee, resource conservation and environment protection keep
harmonious development with the natural circulation of water.
1.0.4 Besides meeting those specified in this code, the planning, investigation,
design, construction, running, maintenance and management of urban water
supply and drainage systems and facilities shall also comply with those
stipulated in the current relevant standards of the nation; when relevant current
standards are inconsistent with those specified in this code, those specified in
this code shall be observed.
2 Basic Requirements
2.0.1 Water supply and drainage system compatible with the development
demands must be constructed in the urban to maintain the ecological security
of water environment.
2.0.2 Urban water supply and drainage planning shall be based on the master
plans of the region, urban and town, and shall be in harmony with water
resource planning, water pollution control planning, ecological and
environmental protection planning and disaster prevention planning, etc.
2.0.3 Urban water supply and drainage facilities shall be provided with
capacities for responding to natural disaster, accident disaster, public health
event, social security event and other emergency incidents.
2.0.4 The flood control criteria for urban water supply and drainage facilities
shall not be less than the corresponding fortification requirements of serviced
town and shall have appropriate safety margin.
2.0.5 Qualified materials and facilities must be used for urban water supply and
drainage facilities. Meanwhile, the materials and facilities of urban water supply
facilities must meet sanitary security requirements.
2.0.6 Water-saving and energy-saving technology, equipment, instrument and
product shall be adopted for urban water supply and drainage system.
2.0.7 In urban water supply and drainage system, construction relevant to
production safety, environmental protection and water-saving facility shall be
designed, constructed and put into operation together with the principal part of
the project.
2.0.8 Corresponding operation standards shall be prepared for the running,
maintenance and management of urban water supply and drainage systems
and facilities and be enforced strictly.
2.0.9 The construction and management for relevant facilities must be carried
out during the construction and running of urban water supply and drainage
engineering to meet the requirements for production safety, occupational
sanitation safety, fire safety and safety and security.
2.0.10 Noise, wastewater, exhaust and solid wastes produced during the
construction and running of urban water supply and drainage engineering shall
not cause harm to surrounding environment and personal health and measures
shall be taken to reduce the discharge of greenhouse gases.
2.0.11 Inflammable, explosive and toxic dangerous chemicals used and

3.1 General Requirements
3.1.1 Urban water supply system shall be provided with the ability of assuring
continuous and uninterrupted water supply to urban and meeting the water
utilization requirements by urban regarding water quality, water volume and
water pressure.
3.1.2 The water quality of drinking water in urban water supply must comply
with the national current standard “Standards for Drinking Water Quality”.
3.1.3 Water supply scale shall guarantee the maximum daily water
consumption within the term of years specified by the scope of water supply.
3.1.4 Urban water consumption shall be in harmony with urban water resources.
3.1.5 Urban water supply planning shall, based on science forecasting of urban
water consumption, reasonably develop and utilize water resources, coordinate
the layout of water supply facilities and guide the water supply engineering
construction correctly.
3.1.6 Urban water supply system shall be provided with sound water quality
monitoring system, qualified testing personnel and instrument and equipment
to implement strict and effective supervision and control over water quality.
3.1.7 Complete and accurate water quality monitoring file shall be established
for urban water supply system.
3.1.8 Water supply and utilization must be measured.
3.1.9 When urban water supply system requires to cut off the water supply,
notification shall be given in advance or timely.
3.1.10 When works of urban water supply system are reconstructed and
extended, it is required to ensure the safety of urban water supply and protect
adjacent facilities.
3.2 Water Source and Water Abstraction
3.2.1 The selection of urban water supply source shall be based on the
evaluation report of water resources investigation and ensure the reliability of
water intake volume and water quality; blind exploitation is strictly prohibited.
3.2.2 Protected area shall be defined in urban water supply source region and
corresponding water quality safety precautions shall be taken.

through corrosive section.
3.4.8 Water supply network shall be subjected to optimization design, optimized
regulation management and energy consumption reduction.
3.4.9 The distance from water transportation and distribution pipe to buildings
(structures) and other pipes and their positions shall ensure safety water supply.
3.4.10 When water transportation and distribution pipes pass through railway,
highway and urban road, facility security shall be ensured; when they are buried
at river bottom, the water velocity in pipe shall be greater than the non-silting
velocity and pipe shall not be destroyed by flood erosion and shall not influence
navigation.
3.4.11 Anti-freezing measures shall be taken for the pipe laid in the area with
frozen hazard.
3.4.12 Before the final acceptance of pressure pipe, hydraulic testing shall be
carried out. Drinking water pipes shall be washed and sterilized before running.
3.5 Water Treatment
3.5.1 Urban water plant processes the raw water; the quality in effluent water
shall not be lower than the requirements of the current national standard
Standards for Drinking Water Quality and necessary margin shall be reserved.
3.5.2 The plan layout and vertical design of urban water plant shall meet the
functional, running and maintenance requirements of all buildings (structures);
convenient and safe passing shall be provided between main buildings
3.6.7 Disinfection facilities shall be arranged for the water reservoir (tank) of
drinking water and water supply facilities must be cleaned and disinfected
before being placed in operation.
3.6.8 Fire water supply system and fire extinguishing facilities shall be allocated
reasonably according to the building purpose, function, scale, importance and
fire characteristics and fire hazard, etc.
3.6.9 Fire water sources must be safety and reliable.
3.6.10 The water volume and pressure of fire water supply system shall meet
the operation requirements.
3.6.11 Safety protective measures shall be taken for the structure, station room,
equipment and pipe network, etc. of fire water supply system and their power
supply shall be safe and reliable.
3.7 Building Hot Water and Purified Drinking Water
3.7.1 For the determination of building hot water quota, it shall match the quota
of building water supply; heat source of building hot water shall be determined
according to local renewable energies and thermal resource conditions in
combination with the requirements of users.
3.7.2 Building hot water supply shall ensure that the water quality of water
utilization terminal conforms to the requirements of current national drinking
water standard.
3.7.3 The temperature of building hot water shall meet the operation
requirements; anti-scald measures shall be taken for the hot water supply in
special building.
3.7.4 Water heating and storage equipment and hot water supply system shall
ensure safe and reliable water supply.
3.7.5 Necessary safety devices shall be arranged for hot water supply pipe
system.
3.7.6 The water quality in the user side of dedicated drinking water system shall
meet the relevant requirements of the current professional standard “Water
Quality Standards for Fine Drinking Water” (CJ 94) and strict guarantee
measures shall be taken.
4.2 Building Drainage
4.2.1 Arrangement of building drainage equipment and laying of pipe shall not
pollute the drinking water and food, shall not endanger the building structure
and equipment and shall not affect the living condition.
4.2.2 When the sanitary ware without water seal is connected with sewage pipe
or other drainage pipes which may produce harmful gas, effective measures
shall be taken to prevent the leakage of harmful gas.
4.2.3 The sanitary ware and floor drain in basement and semibasement shall
not be connected with the upper drainage pipes; pressure drainage system
shall be adopted and safe and reliable discharge of sewage and wastewater
shall be ensured.
4.2.4 For the site where it is unable to discharge rainwater by gravity flow such
as the sunk square, and exit and entrance of underground garage, pressure
flow rain drainage system shall be arranged to ensure the timely and safe
discharge of rainwater.
4.2.5 The arrangement of septic tank shall not contaminate the underground
water intake construction and the living water reservoir.
4.2.6 For the sewage of medical institution, corresponding treatment process
shall be adopted according to the sewage property and discharge condition;
and disinfection treatment must be carried out.
4.2.7 The arrangement and drainage capacity of rainwater drainage and
overflow facilities of building roof shall not affect the roof structure, wall and
personnel safety and the rainwater in design recurrence interval shall be timely
discharged.
4.3 Sewer
4.3.1 Sewer shall convey the rainwater and sewage economically and
reasonably and shall be provided with the following performances:
1 The drainage shall be unblocked;
2 The public sanitation and public health shall not be endangered;
3 Adjacent buildings and public utilities shall not be endangered;
4 The maximum design fullness of gravity flow sewage pipe shall guarantee
safety.
4.3.2 Independent drainage system shall be arranged for the separate grade
measures for clearing the accumulated sediment.
4.5 Sewage Treatment
4.5.1 Sewage treatment plant shall be provided with the function of effectively
reducing the urban water pollutant and the discharged water, mud and gas shall
meet the requirements of relevant current national standards.
4.5.2 For the sewage treatment plant, sewage treatment degree shall be
scientifically determined and treatment process shall be reasonably selected
according to the national discharge standard, water quality of sewage, purpose
of the water after treatment and the like.
4.5.3 The overall design of sewage treatment plant shall be beneficial to reduce
the running energy consumption, reduce the effect of bad smell and noise on
operation management personnel.
4.5.4 Sewage treatment plant in combined system shall be provided with the
capacity for treating interception initial rainwater.
4.5.5 The natural treatment of sewage shall not reduce the quality of
surrounding environment and shall not pollute the underground water.
4.5.6 The water outlet of urban sewage treatment plant shall be discharged
after disinfection and the sewage disinfection site shall be provided with safety
protective measures.
4.5.7 Facilities for measuring the water quality and monitoring the water quality
shall be arranged for the sewage treatment plant.
4.6 Sludge Treatment
4.6.1 Reducing, stabilizing and innocent treatment as well as safe and effective
disposal shall be carried out for the sludge.
4.6.2 For the site with fire or explosion hazard such as sludge digestion tank,
sewage gas pipe, gas tank and sewage gas combustion apparatus,
precautionary safety measures shall be taken.
4.6.3 Sewage gas shall be comprehensively utilized and shall not be arbitrarily
discharged into the atmosphere.
4.6.4 Sludge concentration and dewatering room shall be well-ventilated and
anti-skid measures shall be taken for the medicine dissolving site.
4.6.5 Measures for seepage prevention and leachate collection and disposal
shall be taken for the sludge composting site to prevent the water body pollution.
5 Reuse of Sewage and Use of Rainwater
5.1 General Requirements
5.1.1 Urban shall compile reclaimed water and rainwater use planning of urban
according to the overall planning and water resources condition.
5.1.2 Urban reclaimed water and rainwater use engineering shall meet users’
requirements for water quality, water quantity and water pressure.
5.1.3 Urban reclaimed water and rainwater use engineering shall ensure the
water safety.
5.2 Source of Reclaimed Water and Its Water Quality
5.2.1 Urban reclaimed water source shall ensure its water quality as well as the
stability, reliability and safety of water quantity.
5.2.2 It is strictly forbidden to use the sewage with over-proof heavy metal and
toxic and harmful substance and sewage of medical institution as well as
radioactive wastewater as the source of reclaimed water.
5.2.3 Reclaimed water quality shall meet the requirements of relevant current
national standards. When there are different requirements for water quality, the
user with large water consumption and low water quality standard shall be met
at first.
5.3 Water Reclamation Safety Guarantee
5.3.1 Overflow and dump pipes shall be arranged for the urban reclaimed water
engineering. When the overflow is discharged into the pipe or water body, it
shall meet the requirements of national emission standard; during the dump,
relevant emergency measures shall be taken.
5.3.2 For the urban reclaimed water use engineering, reclaimed water storage
facility shall be arranged and sanitary protection shall be properly carried out to
guarantee the quality safety of reclaimed water.
5.3.3 Disinfection facilities shall be arranged for the urban reclaimed water use
engineering.
5.3.4 Facilities for measuring the water quality and monitoring the water quality
shall be arranged for the urban reclaimed water use engineering.
5.3.5 When the drinking water serves as supplement of reclaimed water,
reliable and effective backflow and pollution prevention measures shall be
6 Structure
6.1 General Requirements
6.1.1 For the surface buildings of each plant in water supply and sewerage
engineering of urban, their structure design and construction and quality
acceptance shall meet corresponding provisions of national current standards
of industrial and civil buildings.
6.1.2 For the major structure and underground main of main building in urban
water supply and sewerage facility, their design service life of the structure shall
not be less than 50 years and the safe class shall not be less than Grade II.
6.1.3 For the structure design of building and pipe in water supply and
sewerage engineering of urban, the structure type, construction, foundation
form and foundation treatment mode must be determined based on the
geotechnical investigation report.
6.1.4 The design, construction and management of building and pipe structure
shall meet the following requirements:
1 The structure design shall be counted in the combined load, earthquake
action (located in the earthquake region) and environmental influence (variation
of temperature and humidity, surrounding medium effects, etc.), which may
occur during normal construction and normal running. Calculation model shall
be correctly established and the calculation of corresponding bearing capacity
and deformation, cracking control and the like shall be carried out.
2 Structural construction shall be implemented according to corresponding
standards of national current construction and quality acceptance.
3 Corresponding maintenance operation specifications shall be formulated
and implemented.
6.1.5 The internal force analysis of building and pipe structure under each
combined action shall be calculated according to the elastomer without taking
the internal force redistribution caused by non-elastic deformation into
consideration.
6.1.6 For the building and pipes below the surface water or underground water,
the anti-floating stability in the construction and service period shall be
calculated; corresponding calculating water level shall be based on the possible
maximum water level provided by investigation documents.
6.1.7 The standard strength value of the structural material of building and pipes
shall not be less than 95 % assurance rate; when they are located in the seismic

6.2 Building
6.2.1 Combined actions of watertight test in construction period and possible

6.2.2 For structural design of prestressed concrete building, the component
section shall be controlled at a pressed state under various combined actions
during normal running.
6.2.3 The concrete material of building for holding water shall meet the following
requirements:
1 Appropriate cement variety and cement consumption shall be selected.
2 The water-binder ratio of concrete shall be controlled no larger than 0.5.
3 The impermeability grade of concrete shall be determined according to
running conditions.
4 The frost resistant grade of concrete shall be determined according to
environmental conditions (cold or severe cold region).
5 Cement variety and cement consumption shall be selected specifically
according to the erosivity of environmental conditions (atmosphere, soil,
surface water or groundwater) and operation medium to meet the anti-erosion
requirements.
6.3 Pipe
6.3.1 In urban water supply and sewerage engineering, the selection of pipe
material and its joint connection structure shall be determined according to pipe
running function, construction laying conditions and environmental conditions
as well as through technical and economical comparison.
6.3.2 The structural design of buried pipe shall identify the rigidity and flexibility
of pipe material adopted by design. Under the action of combined load, strength
and crack control counting shall be carried out for rigid pipe; as for flexible pipe,

7.1 General Requirements
7.1.1 Electromechanical equipment and its system shall be able to work in a
safe, high-efficient and stable way and shall be convenient for operation and
maintenance.
7.1.2 The efficiency of electromechanical equipment and its system shall meet
the requirements of production process and production capacity and the
production capacity under maintenance or fault condition.
7.1.3 The equipping of vulnerable parts and consumable materials for
electromechanical equipment shall ensure the need of normal production and
maintenance.
7.1.4 The electromechanical equipment shall not cause damage to the health
of personnel and surrounding environment during installation, running and
maintenance.
7.1.5 The electromechanical equipment and its system shall be able to provide
guarantee for various response measures adopted in case of emergency
incidents.
7.1.6 In explosive hazardous gas or explosive hazardous dust atmosphere, the
configuration and use of electromechanical equipment shall meet the
requirements of relevant current national standards.
7.1.7 Professional maintenance shall be carried out periodically for
electromechanical equipment and its system.
