Code for Acceptance of Quality of Intelligent Building
Systems
1 General Provisions
1.0.1 This code is formulated with view to strengthening the quality management of
intelligent building systems, standardizing the quality acceptance of intelligent building
systems, specifying the organization procedures and qualification evaluation criteria of the
quality checking and acceptance of intelligent building systems and guaranteeing the quality
of intelligent building systems.
1.0.2 This code is applicable to the quality acceptance of intelligent building systems in
constructed, renovated and extended engineering.
1.0.3 The quality acceptance of intelligent building systems shall not only meet those
specified in this code, but also meet those specified in the relevant current standards of the
nation.
2 Terminologies and Symbols
2.1 Terminologies
2.1.1 System checking and measuring
After the installation, debugging, self-checking and trial running of intelligent building
system have been completed, certain methods, instruments and equipment will be adopted to
conduct overall checking and testing on the system functions and performance and to provide
conclusion.
2.1.2 Rectification
Modification and adjustment on the rejected item of the engineering to make it be
qualified.
2.1.3 Trial running
The continuous operation process of system within specified time after the installation,
debugging and self-checking of intelligent building system.
2.1.4 Project supervision
An organization dispatched by supervision organization to be responsible for the
performance of supervision contract of engineering project.
2.1.5 Acceptance group
A temporary institution formed by relevant personnel under the organization of the
development organization and undertaking the acceptance works during engineering
acceptance.

inspection record shall meet the following requirements:
l The equipment and material receiving inspection record shall be filled in by the
construction organization, the inspection conclusion shall be made by the supervision
engineer of supervision (development) organization (professional engineer of the project), and
the record format shall meet those specified in Table B.0.1 of Appendix B of this code;
2 The equipment unpacking inspection record shall meet the requirements of the
current national standard “Code for Installation of Intelligent Building Systems” (GB 50606).
3.2.5 The concealed engineering (follow-up inspection) acceptance record shall be filled in
by the construction organization, the inspection conclusion shall be made by the supervision
engineer of supervision (development) organization (professional engineer of the project), and
the record format shall meet those specified in Table B.0.2 of Appendix B of this code.
3.2.6 The installation quality and appearance quality acceptance record shall be filled in by
the construction organization, the inspection conclusion shall be made by the supervision
engineer of supervision (development) organization (professional engineer of the project), and
the record format shall meet those specified in Table B.0.3 of Appendix B of this code.
3.2.7 The self-checking record shall be filled in by the construction organization, the
inspection conclusion shall be made by the professional technical principal of the construction
organization and the record format shall meet those specified in Table B.0.4 of Appendix B of
this code.
3.2.8 The subitem project quality acceptance record shall be filled in by the construction
organization, the inspection conclusion shall be made by the professional technical principal
of construction organization, the acceptance conclusion shall be made by the supervision
engineer of supervision (development) organization (professional technical principal of the
project) and the record format shall meet those specified in Table B.0.5 of Appendix B of this
code.
3.2.9 The trial running record shall be filled in by the construction organization, the
inspection conclusion shall be made by the supervision engineer of supervision (development)
organization (professional engineer of the project), and the record format shall meet those
specified in Table B.0.6 of Appendix B of this code;
3.2.10 The quality control of software product shall not only cover the contents specified in
3.2.4 of this code, but also cover the document data and technical indexes; moreover, it shall
meet the following requirements:
l The use permit and application scope of commercial software shall meet the contract
requirements;
2 As for the application software compiled in allusion to the engineering project, the
function and performance testing results given in the testing report shall meet the contract
requirements for the engineering project.
3.2.11 The quality control of interface shall not only cover the contents specified in 3.2.4 of
this code, but also meet the following requirements:
l The interface technical document shall meet the contract requirements; the interface
technical document shall cover such contents as interface overview, interface block diagram,
interface position, interface type and quantity, interface communication protocol, data flow
direction, interface responsibility boundary, etc.;
2 The interface technical document revised according to the actual engineering project
conditions shall be confirmed with the signatures of development organization, design
organization, interface provision organization and construction organization;
3 The interface testing document shall meet the design requirements; the interface
testing document shall cover such contents as construction of testing link, apparatuses and
instruments for testing, testing methods, testing contents and testing result judgment, etc.;
4 The interface testing shall meet the requirements of interface testing document, and
the testing result record shall be confirmed with the signatures of interface provision
organization, construction organization, development organization and project supervision
organization.
3.3 System Checking and Measuring
3.3.1 System checking and measuring shall be conducted after the system passes trial
running.
3.3.2 The following data shall be submitted before system checking and measuring:
1 Engineering technical document ;
2 Equipment and material receiving inspection record and equipment unpacking
inspection record;
3 Self-checking record;
4 Subitem project quality acceptance record;
5 Trial running record.
3.3.3 The organization of system checking and measuring shall meet the following
requirements:
1 The development organization shall organize a project checking and measuring team;
2 A checking and measuring director shall be appointed for the project checking and
measuring team;
3 The project checking and measuring team of public institutions shall be formed by
qualified testing organization.
3.3.4 The system checking and measuring shall meet the following requirements:
l The system checking and measuring scheme shall be compiled according to the
checking and measuring items, quantity and methods specified in the engineering technical
document and this code, and the scheme shall be implemented after being approved by the
development organization or project supervision;
2 Checking and measuring shall be conducted according to the items listed in the
system checking and measuring scheme; the dominant and general items of system checking
and measuring shall meet the requirements of Appendix C of this code;
3 The system checking and measuring shall be carried out in an order of subitem
project, sub-subsection project and subsection project, and "Subitem Project Checking and
Measuring Record", "Sub-subsection Project Checking and Measuring Record" and
"Subsection Project Checking and Measuring Summary Record" shall be filled in;
4 The subitem project checking and measuring record shall be filled in by the checking
and measuring team, the checking and measuring conclusion shall be made by the checking
and measuring director, the record shall be confirmed with the signature of the supervision
record is provided;
6 The technical training has been completed and training record is provided.
3.4.3 The organization of engineering acceptance shall meet the following requirements:
1 The development organization shall organize engineering acceptance team to take
charge of the engineering acceptance;
2 The personnel of engineering acceptance team shall be determined according to the
nature, characteristics and management requirements of the project, and the team leader and
deputy team leader shall be recommended; the total number of acceptance personnel shall be
singular, among which, the number of specialized technical personnel shall not be less than
50% of the total number of acceptance personnel;
3 The acceptance team shall inspect the engineering entity and data, and make right,
fair and objective acceptance conclusion.
3.4.4 The engineering acceptance document shall cover the following items:
l Completion drawing;
2 Design change record and engineering negotiation record;
3 Equipment and material receiving inspection record and equipment unpacking
inspection record;
4 Subitem project quality acceptance record;
5 Trial running record;
6 System checking and measuring record;
7 Training record and materials.
3.4.5 The work of engineering acceptance team shall cover the following items:
l Inspecting the acceptance documents;
2 Inspecting the appearance quality;
3 Randomly inspecting and rechecking the system checking and measuring items.
3.4.6 The engineering acceptance record shall meet the following requirements:
l The "Subsection (Sub-subsection) Project Quality Acceptance Record" shall be filled
in by the construction organization, the inspection conclusion shall be made by the project
leader of design organization and the chief supervision engineer of project supervision
organization (project leader of the development organization), and the record format shall
meet those specified in Table D.0.1 of Appendix D of this code;
2 The "Engineering Acceptance Data Review Record" shall be filled in by the
construction organization, the inspection conclusion shall be made by the chief supervision
engineer of project supervision organization (project leader of the development organization),
and the record format shall meet those specified in Table D.0.2 of Appendix D of this code;
3 The "Acceptance Conclusion Summary Record" shall be filled in by the construction
organization, the inspection conclusion shall be made by the acceptance team and the record
format shall meet those specified in Table D.0.3 of Appendix D of this code.
3.4.7 The engineering acceptance conclusion and treatment shall meet the following
requirements:
l The engineering acceptance conclusion includes qualified and unqualified;
2 When the engineering acceptance documents specified in 3.4.4 of this code are
complete, the appearance quality meets the requirements and the checking items are
acceptable, the engineering acceptance conclusion is qualified, otherwise it shall be
4 Intelligent Integration System
4.0.1 The checking, measuring and acceptance range of equipment, software and interface
of intelligent integration system shall be determined according to the design requirements.
4.0.2 The checking and measuring of intelligent integration system shall be conducted after
the checking and measuring of integrated system.
4.0.3 The checking and measuring of intelligent integration system shall be conducted
respectively on the server and client, and the checking and measuring points shall include
ever integrated system.
4.0.4 The interface function shall meet the requirements of interface technical documents
and interface testing documents, all interfaces shall be checked and measured and be regarded
as passing the checking and measuring if all of them meet the design requirements.
4.0.5 When monitoring, storage and statistical functions are checked, the following
requirements shall be met:
l The display interface shall be in Chinese;
2 The information display shall be correct, and such performance indexes of response
time, storage time and data sorting statistics shall meet the design requirements;
3 The random checking quantity of each integrated system should be 5% of the system
information points, and the number of random checking points shall not be less than 20; if the
information point number is less than 20, all these information points shall be checked;
4 The total number of the random checking points of intelligent integration system
should not exceed 1,000;
5 The one with the random checking results meeting the design requirements shall be
regarded as qualified.
4.0.6 When the alarm monitoring and treatment function is checked, the alarm signal shall
be simulated on site, the display of alarm information shall be correct and the response time
of information display shall meet the design requirements. The random checking quantity of
each integrated system shall not be less than 10% of the system alarm information points. The
one with random checking results meeting the design requirements shall be regarded as
qualified.
4.0.7 When the control and adjustment functions are checked, the setting parameters shall
be input respectively at the server and client, and the adjustment and control effects shall meet
the design requirements. All integrated systems shall be checked, and shall be regarded as
passing the checking and measuring if all of them meet the design requirements.
4.0.8 When the linkage configuration and management functions are checked, the triggering
signals shall be simulated one by one on site, and the linkage action of all integrated systems
shall be safe, correct, in time and conflict-free.
4.0.9 The checking of authority management function shall meet the design requirements.
4.0.10 The checking of redundancy function shall meet the design requirements.
4.0.11 The document and statement generation and print functions shall be checked one by
one. The one completely meeting the design requirements shall be regarded as qualified.
4.0.12 The data analysis function of each integrated system shall be checked one by one.
7 Information Network System
7.1 General Requirements
7.1.1 The information network system may be classified into computer network system and
network security system according to the equipment constitution. The checking, measuring
and acceptance range of information network system may be determined according to the
design requirements.
7.1.2 The network security system involved with the state secret shall be inspected for
acceptance according to the relevant requirements of the state secrecy management.
7.1.3 The network security equipment shall meet the requirements of Chapter 3 of this code,
moreover, the sales license for the security protection and other special information system
security products examined, approved and issued by the computer management and
supervision department of the Ministry of Public Security shall be inspected.
7.1.4 The acceptance document of information network system shall not only meet those
specified in 3.4.4 of this code, but also cover the following items:
1 Configuration files of such equipment as switch, router, firewall, etc.;
2 QoS planning scheme;
3 Safety control strategy;
4 Relevant documents of network management software;
5 Relevant documents of network security software.
7.2 Computer Network System Checking and Measuring
7.2.1 The checking and measuring of computer network system may cover the connectivity,
transmission delay, packet loss rate, route, fault tolerance, network management function,
wireless local area network function, etc. As for the intelligent equipment network adopting
converged load communication structure, multicast function and QoS function shall also be
checked and measured.
7.2.2 The checking and measuring methods of computer network system shall be selected
according to the design requirements; testing may be conducted by inputting testing command
or using corresponding network testing apparatus.
7.2.3 The checking and measuring of the connectivity of computer network system shall
meet the following requirements:
l The communication between the network management workstation and network
equipment shall meet the design requirements, and every user terminal can only access to the
specific network and server according to the security access rules;
2 Data packets among computers in the same VLAN shall be able to be exchanged and
shall not be exchanged among computers in different VLANs;
3 Random checking shall be conducted according to 10% of the total number of
equipment on access layer and the sampling number shall not be less than 10; if the number of
equipment on the access layer is less than 10, all equipment shall be tested;
4 The one with the random checking results meeting the design requirements shall be
regarded as qualified.
7.2.4 The checking and measuring of the transmission delay and packet loss rate of
computer network system shall meet the following requirements:
1 The maximum time delay and packet loss rate from the transmit port to the
destination port shall be checked and measured;
2 All of the backbone links of core layer and uplinks from the convergence layer to the
core layer shall be checked and measured; at least 10% uplinks (no less than 10 uplinks) from
the access layer to convergence layer shall undergo random checking; if the number of
uplinks is insufficient to 10, all of them shall be checked and measured;
3 The one with the random checking results meet the design requirements shall be
regarded as qualified.
7.2.5 The route checking of computer network system shall cover the correctness of route
setting and the accessibility of route, and route testing tools or software shall be adopted for
testing according to the core equipment route list. The one with checking and measuring
results meeting the design requirements shall be regarded as qualified.
7.2.6 As for the multicast function checking and measuring of computer network system,
the multicast stream generated by simulation software shall be adopted. If the transmitting
and receiving checking results of the multicast stream meet the design requirements, the
checking shall be regarded as passed.
7.2.7 As for the QoS function of computer network system, the queue scheduling
mechanism shall be checked and measured. If the service flow can be distinguished and
transmitting priority of critical service data can be guaranteed, the checking shall be regarded
passed.
7.2.8 The fault tolerance of computer network system shall be checked by manually setting
network fault, and shall meet the following requirements:
1 As for the computer network system with fault tolerance capability, it shall possess
error recovery and failure isolation functions which can be switched automatically in case of
fault;
2 As for the computer network system with link redundancy configuration, when one
of the links is disconnected or is out of order, the entire system shall still be able to maintain
normal operation and be able to automatically switch to the main system operation after fault
recovery;
3 The fault tolerance shall be checked completely, and only all results meet the design
requirements can their checking be regarded as passed.
7.2.9 The functional checking of wireless local area network shall not only meet the
requirements of 7.2.3 to 7.2.8 of this code, but also meet the following requirements:
l The channel signal strength at the access point in the coverage shall not be less than
-75dBm;
2 The network transmission rate shall not be less than 5.5Mbit/s;
3 At least 100 data packets with ICMP 64Byte frame length shall be adopted, and the
data packet lose rate of no less than 95% routes shall be less than 5%.
8 Generic Cabling System
8.0.1 The generic cabling system checking and measuring shall include the performance
testing of cable system and fiberoptic cable system, and the testing items of cable system shall
be determined according to the design grade of cabling channel or link and the category
requirements of cabling system.
8.0.2 The testing method for generic cabling system shall comply with the requirements of
the current national standard "Code for Engineering Acceptance of Generic Cabling System"
(GB 50312).
8.0.3 The qualification evaluation of single checking and measuring item of generic cabling
system shall meet the following requirements:
1 If the testing results on the technical parameters of one or more tested items are
unqualified, this item shall be judged as unqualified; if the difference between the checking
and measuring results of one tested item and the corresponding requirements is within the
accuracy range of instrument, this tested item shall be judged as qualified;
2 When four pairs of paired cables are adopted as horizontal cables or main cables to
form a link or channel and therein the testing results of one or more indexes are unqualified,
thus this link or channel shall be judged as unqualified;
3 If one or more testing indexes of the link composed of 4 pairs of twisted cables
among the multiple pairs of cables in main cabling are unqualified, this line pair shall be
judged as unqualified;
4 If the testing results of an optical fiber link or channel fail to meet the design
requirements, this optical fiber link or channel shall be judged as unqualified;
5 The link or channel failing to pass the checking and measuring shall be rechecked
again after being recovered.
8.0.4 The comprehensive qualification evaluation of the generic cabling system checking
and measuring shall meet the following requirements:
1 When the cabling of all paired cables is checked, if the quantity of one or more items
among the irrecoverable links, channels or defective line pairs exceeds 1% of the total number
of checked ones, the checking conclusion shall be judged as unqualified; when the cabling of
optical cable is checked, the one with one or more irrecoverable optical fiber links or channels
shall be judged as unqualified;
2 As for random checking, if the unqualified proportion of sampled checking points
(line pairs) is not larger than 1% of the total number of checked ones, the random checking
shall be judged as qualified and the unqualified points (line pairs) shall be recovered and
re-checked; if the unqualified proportion of sampled checking points (line pairs) is larger than
1%, this random checking shall be judged as unqualified and double sampling shall be carried
out, and the random checking shall be judged as qualified if the unqualified proportion of
double sampling is not larger than 1%; while the random checking shall be judged as
unqualified if the unqualified proportion is still larger than 1%, in such case total checking
shall be carried out, and the judgment shall be made according to the requirements of total
checking;
13 Conference System
13.0.1 The conference system may include conference sound reinforcement system,
conference video display system, conference lighting system, conference simultaneous
interpretation system, conference discussion system, videoconference system, conference
voting system, conference centralized control system, conference picture pick-up system,
conference recording and broadcasting system, conference attendance management system,
etc. The checking, measuring and acceptance scope shall be determined according to the
design requirements.
13.0.2 During conference system checking and measuring, the checking and measuring
contents and the acceptance items shall be determined according to system scale, actually
selected functions and systems, importance of conference room, and complexity of
equipment.
13.0.3 Prior to conference system checking and measuring, the checking and measuring
records of the lead-in power supply and venue sound construction of conference system
should be checked.
13.0.4 The conference system checking and measuring shall meet the following
requirements:
1 The functional checking shall be carried out by adopting with field analog method to
check the functions one by one according to the design requirements;
2 The performance checking may be carried out by adopting with objective
measurement or subjective assessment method.
13.0.5 The conference sound reinforcement system checking and measuring shall meet the
following requirements:
1 As for acoustic characteristic indexes, the speech transmission index may be checked
and measured or the following contents may be directly checked and measured:
1) Maximum sound pressure level;
2) Transmission frequency characteristic;
3) Sound transmission gain;
4) Sound field irregularity;
5) Total noise level of system.
2 The methods of measurement for acoustic characteristic indexes shall be in
accordance with those specified in the current national standard "Methods of Measurement
for the Characteristics of Sound Reinforcement in Auditoria" (GB/T 4959), and the one with
checking and measuring results meeting the design requirements shall be judged as qualified.
3 Subjective assessment shall meet the following requirements:
1) Sound source shall include two categories, i.e., language and music;
2) Both assessment methods and scoring criteria shall meet those specified in
12.0.5 of this code.
13.0.6 The conference video display system checking and measuring shall meet the
following requirements:
1 The checking and measuring of display characteristic indexes shall cover the
