Foreword
The full technical content of this standard is mandatory.
This standard replaces GB 11552-1999 “Passenger car - Internal protrusions”.
The technical content of this standard adopts, through modification, the ECE
R21 “Regulations on the certification of internal fittings of passenger cars”
(revision 2) and all the supplements and errata published in January 2003, both
in English and French.
This standard was redrafted according to ECE R21.Appendix A lists a
comparison between the clause number of this standard and the clause number
of ECE R21.
Taking into account China’s national conditions, this standard has been
modified when ECE R21 is adopted.
The main differences between this standard and ECE R21 and their reasons
are as follows.
- DELETE the relevant content of Appendix 5 “Determination program of 3D
H-point” of ECE R21.The content related to this is implemented with
reference to the contents in Appendix C of GB 11551-2003, which avoids
errors in actual operation due to differences in standard terms.
- DELETE clause 3 “Application for certification”, clause 4 “Certification”,
clause 6 “Change and extension of certification of vehicle model”, clause 7
“Production consistency”, clause 8 “Processing of production
inconsistency”, clause 9 “Official suspension”, clause 10 “Names and
addresses of competent authorities and testing organizations”, Appendix 2
“Notices”, Appendix 3 “Arrangement of certification marks” from ECE R21,
considering the differences between the standard system and the
regulatory system.
For ease of use, the following editorial changes have been made to ECE R21.
- CHANGE “this regulation” into “this standard”;
- ADD the informative Appendix A.
The main differences between this standard and GB 11552-1999 “Passenger
car - Internal protrusions” are as the following.
- CHANGE the scope of the standard (change from car to category M1
automobiles, add the requirements for the electrical operation of windows,
roof-panel systems and partition systems) (clause 1 of this version);
- ADD some terms and definitions (3.2, 3.10 ~ 3.18 of this version);
- ADD the electrical operation of windows, roof-panel systems and partition
systems (4.8 of this version);
- ADD the informative Appendix A “Comparison between the clause number
of this standard and the clause number of ECE R21” (Appendix A of this
version);
- ADD the normative Appendix B “Confirmation of dynamically determined
head collision zones” (Appendix B of this version);
- ADD the normative Appendix E “Typical position of columnar test bars in
skylights and window ‘openings” (Appendix E of this version);
- According to the revision of ECE R21, MODIFY the impact speed (G.4.2.1
of this version).
Appendix B, Appendix C, Appendix E, Appendix F, Appendix G, Appendix H of
this standard are normative appendixes. Appendix A and Appendix D are
informative appendixes.
For newly-certified vehicle models, this standard has been implemented since
January 1, 2012; for vehicle models on production, this standard has been
implemented since January 1, 2013.
This standard was proposed by the National Development and Reform
Commission.
This standard shall be under the jurisdiction of the National Automotive
Standardization Technical Committee.

1 Scope
This standard specifies the protrusion requirements internal components of the
passenger compartment (except the internal rear-view mirror), the control unit,
the roof or the movable roof, the parts of seat back and the rear of the seat, as
well as the electrical operation requirements for the windows, roof-panel
systems and partition systems.
This standard applies to category M1 automobiles.
2 Normative references
The provisions in following documents become the provisions of this Standard
through reference in this Standard. For the dated references, the subsequent
amendments (excluding corrections) or revisions do not apply to this Standard;
however, parties who reach an agreement based on this Standard are
encouraged to study if the latest versions of these documents are applicable.
For undated references, the latest edition of the referenced document applies.

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1
Internal fittings
The interior parts of the passenger compartment other than the interior rear-
view mirrors, which also relate to the arrangement of the controls, the top or
movable roof, the seat back and the rear part of the seat, as well as the
electrical operation of the windows, roof-panel systems and partition system.
3.2
Vehicle type
For the internal components of the passenger compartment, the category M1
vehicles which have no difference in the following main aspects.
3.3
Reference zone
Except for the head collision zone of the following areas, the zones which
are determined (see the note to 3.3 in Appendix D) according to the Appendix
C or the Appendix B (to be selected by the manufacturer).
3.4
Level of the instrument panel
The line determined by the tangent point of the vertical tangent of the
instrument panel (see the note to 3.4 in Appendix D).
3.5
Roof
The part of the top of vehicle which is surrounded by the upper edge of the
front windshield, the upper edge of the rear window, the upper frame on both
sides (see the note to 3.5 in Appendix D).
3.6
Belt line
A line formed by the lower edge of the side window of the vehicle.
4 Requirements
4.1 The internal components of the passenger compartment in front of the
front seat’s “H” point and above the level of the instrument panel
(excluding the side door)
4.1.1 In the reference zone as defined in 3.3, there shall be no dangerous rough
surfaces or sharp edges that may increase the risk of serious injury to the
occupant. If the head collision zone is determined according to Appendix C, the
components described in 4.1.2 ~ 4.1.6 below shall be considered to meet the
requirements if they comply with the corresponding provisions.
4.1.5 When the height of these components protrudes beyond the surface of
the instrument panel by more than 9.5 mm, use a flat-ended head which has a
diameter of not more than 50 mm to apply a forward longitudinal horizontal force
of 378 N, these components shall be retractable into the instrument panel or
fall off (see the note to 4.1.5 in Appendix D).
4.3 Other interior components inside the passenger compartment that
pass the transverse plane in front of the mannequin torso baseline on the
last row of seats (see the note to 4.3 in Appendix D)
4.3.1 Scope
The requirements of 4.3.2 below apply to control hand levers, joysticks, buttons,
and other protrusions which are not covered by 4.1 and 4.2 above.
4.9 Other internal components not mentioned
4.9.1 The requirements of clause 4 also apply to the components which are not
mentioned above, but depending on their location, can be reached by the
occupants according to the different procedures as specified in 4.1 ~ 4.7.If
these components are made of a soft material which has a Shore (A) hardness
of less than 50 and are mounted on a rigid support, the rigid support shall meet
the above requirements. Or otherwise according to the procedure described in
Appendix G, sufficient tests shall be used to demonstrate that such components
will not be in contact to the support due to cutting off the soft material which has
a Shore (A) hardness less than 50.In this case, the required radius is only
applicable for soft surfaces.
