3 Terms and Definitions
The following terms and definitions apply to this standard.
3.1 acoustic environment sensitive points environmental sensitive sites
Along both sides of the road refers to a range of hospitals, schools, institutions, research institutes, residential, nursing homes need to keep quiet field
The.
3.2 environmentally sensitive sections of the environmental sensitive sections
Refers Highway crossing acoustic environment sensitive points are concentrated, ecologically sensitive area of the road, including water source protection areas, scenic spots, natural
Protected areas, forest parks, etc., require special protection areas, including natural wetland habitats of rare or special habitats, natural forests,
Ecologically sensitive and fragile area, including a tropical rain forest, including densely populated areas such as culture and education, including the area of social concern.
3.3 Vehicle Classification vehicle classify
Cars usually divided according to the total mass of small, medium and large are three small cars mean total vehicle mass 2 t or less (including 2 t) or seat
Less than 7 (including 7) cars, midsize cars means the total mass of 2 ~ 5 t (including 5 t) or 8 to 19 seats (with eight) cars,
Large car means a total vehicle mass greater than 5 t or more than 19 seats (including 19) vehicles, including container trucks, trailers, construction vehicles and the like.
4 General
Basic requirements 4.1 Acceptance investigation
4.1.1 to prepare an environmental impact report on the road construction project should be prepared and acceptance of completed construction projects Survey.
4.1.2 the preparation of environmental impact statement for highway construction projects should be prepared and acceptance of completed construction projects questionnaire.
4.1.3 Highway Construction Project Environmental Protection acceptance survey shall comply with this standard, it should also meet the current national mandatory standards
Provisions.
Highway Construction Project 4.1.4 Acceptance of the investigation according to the actual traffic investigation, indicate the actual traffic volume. It does not reach 75% of the volume of traffic forecast
When the deal with the medium-term forecast traffic volume to be checked, according to the medium-term forecast traffic check on the main environmental protection measures be reviewed. In commissioning
Camp of the environmental protection measures taken according to monitoring results, and reserve management budget.
4.1.5 staging construction and operational stages of road construction projects should be carried out in stages acceptance investigation.
4.2 Acceptance investigation procedures
Highway construction project acceptance procedures with reference to the investigation of HJ/T 394 work in program execution.
4.3 Acceptance period and scope of the investigation
4.3.1 According to the characteristics of highway construction projects, acceptance into the design of the survey period, the construction period, the trial operation of the three periods.
4.3.2 Acceptance of the scope of investigation in principle consistent with the scope of the evaluation of environmental impact assessment documents; when the actual project construction content changes or ring
When the environmental impact assessment document failed to fully reflect the actual ecological impacts of project construction and other environmental impacts, the project should be based on actual and real change
Inter environmental impact, combined with on-site reconnaissance survey on appropriate adjustments.
4.4 Acceptance investigation focused
4.4.1 Design of
a) verification of the actual project content, design programs to change the situation of environmental protection facilities and programs designed to change the situation.
b) Change in environmental impact assessment document comparison construction projects, survey acoustic environment sensitive points change and other environmental sensitive targets.
c) Change contrast construction project engineering design and content, the survey acoustic environment sensitive points change and other environmental sensitive targets
To change the situation.
d) whether the works clearly significant engineering changes, compliance with environmental protection acceptance criteria.
4.4.2 Construction Period
a) environmental impact assessment system and other relevant environmental protection laws and regulations implementation.
b) reference to the construction project environmental impact assessment documents related to the prediction of environmental impact, environmental impact survey of the construction actually produced, indeed
Given the extent of the impact and scope.
c) investigate the environmental impact assessment documents and environmental impacts of the implementation of security and approval documents submitted with the requirements on environmental protection facilities
Protection effect.
d) relates to nature reserves, scenic spots, drinking water source protection areas, cultural relics protection units and other environmentally sensitive targets, should be investigated
