3 Basic requirements for evaluation and analysis

3.1 Basic principles After the completion of each environmental monitoring task (including annual work) in coastal waters, scientific monitoring data should be used as the basis Use concise text and diagrams to correctly explain and evaluate the water quality, sediment quality, marine life, biological Quality, rivers into the sea, pollution sources directly discharged into the sea, etc., analyze the causes of changes in environmental quality, development trends and the main existing And put forward appropriate countermeasures and suggestions for existing problems. Evaluation and analysis should highlight science, accuracy, timeliness, comparability and pertinence, and reflect comprehensive and rigorous quality analysis. When providing monitoring and evaluation information for external release, there are national and industry evaluation method standards, and the evaluation adopts national and industry standards. 2 Standard; if there is no national and industry evaluation method standard but the management department has technical regulations, the management department technical regulations shall be adopted; If there is no standard and no technical regulations, the environmental quality and emission standards recognized and reasonable at home and abroad can be adopted. Contradictory approach. 3.2 Basic requirements for environmental assessment of coastal waters After obtaining the results of environmental monitoring in coastal waters, the monitoring data processing shall be carried out in accordance with the relevant requirements of HJ 442.2. The evaluation should combine the collected hydrology, meteorology, pollution accidents, natural disasters and other related monitoring and observation data to carry out Status evaluation and trend analysis. Evaluation of the need for hydrological, meteorological and other observational data support, if the hydrological and meteorological observations are not obtained If the data is measured, the situation shall be explained and no evaluation shall be made. When conducting regional evaluations, the regions are generally based on the existing sea areas (Bohai Sea, Yellow Sea, East China Sea and South China Sea), coastal administrative regions (province, Cities, counties) jurisdiction over sea areas, cities can also be determined according to the scope of project monitoring, such as project construction areas or sensitive areas, Control area, etc. If the monitoring results support the evaluation of the estuary bay, the evaluation should be conducted with the estuary bay as the area. For the assessment of the environmental quality status of the coastal waters, etc., the same area should be compared at different time periods or multiple time periods. Compare the regions in the same time period, and perform necessary trend analysis and prediction evaluation, including the spatial and Analysis of the reasons for changes in time. The environmental quality assessment of the coastal waters should not only carry out the assessment of compliance, but also carry out the single element category and concentration of the main pollutants. Evaluation; Comprehensive analysis is carried out based on the discharge of pollutants from rivers into the sea and direct sea pollution sources in the evaluation area.

4 Environmental quality of coastal waters

4.1 Water quality evaluation 4.1.1 Evaluation criteria The sea water quality evaluation standard for environmental quality evaluation shall be implemented in accordance with GB 3097, and the second category is uniformly used when calculating the sample exceeding rate Sea water quality standards. Among them, if there is only one limit for the four categories of non-ionic ammonia, benzopyrene and radionuclides, this limit is used as It is the evaluation limit; DDT, malathion, methyl parathion, anionic surfactants, etc., only one limit for two to four categories If there is only one limit for the second and third categories such as phosphate, mercury, selenium, etc., the limit is adopted as the evaluation limit. It is the evaluation limit; if the first and second categories such as cyanide, volatile phenol and petroleum are a limit, the limit is adopted as the evaluation limit. For comprehensive evaluation, national standards, industry standards and technical regulations of management departments shall be adopted in priority in accordance with 3.1 requirements. 4.1.2 Evaluation items Generally, the monitoring items and frequency are determined according to the monitoring plan. Monitor every time in accordance with the regulations of the routine environmental quality monitoring program Projects, such as. pH, dissolved oxygen, chemical oxygen demand, petroleum, active phosphate, inorganic nitrogen, non-ionic ammonia, mercury, Copper, lead, and cadmium should be evaluated after each monitoring. Other monitoring work can be adjusted appropriately according to different tasks and actual needs. 4.1.3 Grade evaluation The grade evaluation of monitoring points is based on the water quality grade evaluation of routine monitoring carried out by GB 3097, using single factor The sub-pollution index evaluation method determines the water quality category. 54.2 Sediment quality evaluation The sediment evaluation standard is implemented in accordance with GB 18668, and the first class sediment quality standard is uniformly used when calculating the sample exceeding rate. Among them, fecal coliforms and pathogens category I and II are a limit, and this limit is used as the evaluation limit. For comprehensive evaluation, national standards, industry standards and technical regulations of management departments shall be adopted in priority in accordance with 3.1 requirements. 4.3 Marine life quality assessment The evaluation of routine monitoring of marine biological quality shall be implemented according to GB 18421; for comprehensive evaluation, according to the requirements of 3.1, priority shall be given to Use national standards, industry standards and technical regulations of administrative departments. 4.4 Evaluation of marine biodiversity Marine biodiversity evaluation generally adopts HY/T 215 method. Evaluation based on the abundance of marine species in the sea Degree, uniformity of species distribution and richness of ecosystem types, and evaluate marine biodiversity against historical data The changing trend of sex. 4.5 Evaluation of beaches The sea bathing beach is evaluated by the HY/T 0276 method.

5 River into the sea

5.1 Water quality evaluation a) The water quality evaluation of the rivers entering the sea shall be implemented in accordance with GB 3838.The evaluation items, evaluation methods and results Surface Water Environmental Quality Assessment Measures (for Trial Implementation)"; for comprehensive evaluation, according to 3.1 National standards, industry standards and technical regulations of management departments; b) The water quality assessment of rivers entering the sea focuses on changes in water quality categories, concentration levels, and trends; For pollutants that do not require standard limit values, such as salt nitrogen, no water quality category evaluation is performed, only concentration changes and trends Potential evaluation c) For items whose monitoring concentration and weighted average concentration are lower than the detection limit, the concentration is calculated at 1/2 of the detection limit, and Water quality evaluation. 5.2 Calculation and evaluation of pollutants entering the sea Simultaneous monitoring of pollutant concentration and inflow of seawater (or can obtain simultaneous monitoring of water quantity by contacting relevant departments) Results) calculation and evaluation of pollutants entering the sea. The main content of the evaluation is a single river or The amount of pollutants entering the sea from rivers in the region and the pollution impact on the regional seas. For items whose monitored concentration and weighted average concentration are lower than the detection limit, the total amount entering the sea is not calculated and evaluated. a) Implementation of monthly monitoring of pollutants into the sea calculation Monthly pollutant entering the sea = pollutant monitoring concentration × monthly entering the sea flow Quarterly pollutant into the sea = the sum of the three-month pollutant into the sea Annual pollutant into the sea = the sum of the pollutant into the sea in 4 quarters 6b) In the implementation of bimonthly monitoring, cross-quarter monitoring results are calculated into the masses Quarterly pollutant into the sea = the concentration monitoring value for 2 months without crossing the quarter × the 2 months without crossing the quarter and the volume flow into the sea crossing quarter 2 Monthly concentration monitoring value×Monthly monthly inflows of the current quarter Annual pollutant into the sea = the sum of the pollutant into the sea in 4 quarters c) Implementation of quarterly monitoring of pollutants into the sea calculation Quarterly pollutant entering the sea = pollutant monitoring concentration × quarterly entering the sea Annual pollutant into the sea = the sum of the pollutant into the sea in 4 quarters d) The calculation of the average annual discharge into the sea can be obtained simultaneously If the monthly or quarterly inflow of seawater cannot be obtained, but the average annual inflow of seawater can be obtained simultaneously, the monthly and quarterly pollutants are not calculated. The amount of pollutants entering the sea is calculated based on the product of the annual average pollutant concentration and the amount of pollutants entering the sea. e) Unable to obtain the amount of seawater inflow simultaneously If it is impossible to obtain the seawater volume of rivers entering the sea simultaneously, monthly, bimonthly and quarterly pollutant volume evaluations will not be performed; If the average annual flow data or the average annual flow of the previous five years is obtained, the average annual flow data of the five or the year can be The product of the degree is used as the reference value for the annual import volume, but it cannot be used as the basis for trend analysis. 5.3 Calculation and evaluation of regional pollutants entering the sea The total amount of pollutants from rivers entering the sea in the region is calculated according to the sum of the pollutants entering the sea in the region, and statistics The number of pollutants entering the sea and the number of uncollected pollutants entering the sea. 5.4 Characterization of results The monitoring results of rivers entering the sea can be characterized by the type of section water quality, main pollution indicators, and the total amount of pollutants entering the sea. At the same time, it is necessary to consider the conformity evaluation of the protection objectives of the functional zone where the section is located, and use the standards to be characterized and not to meet the standards.
