1 General 1.0.1 In order to implement the basic national policy of saving energy resources, guide the adoption of advanced and applicable building energy-saving technologies, promote the sustainable development of buildings, and standardize the evaluation of energy-saving buildings, this standard is compiled. 1.0.2 This standard applies to the energy-saving evaluation of newly-built, rebuilt and expanded residential buildings and public buildings. 1.0.3 The evaluation of energy-saving buildings shall meet the following requirements. 1 The evaluation of energy-saving buildings should include buildings and their energy-using systems, covering two stages of design and operation management; 2 The evaluation of energy-saving buildings should be carried out under the premise of achieving the applicable indoor environment. 1.0.4 The evaluation of energy-saving buildings should not only comply with the provisions of this standard, but also meet the provisions of the relevant current national standards.

3 Basic Regulations

3.1 Basic requirements 3.1.1 Energy-saving building evaluation should include two stages. energy-saving building design evaluation and energy-saving building engineering evaluation. 3.1.2 The evaluation of energy-saving buildings should take a single building or a building community as the object. When evaluating a single building, the indicators related to the outdoor part should be based on the evaluation results of the outdoor conditions of the building; the energy-saving evaluation of the building district should be carried out on the basis of the evaluation of the single building, and the energy-saving level of the building district should be It is determined according to the energy-saving level that all single buildings in the community have reached or exceeded. 3.1.3 The evaluation of energy-saving building design should be carried out after the architectural design drawing has passed the energy-saving review of relevant departments and passed; the evaluation of energy-saving building projects should be carried out after the building has passed the completion acceptance of energy-saving projects of relevant departments and has been in operation for one year. 3.1.4 Buildings applying for energy-saving building design evaluation shall provide the following materials. 1 Building energy-saving technical measures; 2 planning and architectural design documents; 3 Planning and building energy-saving design documents; 4 Approval documents for building energy-saving design review. 3.1.5 In addition to the materials in the design evaluation stage, the following materials should be provided when applying for energy-saving building project evaluation. 1 Material quality certification documents or test reports; 2 Completion acceptance report of building energy conservation project; 3 Inspection reports, special analysis reports, operation management system documents, operation and maintenance materials and other related materials. 3.2 Evaluation and classification 3.2.1 The evaluation index system for energy-saving building design should be composed of six types of indicators. architectural planning, building envelope, heating, ventilation and air conditioning, water supply and drainage, electrical and lighting, and indoor environment; the evaluation index system for energy-saving building engineering should be composed of architectural planning, It consists of seven types of indicators including building envelope, heating ventilation and air conditioning, water supply and drainage, electrical and lighting, indoor environment and operation management. Each category of indicators should include control items, general items and preferred items. 3.2.2 Energy-saving buildings shall meet the requirements of all control items in Chapter 4 or Chapter 5 of this standard, and shall be classified into three grades of A, AA and AAA according to the degree of meeting general items and preferred items. Classification of energy-saving buildings shall comply with the provisions in Table 3.2.2-1 or Table 3.2.2-2. 3.2.3 AAA energy-saving buildings shall meet the following provisions in addition to the provisions of Article 3.2.2 of this standard; 1 In terms of envelope structure indicators, the number of preferred items that residential buildings meet should not be less than 2, and the number of preferred items that public buildings can meet should not be less than 3; 2 In terms of HVAC indicators, the number of preference items that should be met by residential buildings should not be less than 2, and the number of preference items that should be met by public buildings should not be less than 4; 3 In terms of electrical and lighting indicators, the number of preferred items that residential buildings meet should not be less than 1, and the number of preferred items that public buildings can meet should not be less than 2. 3.2.4 When a clause in the general items and preferred items in this standard is not suitable for the conditions of the building location, climate, building type, evaluation stage, etc., this clause does not need to participate in the evaluation, and the total number of items participating in the evaluation can be reduced accordingly. The requirements for the number of items shall be adjusted and determined according to the original ratio. After the requirements on the number of items are adjusted according to the original ratio, the number of general items to be satisfied by each category of indicators shall not be less than one. 3.2.5 The evaluation conclusion of each item in this standard should be pass or fail; for items with multiple requirements, if all the requirements of each item are not met, the evaluation conclusion cannot be passed. 3.2.6 The evaluation of energy-saving buildings in temperate regions should be carried out according to the corresponding provisions of the nearest climatic division.

4 residential buildings

4.1 Architecture Planning Ⅰ Controls 4.1.1 The site selection and overall planning design of residential buildings shall meet the requirements of urban planning and residential area planning. Evaluation method. Check the planning and design approval documents. 4.1.2 The sunshine and building density of the residential area shall comply with the relevant provisions of the current national standard "Code for Planning and Design of Urban Residential Areas" GB 50180. Evaluation method. Check planning and design approval documents and sunshine design calculations. 4.1.3 Project proposals or feasibility study reports and design documents for residential buildings should contain special energy-saving content. Ⅱ General items 4.1.4 When the total number of living spaces of a single house in a building is greater than or equal to 4, at least 2 rooms shall be able to obtain sunlight in winter. Evaluation method. check the design drawings and the sunshine simulation analysis report. 4.1.5 The green area rate in the residential area shall not be lower than the following regulations. 1 The green area rate of the new district construction shall not be lower than 30%; 2 The green area rate of old district reconstruction shall not be lower than 20%. Evaluation method. check design drawings, green area calculation and on-site inspection. 4.1.6 The orientation of buildings in severe cold, cold areas, hot summer and cold winter areas shall meet the requirements of one of the following items, and the hot summer and warm winter areas shall meet the requirements of the following item 3. 1 North-south orientation of the building; 2 More than 40% of the main rooms face south; 3.More than 90% of the main rooms are protected from west-facing sunlight in summer, or external shading and other thermal insulation measures are taken to prevent 90% of the rooms from west-facing sunlight in summer. Evaluation method. check design drawings, special calculations and on-site inspection. 4.1.7 The architectural planning and layout of the residential area adopts the layout form that is conducive to the natural ventilation between building groups in summer. Qualitative or quantitative natural ventilation design for residential quarters and single buildings with a land area of less than 150,000 m2; quantitative natural ventilation simulation design for residential quarters and single buildings with a land area of more than 150,000 m2. Evaluation method. check the district ventilation calculation report. 4.1.8 The natural lighting in the public area of a single building or a residential area shall meet the requirements of one of the following items on the premise of meeting the illuminance of the functional area. 1 For the above ground part of the building, the proportion of natural lighting in the public area is greater than 30%; 2 For buildings with basements, the natural lighting area ratio of the public areas on the first basement floor is greater than 5%. Ⅲ Preferences 4.1.11 The actual measurement or simulation calculation proves that the daily average outdoor heat island intensity of the residential area is not greater than 1.5°C, or the following two measures are adopted to reduce the heat island intensity of the community. 1 The green area rate of the residential area shall not be less than 35%; 2 No less than 50% of the hard ground in the residential area shall be shaded or paved with light-colored materials with a solar radiation absorption rate of 0.3 to 0.6; 3 The ratio of unshaded surface parking spaces to the total surface parking spaces shall not exceed 10%; 4 No less than 30% of the roofs that can be greened are greened or no less than 75% of the non-green roofs are light-colored finishes, the solar radiation absorption rate of sloping roofs is less than 0.7, and the solar radiation absorption rate of flat roofs is less than 0.5; Evaluation method. check the design drawings, completion acceptance documents, and material inspection reports.
