This part of GB/T 38664 stipulates the evaluation principles, evaluation index system and evaluation methods of the openness of government data. This section is suitable for evaluating the degree of openness of government data.

4 Evaluation principles

4.1 Systematic Focusing on the value of data, comprehensively consider the system effects of various factors on data openness, and evaluate the degree of data openness as a whole. The conditions and requirements that must be met to evaluate the openness of public data and the elements to improve the level of openness, while ensuring that the evaluation process is safe and controllable. 4.2 Targeting Comprehensively consider data application scenarios, highlight the core of data open requirements, and scientifically select content and guidelines based on application scenarios and object characteristics. Targets, conduct targeted evaluations, ensure that the evaluation results are in line with reality, and promote work optimization.
