1 Scope

This document stipulates the requirements for self-declared environmental claims, including product-related descriptions, symbols and graphics; describes the terms commonly used in environmental claims and gives the conditions for their use; stipulates the general method for the evaluation and verification of self-declared environmental claims, as well as specific methods of evaluating and verifying the claims selected in this document. This document does not exclude, replace or in any other way alter the environmental information, claims or signs required by law, nor any other applicable legal requirements.

2 Normative references

The contents of the following documents constitute essential provisions of this document through normative references in the text. Among them, for dated reference documents, only the version corresponding to the date applies to this document; for undated reference documents, the latest version (including all amendments) applies to this document. ISO 7000 Graphical symbols for use on equipment - Registered symbols Note: GB/T 16273.1-2008 Graphical symbols for use on equipment - Part 1: Common symbols (ISO 7000:2004, NEQ) ISO 14020 Environmental labels and declarations - General principles Note: GB/T 24020-2000 Environmental management - Environmental labels and declarations - General principles (ISO14020:1998, IDT) ISO 14026 Environmental labels and declarations - Principles, requirements and guidelines for communication of footprint information ISO 14067 Greenhouse gases - Carbon footprint of products - Requirements and guidelines for quantification additional explanatory statement shall only be allowed if, under all foreseeable circumstances, the environmental claim remains valid without qualification. 5.7 Specific requirements The self-declared environmental claim and any explanatory statements shall comply with all requirements set out in 5.7, which: a) Shall be non-misleading and accurate; b) Shall be specific and verified; c) Shall be related to a specific product and only used under appropriate environments or conditions; d) Shall be specified whether the statement applies to the entire product, part of the product or its packaging, or an element of the service; e) The environmental aspects or environmental improvements stated shall be specific; f) The same environmental change shall not be repeatedly stated in different terms to imply that it will bring multiple benefits; g) Shall not lead to misinterpretation; h) In addition to the correct description of the final product, all relevant factors in the product life cycle shall be considered, to determine the likelihood that the reduction of one impact will cause an increase in another; Note 1: This does not necessarily mean that life cycle assessment should be performed. i) If the product has not been licensed or certified by an independent third-party organization, claims shall be made without such implication; j) Shall not directly suggest or imply that the product has environmental improvements that do not actually exist, or exaggerate the environmental aspects of the product in the statement; k) Shall not make statements that appear to be literally true but which may misunderstand or mislead purchasers due to the omission of relevant facts; l) Only involve environmental aspects that exist or may occur during the product life cycle; m) Shall provide environmental claims and explanatory statements in a manner that indicates that they shall be read as a whole and that explanatory statements shall be of reasonable size and placed close to the relevant statement; n) When using comparative assertions involving environmental superiority or environmental improvement, the statement shall be specific and indicate the basis for the comparison. Such environmental claims shall be linked to the timing of improvements; o) If the statement is based on factors that existed in the past but were not discovered at the time, the statement shall not be expressed in a manner that misleads purchasers, potential purchasers or users of the product into thinking that the statement is based on recent improvement to the product or process; p) Shall not make claims based on certain substances or properties that have never existed in the product type; q) If changes in technology, competitive products or other circumstances may affect the accuracy of the statement, it shall be re-evaluated and updated as necessary; r) Shall be targeted at the area where the corresponding environmental impact occurs. Note 2: As long as a production process is in an area where environmental impacts occur, a statement about the process can be made. The extent of the zone depends on the nature of the impact. 5.8 Use of symbols in environmental claims 5.8.1 When making a self-declared environmental claim, it can choose whether to use symbols. 5.8.2 The symbols used in environmental claims shall be simple, easy to print, can be placed in appropriate parts of the product in appropriate sizes. 5.8.3 Symbols used for one type of environmental claim shall be easily distinguishable from other symbols (including symbols used for other environmental claims). 5.8.4 When using symbols indicating that the environmental management system has been implemented, they shall not be easily misunderstood as symbols indicating product environmental aspects. 5.8.5 Natural products can only be used as a label if there is a direct and verifiable link between the natural product and the claimed benefit. Note: Representing the same environmental aspects of competing products with the same symbols has multiple benefits. Claimants are advised to consider consistency of approach when developing new symbols; there is no objection to them using the same symbol that has been adopted by others to represent the same environmental aspect. When selecting new symbols, d) Comparison with products of other organizations. When comparing, it can only: - Follow the published standards and recognized test methods (see 6.4); - Compare with comparable products with similar functions currently or recently placed on the same market by the same or other producers. 6.3.2 Comparative claims addressing environmental aspects in the product life cycle shall: a) Use the same unit of measurement for quantification and calculation; b) Based on the same functional unit; c) Calculation is carried out over an appropriate time span, generally 12 months. 6.3.3 Comparative claims may take the following forms: a) Percentage, in which case the comparative claim should be expressed as an absolute difference; Note: The following example illustrates how relative measurements are handled: When the recycled content increases from 10% to 15%, the absolute difference in percentage is 15% - 10% = 5%. In this case, it can be stated that the recycled content has increased by 5%. A statement that there is a 50% increase in recycled content may be misleading, even though it correctly expresses the same fact from another perspective. b) Absolute value (measured value), in which case the comparative claim should be expressed as relative improvement: Note: The following example illustrates how absolute measurements are handled: If an improvement extends the life of a product from 10 months to 15 months, the relative increase is: [(15 months - 10 months) / 10 months] × 100% = 50% In this case, it can be stated that the product life has increased by 50%. If one of the values is zero, it is appropriate to use the absolute difference. 6.3.4 Since it is easy to confuse absolute and relative claims, it shall be clearly stated which value is used. 6.3.5 Improvements to products and packaging shall be stated separately; the two shall not be added together. 6.4 Selection of methods Verification methods for evaluations and claims shall be based on the following order of priority: international standards, internationally recognized standards (including regional standards or national standards) or peer-reviewed industry or trade methods. If no existing method exists, the claimant may develop his or her own, provided that the other requirements in Chapter 6 are met and peer review is possible. Note: References [13] ~ [65] list typical examples of international standards, national standards, specific industrial methods related to the selected claim. 6.5 Obtaining information 6.5.1 A self-declared environmental claim can only be considered verifiable, if no confidential business information is involved when verifying the claim. This claim cannot be used if the verification shall rely on confidential information. 6.5.2 The claimant may proactively release to the public the information needed to verify the environmental claim. Otherwise, at the request of any relevant party seeking to verify the claim, the above information shall be published at an appropriate time and occasion at a reasonable cost (to be used to cover administrative costs). 6.5.3 The information that shall be documented and retained (see 6.2.2) shall contain at least the following: a) Determination of standards and methods used; b) Documented evidence (when the claim cannot be verified by testing the product); c) Test results (when required to verify claims); d) Name and address of the tester (when testing is performed by a third party); e) Evidence of declared compliance with the requirements of 5.7h) and 5.7r); f) If the self-declared environmental claim involves comparisons with other products, the methods used, all test results and assumptions made on these products shall be stated; Note: See 5.7 for additional requirements for comparative claims. g) The claimant's evaluation provides evidence that the self-declared environmental claim continues to be accurate during the time the product is placed on the market and for an appropriate period thereafter during its lifetime. The property of products, packaging or accessories to produce relatively simple and stable humus-like substances after biodegradation. 7.2.2 Restrictions 7.2.2.1 Compostability claims shall not be used on products, packaging or their accessories under the following circumstances: a) Adversely affects the overall value of compost as a soil amendment; b) The concentration of substances emitted at any time during its decomposition or subsequent use may have adverse effects on the environment; c) Significantly reduce the rate of composting in the composting system in which it is disposed of. 7.2.2.2 All compostability claims shall clearly state the following qualifications. a) Not specifying the type of facility is only allowed if the product is suitable for use in all types of composting facilities. In addition, when using such a claim, the composting facility or process used shall be designated as a home composting, on-site installation or centralized composting facility. b) If not the entire product is compostable, the claim shall specify which parts are compostable. If the user of the product is required to separate these parts, instructions shall be given as to how this is done. c) If the use of composting facilities for the product is problematic or risky, whether these facilities are domestic, dedicated or controlled by a central system, the claim shall indicate the type of facility capable of composting the product. 7.2.2.3 If the compostability claim is for home composting, the following requirements shall also be observed: a) Compostability claim shall not be used, if extensive preparation or pre-treatment of the product is required to ensure smooth composting, OR where extensive post- processing of the resulting compost is required as a direct result of composting the product or components; b) Home compostability claims shall not be used, if the compostability claim relies on materials, other equipment (other than the composting equipment itself) or specialized skills that are not available in the average household. 7.2.2.4 If the compostability claim relies on processes or facilities other than home composting, the following requirements shall apply: a) In areas where the product (including packaging) is sold, a significant number of buyers, potential buyers or users have easy access to facilities for composting the product or packaging; b) If the above conditions cannot be met, the buyer, potential buyer or user shall be truthfully informed of the difficulty of obtaining the equipment through explanatory statements; c) Unspecific qualifications, such as "the required equipment can be used for composting", are not suitable because the limitations of obtaining the equipment are not stated. 7.2.3 Evaluation methods The evaluation shall be carried out in accordance with Chapter 6. 7.3 Biodegradable 7.3.1 Explanation of terminology The characteristic of a product or package that decomposes to a certain degree under specific conditions over a certain period of time. Note: Degradability is the ease with which chemical structure changes. The resulting changes in physical and mechanical properties will lead to product or material degradation. 7.3.2 Restrictions 7.3.2.1 The following conditions apply to various types of degradation, such as biodegradation and photodegradation. a) The degradability claim shall be linked to the specific test method, including the duration of the test and the maximum degree of degradation achieved, and related to the environment in which the product or packaging is disposed of. b) Degradability claims shall not be used on products, packaging or their components, if they emit substances in concentrations sufficient to cause adverse effects on the environment. 7.3.3 Evaluation methods The evaluation shall be carried out in accordance with Chapter 6. 7.4 Disassembly design 7.4.1 Explanation of terminology Product design features that enable a product to be dismantled at the end of its useful disassembly. 7.4.3 Evaluation methods The evaluation shall be carried out in accordance with Chapter 6. 7.5 Extended life products 7.5.1 Explanation of terminology Designs that increase the durability of a product or make it upgradable to extend its useful life, thereby conserving resources or reducing the amount of waste. 7.5.2 Qualifications 7.5.2.1 All claims for extended life shall specify qualifications. Since such claims are comparative claims, they shall also meet the requirements of 6.3. 7.5.2.2 The claims for extended life based on the upgradeable characteristics of the product shall provide specific instructions on how to achieve the upgrade, and shall also have the basic conditions for the upgrade. 7.5.2.3 Claims for extended life based on improved product durability shall state the time of extended life, or the percentage and measured value of the increase (such as the number of times it can be used), or the reasons to support the claim. 7.5.3 Evaluation methods The evaluation shall be carried out in accordance with Chapter 6. The average extended life shall be calculated according to the appropriate standards and statistical methods specified in 6.4. 7.6 Recovered energy 7.6.1 Explanation of terminology A product characteristic where the energy used to produce a product is recovered from material or energy that might have been disposed of as waste and is now reused through a management process. Note: In this case, the product itself may also be recovered energy. 7.6.2 Qualifications For claims about the use of recovered energy in product production, the energy used shall meet the following conditions and be evaluated according to 7.6.3. a) The recovery of energy from waste refers to the collection and conversion of waste into useful energy. These wastes can come from domestic, industrial, commercial or public service facilities. b) Before using a claim for recovered energy, the claimant shall ensure that the adverse environmental impacts of this activity are managed and controlled. c) It shall state the type and quantity of waste used to recover energy. 7.6.3 Evaluation methods The evaluation shall be carried out in accordance with Chapter 6; the evaluation of recovered energy shall be calculated according to formula (1): a) The claim can only be used when R - E > 0; b) The claim of net energy recovered shall be expressed as: Net recovered energy (%) = (R - E)/[(R - E) + P] × 100……………………(1) Where: P - Energy from primary energy sources used to produce products during the production process; R - Energy obtained through the recovery process; E - Energy taken from primary energy for recovery or extraction of recovered energy in the energy recovery process. 7.7 Recyclable 7.7.1 Explanation of terminology Products, packaging or their components can be diverted from the waste stream through feasible processes and solutions and can be collected, processed, put into use as raw materials or products. Note: Material recycling is only one way to reduce waste. The specific method chosen depends on surrounding conditions and different regional influences. 7.7.2 Qualifications If collection or separation facilities for recycling the product or packaging are not readily accessible to a significant number of purchasers, potential purchasers or users in the area where the product is sold, the following requirements shall be met: ......
