1 Scope

This document gives the general requirements for the new capability classification, and specifies the requirements for CL1~CL5 capability building. This document is applicable to all types of organizations with the following needs. a) Carry out new-type capacity building at different levels, and promote the continuous improvement of new-type capabilities; b) R&D around the hierarchical construction of new capabilities and provide systematic solutions; c) Provide services for organizations to carry out new capacity building at different levels; d) Evaluate its informatization and industrialization integration (hereinafter referred to as the integration of informatization and industrialization) management system through internal or external (including evaluation agencies), to demonstrate the new level of capability it has.
