Foreword

GB/T 18384 "Electrically propelled road vehicles - Safety specifications" is divided into three parts. - Part 1.On-board rechargeable energy storage system (REESS); - Part 2.Vehicle operational safety means and protection against failures; - Part 3.Protection of persons against electric shock. This Part is Part 2 of GB/T 18384. This part was drafted according to the given rules of GB/T 1.1-2009. This Part replaces GB/T 18384.2-2001 "Electric vehicles - Safety specification - Part 2.Functional means and protection against failures". Compared with GB/T 18384.2-2001, in addition to editorial changes, the main technical changes are as follows. - Modified the scope of the standard (see Chapter 1 of Edition 2001); - Deleted the terms and definitions defined in GB/T 19596 (see Chapter 3 of Edition 2001); - Added the definition of "driving-enabled mode" (see 3.1); - Added the definition of "rechargeable energy storage system" (see 3.2); - Added the definition of "voltage class B electric circuits" (see 3.3); - Deleted the requirements for the main switch (see 4.5 of Edition 2001); - Modified the requirements for electromagnetic compatibility (see 4.6 of Edition 2001); - Modified the requirements for failure protection (see Chapter 5 of Edition 2001); - Added the requirements for vehicle mark (see Chapter 7); - Added the requirements for emergency response (see Chapter 8). This Part uses redrafting method to modify and adopt ISO 6469-2.2009 "Electrically propelled road vehicles - Safety specifications - Part 2.Vehicle operational safety means and protection against failures". The technical differences and the reasons between this Part and ISO 6469- 2.2009 are as follows. - Deleted some terms and definitions that has already been defined in GB/T 19596.See Chapter 3; - Deleted the description of environmental and operating conditions in Chapter 4 of ISO 6469-1.2009.The relevant content is included in the experimental conditions. The sequence of later chapters are increased in sequence. See Chapter 4; - Modified the requirements for electromagnetic compatibility. See Chapter 5.6. This Part was proposed by The Ministry of Industry and Information Technology of the People's Republic of China. This Part shall be under the jurisdiction of National Automotive Standardization Technical Committee (SAC/TC 114). The responsible drafting organizations of this Part. 1 Scope

This Part of GB/T 18384 specifies the requirements for safe operation and failure protection against the specific danger of electrically propelled road vehicles, so as to protect the safety of people inside and outside the vehicle. This Part is applicable to the electrically propelled road vehicles of which the maximum operating voltage of the drive system is class-B voltage. The electric motorcycle and electric mopeds may refer to this Part.

3 Terms and definitions

The following terms and definitions defined by GB/T 18384.1 and GB/T 19596 are applicable to this document. The electrical component or circuit of which the maximum operating voltage is greater than 30 V a.c. (r.m.s.) AND less than or equal to 1,000 V a.c. (r.m.s.), or greater than 60V DC (d.c.) AND less than or equal to 1,500V DC (d.c.).

4 Operational safety

If the rechargeable energy storage system (REESS) of vehicle’s drive system can be recharged through vehicle’s external power supply, and when the vehicle is physically connected by the user to the external power supply, then the vehicle shall not be able to move through its drive system. When driver leaves the vehicle, and if the drive system is still in the "driving- enabled mode", it shall indicate the driver via an obvious signal device (e.g. sound or light signal).

5 Failure protection

It shall adopt management measures to any possible single-point failure. It shall try to avoid or prevent the undesirable acceleration, deceleration or reversing caused by single-point hardware failure or software failure of vehicle’s specific system and components. 6 User manual In the user manual, it shall specially indicate the particular matters on operational safety and failure protection of the electrically propelled road vehicles. 7 Mark The vehicle mark shall be consistent with the relevant laws and regulations. 8 Emergency response The manufacturer shall provide the information about vehicle accident handling to the safety personnel and emergency responders. ......
