1 General 1.0.1 In order to standardize the construction of city appearance and sanitation projects, ensure project operation safety, personal safety and public health safety, prevent secondary pollution and light pollution, realize clean, tidy and orderly city appearance, and provide technical basis for government supervision, this specification is formulated. 1.0.2 City appearance and environmental sanitation projects must implement this specification. 1.0.3 The construction, operation and maintenance of city appearance and environmental sanitation projects should follow the principles of effective service function, safe production and environmental protection. 1.0.4 Whether the technical methods and measures adopted in the project construction meet the requirements of this specification shall be judged by the relevant responsible parties. 3 Garbage collection facilities

3.1 General provisions 3.1.1 The collection facilities shall meet the requirements for sorting and collecting garbage, be compatible with the classified transportation mode, and shall meet the following regulations. 1.The height of the waste collection facility’s discharge port should meet the ergonomic requirements of adults; 2.Classification signs should be set up at the location of the classified discharge port and the classified discharge container of the domestic waste collection facilities; 3 Classified storage equipment or places should be set up, and the capacity should meet the needs of temporary storage of garbage; 4 Garbage collection bins/boxes and garbage containers should match the garbage collection and transportation vehicles. 3.1.2 The scale of domestic garbage collection facilities should be comprehensively determined according to the population size of the service area, the volume of sorted garbage removal, and the frequency of collection. 3.1.3 The location of garbage collection facilities should be convenient for the safe operation of garbage sorting and collection and transportation vehicles, and should not occupy fire exits and blind passages. 3.1.4 During the construction and operation of garbage collection facilities, secondary pollution such as noise, sewage, odor and garbage should be effectively controlled, and fire safety requirements should be met. 3.2 Garbage Collection Points 3.2.1 The type of domestic garbage collection point should be selected according to the garbage removal volume, classification category, living habits, collection and transportation mode, terrain, climate and other factors. 3.2.2 The layout of domestic garbage collection points should be comprehensively determined based on factors such as garbage generation and distribution, throwing distance, collection mode, and surrounding environment, and should comply with the following regulations. 1 The service radius of domestic garbage collection points in urban residential quarters and new rural standard concentrated residential areas should be less than or equal to 120m; 2 Household garbage collection points should be set up in closed residential quarters; 3 The collection points of domestic garbage in villages shall be set up according to natural villages; 4 Waste bins should be set up in public places where people gather, such as traffic and passenger facilities, cultural and sports facilities, pedestrian streets, squares, tourist attractions (areas). 3.2.3 Household garbage collection rooms (rooms) shall meet the following requirements. 1 The ground of the domestic garbage collection room (room) should be hardened; 2 Household garbage collection rooms (rooms) in urban residential quarters and auxiliary domestic garbage collection rooms (rooms) in civil buildings should have water supply and drainage facilities, the slope of the ground should be conducive to drainage, and the flushing sewage should be discharged into the sewage pipe network; 3 The floor and wall of the supporting household garbage collection rooms (rooms) in civil buildings shall be made of waterproof and corrosion-resistant materials or coated with corresponding materials; 4 When the supporting domestic garbage collection room (room) in a civil building is arranged underground, a mechanical ventilation system shall be installed. 3.2.4 The construction area of newly built and rebuilt domestic garbage collection rooms (rooms) shall meet the requirements for placing classified garbage bins/bins within the service scope. 3.2.5 Urban high-rise office buildings, commercial complexes, and newly-built residential quarters should set up decoration garbage collection points, designate large garbage disposal sites, and meet the following requirements; 1 The ground of the decoration garbage collection point shall be hardened; 2 When no dustbin is set, the surroundings of the decoration waste collection point shall be sheltered. 3.2.6 Waste bins, trash bins/bins should meet the following requirements. 1 Urban waste bins should be rainproof and corrosion-resistant; trash cans/bins should be airtight and corrosion-resistant; trash cans should adopt standard specifications. 2 The garbage bins/bins at rural garbage collection points should be airtight. 3.3 Refuse Collection Points 3.3.1 The domestic garbage collection station should have a main building, and the main building should be closed. 3.3.2 Domestic waste collection stations shall be provided with entry and exit passages for collecting and transporting motor vehicles, and the passages shall meet the maximum width and load requirements of vehicles entering the station. 3.3.3 Domestic garbage collection stations should have ventilation, deodorization, sound insulation, sewage collection and discharge measures, and should be equipped with disinfection, insecticide, rodent control and other devices. 3.3.4 The ground and inner walls below 1.5m of the domestic waste collection station shall be made of waterproof and wear-resistant materials, or be coated with corresponding materials; the waterproof grade of the ground shall not be lower than grade II. 3.3.5 The corresponding location of the domestic garbage collection station should be set up with traffic signs, smoke and fire prohibition and warning signs. 3.3.6 The receiving device of the domestic waste collection station should match the feeding method. 3.3.7 The mechanical equipment of the domestic garbage collection station should match the operation process of the collection station, and the working capacity should be determined according to the effective daily operating time and the amount of garbage during peak hours. 3.3.8 Household garbage containers should not be easily deformed and have anti-corrosion measures; the sealing of the container should ensure that no garbage dragging and sewage leakage will occur after loading.

4 Refuse Transfer Station

4.0.1 The garbage transfer station should meet the requirements for classification and transfer, and be compatible with the subsequent treatment methods. 4.0.2 During the construction and operation of the garbage transfer station, secondary pollution such as noise, sewage, odor and garbage should be effectively controlled, and fire protection, electrical and operational safety requirements should be met. 4.0.3 Household waste transfer stations are divided into three categories, namely large, medium and small, and five subcategories according to the design daily transfer capacity. The design transfer volume division intervals of transfer stations of different sizes shall comply with the provisions in Table 4.0.3. 4.0.4 The design scale of the domestic waste transfer station shall meet the garbage growth and the seasonal fluctuation demand of garbage collection and transportation in the service area within the service period, and shall meet the following requirements. The ratio of shipping volume to average monthly clearing volume should be selected according to the local actual measurement value. 4.0.5 The layout of the garbage transfer station should be comprehensively determined according to the distribution of garbage generation, the layout of treatment facilities, and the mode of garbage collection and transportation. 4.0.6 The site selection of the garbage transfer station should be based on factors such as service area, transfer capacity, pollution control, etc., and it should be located at a place with convenient transportation and easy arrangement of clearing and transportation lines, and should have water supply, power supply, and sewage discharge to ensure the normal operation of the garbage transfer station., communication and other conditions. 4.0.7 The garbage transfer process shall be determined in accordance with the principles of improving equipment efficiency, reducing energy consumption and operational safety and health risks, and reducing the labor intensity of sanitation workers, and shall comply with the following regulations. 1 The waste flow should be smooth; 2 The exposure time of garbage should be reduced; 3 Domestic garbage transfer stations should not adopt the method of garbage landing and transfer. 4.0.8 The overall layout of the garbage transfer station shall be determined according to its scale, type, comprehensive process requirements and technical route, and shall comply with the following regulations. 1 The roads in the garbage transfer station shall meet the load and traffic requirements of the largest size garbage transport vehicles in each functional area of the station; 2.The vehicle entrance and exit of the garbage transfer station should be set at the end far away from the main environmental protection targets in the surrounding area; 3 The entrances and exits for people and vehicles of large-scale domestic waste transfer stations should be set separately. 4.0.9 The garbage transfer station should have a main building, and the main building should meet the installation, dismantling and maintenance requirements of the garbage transfer technology and supporting equipment, and should meet the following regulations. 1 The unloading and loading stations of the garbage transfer station should meet the requirements for vehicle rotation; 2 The space and area of the garbage transfer workshop should meet the requirements for vehicle dumping operations; 3 The unloading and compression packing operation workshop of domestic garbage collection vehicles should be closed; 4.Doors that are easy to open and close should be installed at the discharge port and vehicle entrance and exit of the garbage transfer workshop, and non-open ventilation ports should be set; 5 The ground and the inner walls below 3m in the working area of the domestic garbage transfer workshop shall be made of waterproof and wear-resistant materials or coated with corresponding materials, and shall be easy to clean; the waterproof grade of the ground shall not be lower than Grade II. 4.0.10 The fire hazard category of the main building of the domestic waste transfer station shall be Class D; the fire hazard category of the recyclable garbage storage room of the domestic waste transfer station shall be Class C. 4.0.11 Domestic waste transfer stations should be equipped with transfer units, and their actual transfer capacity should meet the requirements of peak hours; the working capacity of compression equipment in domestic waste transfer stations should match the design scale and meet the following requirements. 1 The number of domestic waste transfer operation units should be determined according to the amount of waste transfer during the peak period, and the reserve factor should not be less than 0.2; except for V-type small transfer stations, the number of transfer operation units of domestic waste transfer stations should not be less than 2.Small domestic waste transfer stations with only one transfer unit should have emergency measures for transfer unit failure. 2 The working capacity of the compression equipment of the domestic waste transfer station should match the design scale of the domestic waste transfer station and the transfer unit according to factors such as the effective daily operation time and the amount of waste in the peak period, and the reserve factor should not be less than 0.2.4.0.12 The waste transfer station The drainage system shall meet the following requirements. 1 Rain and sewage should be separated in the garbage transfer station; 2 Sewage diversion facilities should be set up in the garbage transfer station; 3 The garbage transfer station shall take effective sewage treatment or discharge measures. 4.0.13 The environmental protection facilities of the garbage transfer station shall be designed, constructed and put into use at the same time as the main facilities of the garbage transfer station, and shall meet the following requirements. 1 Domestic garbage transfer station should have ventilation, deodorization, sound insulation and other measures; and equipped with disinfection and insecticide facilities and devices; 2 The construction waste transfer station should have environmental protection facilities such as ventilation, dust removal and sound insulation; 3 Large and medium-sized domestic waste transfer stations should be equipped with independent exhaust/deodorization systems; 4 When unloading, the ventilation and dust removal/deodorization systems must be started at the same time. 4.0.14 The electrical and operational safety protection measures of the garbage transfer station shall comply with the following regulations. 1.The power switch and socket in the operation area of the garbage transfer station should be set above 1.5m from the ground, and the protection level of the power switch and socket should not be lower than 1P55; 2 Vehicle operation instruction signs and operation safety signs shall be set up in the garbage unloading and transshipment operation area; 3 The garbage unloading station should be equipped with a reverse limit device and an alarm device. 4.0.15 The garbage transfer vehicle should match the garbage transfer container and meet the following requirements. 1 The garbage transfer vehicle should meet the traffic conditions along the road and the requirements for subsequent treatment facilities and unloading sites; 2 The garbage transfer container shall ensure smooth loading and unloading, tight closing and reliable sealing; and shall have sufficient strength and rigidity; 3 The garbage transfer container should have anti-corrosion measures; its airtightness should ensure no garbage dragging and sewage leakage after loading. 4.0.16 Large and medium-sized household waste transfer stations should have weighing and backup power emergency functions, and should meet the following requirements. 1 Large and medium-sized domestic waste transfer stations should be equipped with waste weighing and measuring devices; 2 The power supply system of the large domestic waste transfer station shall be set up according to the requirements of the secondary load users.
