Foreword

According to the requirements of GUONENGKEJI [2009] No.163 - "Notice of the National Energy Administration on Issuing the Development and Revision Plan of the First Batch of Professional Energy Standards in 2009", the Northwest Electric Power Design Institute of China Power Engineering Consulting Group revised the former "Technical Stipulation for the Design of Civil Structure of Thermal Power Plant" (DL 5022-1993) jointly with organizations concerned. During revision, the standard drafting group carefully summarizes the practical design experience of fossil-fired power plant and the earthquake damage experience of Wenchuan Earthquake in 2008, absorbs the relevant research achievements and the practical construction experience of Chinese power engineering, solicits opinions from relevant design and design management organizations and invites experts for review before finalizing. Upon revision, this standard consists of 11 Chapters and 10 Appendixes, with the basic frame of Edition 1993. The main changes in this standard are as follows. 1. The capacity of applicable turbine-generator in this standard was changed into 125MW~1000MW from 12MW~300MW. 2. Chapter 2 (Terms) and Chapter 9 (Frame of Air-cooling Condensers) were added; the content related to reinforced concrete boiler cradle was cancelled; partial content related to the design of fabricated building was deleted; the values for units with 600MW and 1000MW live loads on roofs and floors of the main building were supplemented; the values for the combination value factor and frequency value factor of live loads on roofs and floors were added; the shape factor of wind load on dry-coal shed, circular closed coal-yard, closed overhead bridge for coal conveyer as well as wind-break wall for frame of air-cooling condensers. 3. The content related to fly ash silo, closed coal-yard, steel inner tube of chimney and spring-supported vibration insulating foundation was added; details for turbine-generator foundation and corrosion-protection design requirements for flue gas from desulfurizing chimney were revised and supplemented. 4. The content related to seismic design was comprehensively revised; the content related to steel-structure main building, chimney and frame of air-cooling condensers was added. 5. Appendixes A, C, D, E and K were added. In this standard, Articles 1.0.6, 3.1.6, 3.1.8, 5.2.1, 5.2.6, 5.4.1, 7.2.8, 11.1.2, 11.1.5, 11.1.6, 11.1.15, 11.2.1 and 11.3.5 printed in bold type are compulsory and must be enforced strictly. From the implementation date hereof, the former "Technical Stipulation for the Design of Civil Structure of Thermal Power Plant" (DL 5022-1993) shall be abolished simultaneously. This standard was proposed by the Electrical Planning and Design Institute. The National Energy Administration is in charge of the administration of this standard and the explanation of its compulsory provisions while the Technical Committee of Electric Power Design for Energy Industry and the Northwest Electric Power Design Institute of China Power Engineering Consulting Group is responsible for the routine management of this standard and the explanation of its specific technical contents respectively.
